Three-year (2006-2008) Action Program of Shanghai Municipality for Environmental Protection and Construction



During the years 2003 to 2005, this Municipality implemented the second round of the three-year action program for environmental protection and construction. Over the past three years, under the leadership of the Municipal Party Committee and the Municipal People’s Government, in accordance with the requirement of“striving to be a model metropolis across the country in paying back debts of environmental pollution down the ages and in ecological construction”, and through joint efforts of related departments and all district/county people’s governments, the second round of the three-year action program for environmental protection and construction has been successfully fulfilled and this Municipality has acquired remarkable achievements in vigorously boosting water and atmospheric environment rectification, solid wastes disposal, industrial and agricultural pollution treatment and greening construction, and has made a solid progress toward the overall target of building an eco-city.

Firstly, the environmental infrastructure has been further improved. Sewage treatment capacity increased 3,490,000 cubic meters per day in the whole Municipality, the rate for centralized treatment of urban sewage reached 70%, the coverage of sewage treatment facilities in suburban towns increased by 16%, the treatment capacity for domestic garbage in the central city increased 5,900 cubic meters per day, and a centralized heating supply network in Wusong Industrial Park and safe landfill sites for hazardous wastes were built.

Secondly, the total discharge of pollutants has been further reduced. The discharge of sulfur dioxide per 10,000 yuan of GDP was reduced by 19%, and that of chemical oxygen demand per 10,000 yuan of GDP by 47%; the application of chemical fertilizers to farmlands was reduced by 70,000 tons and that of agricultural chemical pesticides by 735 tons.

Thirdly, environmental supervision has been further intensified. The“Regulations of Shanghai Municipality on Environmental Protection”were amended and improved and a batch of governmental regulations and standards relating to environmental protection were hammered out. The industrial enterprises discharging more than 85% of the total pollutants to water environment in this Municipality have installed wastewater discharge on-line monitoring facilities. There were 35 enterprises under intensified environmental supervision ordered to make rectification within a prescribed period with the steady up-to-standard pollutant-discharging rate increased by 15%.

Fourthly, the environmental quality has been further improved. Compared with that in the same period of the year 2003, the dust fall decreased by 29.4% in the year 2005 in the whole Municipality, and the rate of good atmospheric quality reached more than 85% for three successive years. The water quality in the Suzhou Creek was getting better while keeping stable, the rivers in the central city were basically free from black and stink and the water environment quality was improved by 21.5% on the average. The environmental quality in Wusong Industrial Park reached the advanced level among those of the same kind across the country and malodorous pollution from Taopu Industrial Park was eliminated. The greenery coverage in the central city increased by 7 percentage points, thus reaching 37%. The per capita share of public green space increased 3.4 square meters, reaching 11 square meters.

The implementation of the second round of the three-year action program for environmental protection and construction has the following six characteristics: 1. Leadership was stressed and the environmental protection working mechanism strengthened. A coordination and promotion commission for environmental protection and construction was established, thus forming a working mechanism and a joint promotion force in which the municipal and district governments made concerted actions with vertical and horizontal lines of leadership combined. The quarterly meeting held by the commission played a vital role in successful implementation of the second round of the three-year action program for environmental protection and construction. 2. The orderly promotion was stressed and the established working targets realized with efforts. Work in six fields of water and atmospheric environment rectification, solid wastes disposal, industrial and agricultural pollution control and greening construction was carried out in an all-round way with the planned targets realized. 3. The surmounting of difficulties was stressed and the comprehensive environment rectification in major areas intensified. Emphasis was placed on the rectification of black and stinky rivers in the central city, the control of coal-burning pollution in densely inhabited areas, the comprehensive environment rectification in Wusong Industrial Park, the control of malodorous pollution in Taopu Industrial Park, the treatment of livestock and fowl pollution in water source conservation areas, and greening construction in the whole Municipality with obvious improvements of environmental quality made in the central city, water source conservation areas and Wusong and Taopu industrial parks. 4. Priority was given to the pollution control for permanent cure and the payment of debts for environmental pollution down the ages was further urged. The construction of environmental infrastructure was vigorously promoted, the treatment capacity for sewage and solid wastes further enhanced, and industrial restructuring and law-enforcement supervision over pollution sources intensified. 5. Stress was put on innovations in mechanism and enhancement of governmental functions of guiding and supervising market. The“polluter-pay”mechanism was further improved, the promotion policies on tackling major or difficult issues hammered out, and the system reform in environmental sanitation industry, water industry and greening conservation carried out. 6. Emphasis was put on practical results and further improvement of environmental quality. The water quality of all rectified rivers in the whole Municipality was improved to some extent and the rate of good atmospheric quality kept at a preferable level. The satisfaction survey showed that citizens were basically pleased with environment protection effort and environmental quality in this Municipality; more than 95% of the surveyed thought that the water quality of rivers in the central city was improved.

Although certain achievements were made in this Municipality’s environmental protection and construction, the pollution debts down the ages have not been cleared yet and the pressure of environmental protection on development remains heavy. 1. Environmental infrastructure is to be further improved. The swage collection pipe network has not been yet fully set up in the central city, a framework system for sewage treatment in suburbs has not been formed, environmental control facilities in reserved industrial parks are still incomplete, and there is a deficiency in the capacity for recycling and decontamination of solid wastes. 2. Environmental pollution is to be further controlled. Some of the industrial parks and enterprises cause rather big pollution to their surrounding environment, coal smoke pollution and pollution from use of petroleum are tending to be aggravated, the impact of agricultural non-point source pollution is looming large day by day, and the major pollutant emissions exceed the environmental capacity of the whole Municipality. 3. Environmental management is to be further strengthened. There is a rather wide gap between this Municipality and other international metropolises on levels of resource consumption and pollutant discharge, the discharge of some pollution sources directly to environment fails to keep coming up to the standard, and the capacity for environmental control is relatively inadequate. 4. Environmental quality is to be further improved. The pollution in some rivers is still relatively serious, the water quality of river courses in the central city is not stable, the concentration of sulfur dioxide and nitrogen oxide has kept increasing in recent years, the pollution of fugitive dust can not be overlooked, and there is still a wider gap between the environmental quality on the one hand and the expectation of the masses of the people and the requirement for holding the World Expo and being an international metropolis on the other.

In order to consolidate achievements, make persistent efforts and further do a good job of environmental protection, the“Three-year (2006-2008) Action Program of Shanghai Municipality for Environmental Protection and Construction”is hereby formulated, which is also the third round of the three-year action program for environmental protection in this Municipality.

To implement the third round of the three-year action program for environmental protection is an important move of Shanghai in carrying out the spirit of the Fifth Plenary Session of the 16th CPC Central Committee and the Eighth Plenary Session of the 8th Municipal Party Committee and in implementing the“Eleventh Five-year Plan for National Economy and Social Development”. These three years are not only an important period for Shanghai to make preparations for the 2010 World Expo and quicken the construction of Shanghai into“Four Centers”and an important stage for Shanghai to take over from the past and set a new course for the future in vigorously pushing forward to reach the general target of building an eco-city, but also a key period in which the contradictions between the development of economy and society and the carrying capacity of resources and environment in Shanghai loom large. In the face of new situations, new tasks and new requirements, to do a good job of environmental protection work of this Municipality while the economy is developing rapidly, it is necessary to firmly carry out the industrial restructuring and the shift of economic growth mode, vigorously promote the pollution control and ecological construction, earnestly reduce the total pollutant emissions and the resources consumption, further improve environmental quality and lay a solid foundation for the target of building an eco-city.

I. Guiding Thoughts, General Principles and General Target

1. Guiding Thoughts

With Deng Xiaoping Theory and the important thought of Three Represents as the guide, with the holding of the 2010 World Expo as a turning point, with the building of a resource-conserving and environment-friendly society as the target, the scientific viewpoint of development shall be fully implemented and the strategies of“reinvigorating the city through science and education”and sustainable development shall be vigorously promoted, and, with a focus on the strengthening of the city’s international competition capability, one of the major developments, in compliance with the requirements of“being beneficial to the optimization of the city’s layout, to the adjustment of industrial structure, to the promotion of the city’s management and to the improvement of citizens’living conditions”, and with an eye to the providing of good eco-environment for the masses of the people, the promotion of innovations in systems and mechanisms shall be upheld, the constant improvement of this Municipality’s environmental quality shall be upheld, the advancement of scientific development of Shanghai shall be upheld, the improvement of environmental infrastructure shall be quickened and the total discharge amount shall be strictly controlled so as to further intensify the environmental protection and ecological construction, strive mightily for being a model metropolis across the country in paying off the debts of environmental pollution down the ages and in ecological construction, and promote the coordinated development of economy, society and environment in Shanghai.

2. General Principles

Continue the practice of“three combinations”in implementing the program: the combination of overall planning in the whole Municipality with relying mainly on the“horizontal lines of leadership”in the implementation thereof, the combination of breaking major points with pushing forward in an entire area, and the combination of the governmental domination with the social participation from all circles.

Adhere to the practice of“three stresses and three appraisals”in carrying out every task: stress fundamental solutions in an all-round implementation, stress the mechanism in the comprehensive rectification and stress the actual effect of capital input, and subject the results of environmental protection to appraisal by citizens, society and scientific data.

Uphold the“three simultaneous promotions”in the environmental construction in the whole Municipality: promote simultaneously the pollution control and ecological conservation with more emphasis on the prevention from sources, promote simultaneously the infrastructure construction and improvement of system and mechanism with more emphasis on innovations in mechanism, and promote simultaneously the central city and suburbs with more emphasis on the latter.

3. General Target

With a continuation from the preceding and introduction of the following, make persistent efforts to quicken the clearing of debts for environmental pollution down the ages, vigorously promote the construction of an eco-city and lay a foundation for the realization of the environmental protection target set in the“Eleventh Five-year Plan”. The concrete targets are:

--To make environmental infrastructure basically perfect and city development more harmonious. The urban sewage treatment facilities shall be basically completed, the sewage collecting pipe network shall cover almost the entire central city, the sewage treatment facilities shall cover about 90% of the suburban towns, and the urban sewage treatment rate shall be up to 75% in the whole Municipality. The sewage pipe network shall cover all land plots already developed in reserved industrial parks; the industrial parks where conditions permit shall start the construction of centralized heating facilities. Basically complete a system of facilities for the recycling and decontamination of solid wastes. Basically form a greening system featuring rational layout, complete function and an integration of town and country so as to bring the public green space to 12.5 square meters per person, the percentage of greenery coverage to 38%, and the percentage of forest coverage to 13%.

--To put environmental pollution under effective control and urban environment in greater safety. Reduce the chemical oxygen demand (COD) of major pollutants discharged to water environment by 15% and ammonia nitrogen by 10%, with the rate of channeling pollution sources into pipes in reserved industrial parks reaching over 90. The generating units with 70% of capacity in coal-burning power plants in the whole Municipality shall conduct flue gas desulfurization to reduce emissions of sulphur dioxide from power plants by 170,000 tons. The decontamination rate of domestic garbage shall reach 80%, the recycling rate of industrial solid wastes shall reach 95%, and industrial wastes, hazardous wastes, medical wastes and radioactive wastes shall undergo safe treatment and disposal. Reduce the application of nitrogenous fertilizers and chemical pesticides to farmland by 10% and 8% per mu on average respectively.

--To constantly improve environmental supervision system and make the city management more scientific. On the basis of ecological carrying capacity and environmental capacity, formulate the control target and reduction plan for discharge of pollutants so that the chemical oxygen demand of pollutants discharged to water environment might basically match the environmental capacity and the total sulphur dioxide emission in the whole Municipality is to be kept within the limits allowed by the State. Establish an environmental management information platform so as to elevate environment supervision capability, bring all the enterprises under intensified environmental protection supervision at municipal level under on-line monitoring, and make the industrial enterprises that account for 85% of pollution load in the whole Municipality stabilize their emissions up to standard.

--To further improve environmental quality and have a better city life. Consolidate and boost the achievements that the rivers in the central city are basically free from black and stink so as to gradually improve water environment quality in the whole Municipality. Steadily boost atmospheric quality and keep the rate of good atmospheric quality at more than 85%. The environmental quality in Wujing Industrial Park shall meet the requirements for functional zones. Pudong New Area shall be built into a national model city area for environmental protection and Minhang District into a national advanced district for ecological construction. Of the towns and townships in the whole Municipality, around 15% shall be built into towns and townships with fine environment and about 20 villages shall be built into eco-villages featuring environmental protection.

4. Key Aspects and Tasks

Lay more stress on the improvement of environment infrastructure and on the environmental protection and construction in suburbs, and carry out the planned tasks in six aspects: the control and protection of water environment, the control and protection of atmospheric environment, the recycling and disposal of solid wastes, the control of industrial pollution, clean production and circular economy, the control of agricultural pollution and rural environment protection, the ecological conservation and construction of environmental infrastructure in Chongming, and meantime, intensify work on policies and legal system, and scientific and technological support. There will be about 260 projects in 25 classes arranged under this program.

II. Control and Protection of Water Environment

1. Implementation Principles

In accordance with the principle of focusing on both the central city and the suburbs, and on the construction of both the sewage treatment plants and the pipeline networks, quicken the construction and improvement of sewage treatment plants and pipeline networks and raise the sewage disposal capacity and level in urban and suburban areas. With stress put on the deepening of rectification of main river courses such as the Suzhou Creek and on the pushing forward of rectification of black and stinky river courses on the outskirts, further improve the river water quality to gradually recover river eco-system. Aim at water supply safety in water source areas to further strengthen the environmental protection therein.

2. Action Objectives

After three years of efforts, the water quality of the downstream sections of the Suzhou Creek and that of the Huangpu River is to be improved simultaneously so as to consolidate and boost the achievements that the rivers in the central city are basically free from black and stink, and further ensure the safety of water source areas. By the end of the year 2008, the sewage collecting pipe network shall cover almost all the central city, sewage treatment facilities shall cover about 90% of the suburban towns, and the urban sewage treatment rate shall reach 75% in the whole Municipality.

3. Main Tasks in the Central City

(1) To further enhance the capacity and level for sewage disposal in the central city

The major projects to be carried out are: (a) build the Zhuyuan Second Sewage Treatment Plant with a treatment capacity of 500,000 cubic meters per day; (b) upgrade and renovate the Zhuyuan Sewage Treatment Plant with a treatment capacity of 1,700,000 cubic meters per day and start the project for disposing sewage sludge thereof; (c) upgrade and renovate the Bailonggang Sewage Treatment Plant with a treatment capacity of 1,200,000 cubic meters per day, increasing its treatment capacity by 600,000 cubic meters per day, and meanwhile basically completing the project for disposing sewage sludge thereof.

(2) To cover almost all the central city with the sewage collecting pipe network

Complete the construction of the sewage collection system of the sewage control project phase III, improve the sewage collection systems in Baoshan, Minghang, Pudong, and Zhoukang and Zhuqiao of Nanhui, start the renovation project for the west main line, and basically realize the full coverage of the sewage collecting pipe network in the central city. Quicken the intercepting and channeling of pollution sources, lay stress on the renovation project for the interception facilities of 12 rainwater pumping stations in the areas where the separation system is adopted, and construct the pond for catching and transferring water at Zhaojiabang sewage pumping station with combined system so as to lessen the pollution load to rivers and basically eliminate the direct discharge of sewage into river courses in the central city.

(3) To fully complete the comprehensive environment rectification project (phase III) of the Suzhou Creek

Carry out the comprehensive environment rectification project phase III of the Suzhou Creek. The tasks are mainly as follows: (a) carry out the dredging up of bottom silt of the Suzhou Creek, dredge up and make safety disposal of bottom silt of the Suzhou Creek in urban sections on the basis of renovation of flood prevention walls and in the light of the bottom silt impact on the water quality as well as the requirement for ecological recovery; (b) build and improve the rainwater sewage drainage system for the midstream and downstream sections of the Suzhou Creek, build the rainwater sewage drainage systems at Zhenjiangdong, Longxi and Hongnan, build sewage intercepting facilities of 4 rainwater pumping stations, and, in combination with the improvement of water drainage system, build the new north Fujian Pumping Station and renovate the sewage collecting pipe network in the areas where the drainage pumping stations work for the branches of the Suzhou Creek; (c) carry out the pollution interception and control projects in the midstream and upstream sections of the Suzhou Creek, and build complete pipeline networks for Huanxin, Baihe and Zhaodun sewage treatment plants in Qingpu District so as to improve the pollution interception and control capacity of the Suzhou Creek water system.

(4) To focus on the pollution interception and control in deepening the rectification of river courses under the municipal administration in the central city

On the basis of improving the sewage collection system in the central city and carrying out fundamental measures such as the renovation of collecting rainwater along with sewage and the renovation of pumping stations overflow on rainy days, with stress on the connecting of water systems, the activating of water bodies, the restoring of aquatic ecology and the building of long-acting administrative mechanism, take measures suited to different water conditions to further consolidate the results achieved in the rectification of river courses in the central city. The main projects are: (a) carry out the connecting, dredging and expanding of major river courses; (b) complete the building of pumps and sluices around different water regions; (c) strengthen the diverting of clean water into river courses in the central city; (d) carry out the comprehensive rectification of the estuaries of some branches of the Huangpu River.

4. Major Tasks in the Suburbs

(1) To vigorously promote the construction of sewage treatment plants and sewage collecting pipe networks in suburban towns

The key task of water environment rectification and protection in the suburbs is to vigorously promote the construction of sewage treatment plants and sewage collecting pipe networks in towns. The tasks are mainly as follows: (a) enlarge four sewage treatment plants in New Jiading City, Songjiang, eastern Songjiang and Qingpu separately and build Qingpu Zhaodun Sewage Treatment Plant, with sewage treatment capacity to be increased by 179,000 cubic meters per day; (b) construct and improve the collecting system of pipeline networks for 18 sewage treatment plants in New Jiading City, Anting, Xinjiang of Jinshan, eastern Fengxian, Xujing of Qingpu, Zhujiajiao, Xicen, Jinze, eastern, western, and northeastern parts of Songjiang, and quicken the channeling of sewage into pipelines.

(2) To take the pollution interception and control as fundamental measures in carrying out rectification of major river courses in suburbs

In line with the development need of“three concentrations”, exert stronger efforts in the rectification of river courses so as to continuously improve the water environment of major river courses and river courses in urbanized areas. The major projects are: (a) vigorously advance the comprehensive rectification of 24 black and stinky river courses in six towns including Xujing, Jiuting, Jiangqiao, Nanxiang, Zhoupu and Kangqiao on the outskirts and of 25 major river courses in the suburbs; (b) make the comprehensive rectification planning for the river courses under the municipal administration such as the Wenzao Creek and the Dingpu River and start the relevant projects in good time; (c) institute and improve an administrative system that prohibits the water transportation of dangerous goods in water source conservation areas to lay complete prohibition thereon; (d) set up material reserves for emergency handling of water pollution accidents so as to enhance the handling and treatment capacity for emergencies.

5. Expected Environmental Benefits After the Implementation

During the three years, this aspect has six key tasks including 58 projects in the central city and suburbs to be executed under the plan. The expected environmental benefits are:

(1) In the central city. Basically realize the full coverage of the sewage collecting pipe network in the central city with sewage channeled into pipelines and discharged up to standard. By the time when 20 years have passed since the phase-1 confluent sewage treatment project started in 1988, and, after unremitting efforts made by all the previous Municipal Party Committees and Municipal People’s Governments, the water quality of the Suzhou Creek is to be obviously improved, with the commitment to“resolution to make the Suzhou Creek clean”fulfilled and key results achieved in the rectification of river courses.

(2) In the suburbs. Further improve about 80% of sewage collection systems in towns, with about 90% of towns building up sewage treatment plants or having their sewage treated in a centralized way, sewage collection and treatment systems in suburban towns taking into initial shape, and spare no effort to make the water environment quality in suburbs improve continuously along with the rapid economic growth, thus laying a solid environmental foundation for the construction of suburban modernization.

III. Control and Protection of Atmospheric Environment

1. Implementation Principles

Promote in an all-round way the atmospheric pollution control to ensure the constant improvement of urban ambient air quality. Consolidate the achievements in controlling pollution caused by small and middle-sized coal-fired boiler and beef up efforts to reduce pollutant emissions from high-level point sources such as coal-fired power plants and bring the coal smoke pollution in this Municipality under overall control; continue to raise the emission standards for new motor vehicles, further improve the administration system for motor vehicles in service, and quicken the elimination of highly pollutant motor vehicles so as to effectively control the motor vehicle pollution; actively spread the demonstrative experience gained at one unit to an entire area to deepen the control of fugitive dust pollution and earnestly solve the prominent problems that directly affect the daily life of citizens.

2. Action Objectives

Coal-fired power plants shall start the full-scale construction of flue gas desulfurization projects and by the end of the year 2008, the gross volume of generating units of coal-fired power plants with flue gas desulfurization shall reach about 70% in the whole Municipality, with sulfur dioxide emissions from power plants reduced by 170,000 tons; the National Motor Vehicle Emission Standard III (hereinafter referred to as the National Standard III , on a par with Euro III standard, similarly hereinafter) shall be first enforced on motor vehicles of key industries and then on all new motor vehicles from the year 2007, the simplified loaded mode inspection shall be practiced on in-use motor vehicles, and the supervision law-enforcement shall be enhanced so as to intensify the control of motor vehicle pollution; build up a fugitive dust pollution control area of 728 square kilometers in the whole Municipality, complete the building of“the districts almost without coal-burning”within Outer Ring Road according to the administrative division of districts and the building of“the districts with smoke and dust controlled”outside Outer Ring Road in an all-round way.

3. Main Tasks

(1) To complete the project of flue gas desulfurization for 650 KW coal-fired generating units

Vigorously promote the desulfurization in power plants with coal-fired power plants fully starting the construction of flue gas desulfurization project. By the end of the year 2008, the gross volume of generating units of coal-fired power plants in the whole Municipality with flue gas desulfurization shall reach about 70%, with 34 coal-fired generating units about 650 KW in 11 power plants including Shanghai Power Co. Ltd., Shanghai Shenneng Co. Ltd. and Huaneng Group getting priority in completion of flue gas desulfurization, simultaneously carrying out dust elimination with high efficiency and gradually updating the technology of low-nitrogen combustion.

(2) To fully complete the construction of“districts with smoke and dust controlled”and“districts almost without coal-burning”

Take district/county governments as the main body in further promoting the control of pollution from small and middle-sized boilers so as to complete the building of“districts with smoke and dust controlled”in the whole area of this Municipality through three years of efforts. The work is specified as follows: intensify the control of smoke and dust generated by furnaces and kilns of all kinds and by industrial production facilities in the area outside Outer Ring Road and in industrial parks, tighten law-enforcement supervision so as to eliminate basically the rising of black smoke from chimneys; keep on the work of building the“districts almost without coal-burning”in the central city area within Outer Ring Road. By the end of the year 2008,“the districts with smoke and dust controlled“(a total of 3892 square kilometers) are to be built in an all-round way outside Outer Ring Road and“the districts almost without coal-burning”are to be built within Outer Ring Road according to the administrative division of districts.

(3) To continue intensifying the control of fugitive dust pollution

In accordance with the“Procedures of the Shanghai Municipality on the Administration of Fugitive Dust Pollution”and other relevant technical norms, actively popularize the demonstrative experience, fully carry out the control of fugitive dust pollution in the whole Municipality. The tasks are mainly as follows: (a) Related competent departments shall strengthen the administration of their industries, fully implement normalized measures for fugitive dust control in building construction, housing demolition, municipal works construction, stacking ground operations, road cleaning, material transportation, etc. with emphasis and effort put on the supervision and control of fugitive dust in the construction of municipal works; (b) All district/county governments shall act as the main body in completing the building of 728 square kilometers of fugitive dust pollution control area so as to bring all kinds of fugitive dust pollution well under control.

(4) To adopt more strict emission standards for motor vehicles and implement the simplified loaded mode inspection system in an all-round way

Increase the intensity of the motor vehicle pollution control to effectively contain the growth of motor vehicle emissions. The tasks are mainly as follows:

(a) Make a breakthrough in key industries to raise emission standards for new motor vehicles. In accordance with the State requirements, from the year 2007, implement the National Standard III on all new motor vehicles, and, from July 2006, apply the National Standard III first to all new motor vehicles in the industries such as public transportation and taxi service in this Municipality. By the end of the year 2008, all public buses that enter the areas within Inner Ring Road shall meet the National Standard II, and about 6,000 public buses and 25,000 taxis shall meet the National Standard III.

(b) Intensify the inspection of in-use motor vehicles. The departments for public security, quality inspection and environmental protection shall further improve annual inspections of in-use motor vehicles, perfect the motor vehicle pollutant testing network according to norms, and adopt simplified loaded mode inspection in an all-round way, and any motor vehicle that fails to meet the standard shall not run on road.

(c) Establish a combined law-enforcement mechanism to intensify the law-enforcement. IV. Recycling and Disposal of Solid Wastes

1. Implementation Principles

Maintain the principle of“reducing, recycling and decontaminating”, push forward the construction of solid waste disposal and treatment facilities in strict accordance with the planning and form in the main a framework system for the recycling and disposal of solid wastes. Further quicken the construction of domestic garbage treatment facilities both in urban and rural areas; on the basis of improving the disposal system of hazardous wastes and medical wastes, vigorously promote the safety disposal and comprehensive recycling of radioactive wastes and industrial wastes; with governmental promotion and self-discipline by industries themselves as means, make a breakthrough in key industries in promoting the reduction of commodity packaging and one-off consumer goods.

2. Action Objectives

By the end of the year 2008, the decontamination rate of domestic garbage and the recycling rate of industrial solid wastes in the whole Municipality shall reach 80% and 95% respectively, and other industrial wastes, hazardous wastes, medical wastes and radioactive wastes shall be safely disposed of. Carry out the reducing of wastes in such key industries as cosmetics, health products, foodstuff and hostelry; explore effective ways to recycle and safely dispose of electronic wastes.

3. Main Tasks

(1) To form a framework system for the recycling and decontaminating facilities for domestic garbage in an all-round way

The main tasks in the central city are: (a) complete the construction of Minhang Garbage Incineration Plant and Baoshan Comprehensive Garbage Treatment Plant; (b) complete the project for inland water shipment of urban domestic garbage in container; (c) start the enclosure of Laogang Landfill Site for Domestic Garbage (Phases I, II, III) and its ecological restoration work.

Advance in an all-round way the construction of comprehensive recycling and disposal plants for suburban domestic garbage. By the end of the year 2008, the construction of Jinshan and Qingpu comprehensive garbage disposal sites and Jiading residues landfill site shall be completed, and the construction of Songjiang comprehensive garbage disposal site shall start. The garbage-collection system in the countryside shall further improve.

With joint efforts of the municipal and district/county people’s governments, by the end of the year 2008, this Municipality shall have a relatively perfect system for collecting, transporting and disposing of domestic garbage formed in the whole area, basically achieving a dynamic balance between garbage production and disposal capacity and getting domestic garbage disposed of in a centralized and safe way.

(2) To basically realize the safe disposal of industrial solid wastes

Quicken the construction of safe disposal facilities for industrial solid wastes and promote the advancement of recycling and industrialization of solid wastes. The tasks are mainly as follows: (a) complete the construction of Laogang Safe Disposal Site for Industrial Solid Wastes to find a way out mainly for safe disposal of industrial solid wastes that can not be comprehensively recycled; (b) basically complete the Project of Laogang Base (Phase I ) for resource-oriented comprehensive recycling of solid wastes by reliance on the existing ground and facilities at Laogang Landfill Site for Domestic Garbage so as to strengthen and boost the industry for resource-oriented recycling of solid wastes; (c) explore effective ways for the safe disposal and resource-oriented recycling of electronic products such as discarded home appliances and carry out the pilot work of electronic wastes drop-off and disposal.

The tasks are mainly as follows: (a) extend a radioactive waste repository with 600 cubic meters storage capacity so as to earnestly boost the collection, storage and disposal capacity for urban radioactive wastes and ensure the safe disposal of radioactive wastes; (b) institute a nuclear and radiation emergency monitoring system so as to enhance the disposal capacity for nuclear and radiation emergencies.

(4) To further promote the reduction of packaging and one-off articles

With governmental promotion and self-discipline by industries themselves as means, vigorously carry out and push forward the reduction of wastes from their sources in key industries. The main tasks are: (a) formulate and implement self-discipline norms relating to appropriate packaging for relevant industries such as the industries of cosmetics, health products and foodstuff so as to control excessive commodity packaging; (b) promote the reduction of one-off articles in hotel industry, encouraging star hotels to adopt various measures to phase out or withdraw free disposable articles.

4. Expected Environmental Benefits After the Implementation

During the three years, this aspect has three key tasks including 16 projects to be executed under the plan. The expected environmental benefits are: to have completed the construction of collection, treatment and disposal systems featuring appropriate equipment and reliable techniques that can make disposal in an orderly way and meet the environmental protection standards, to have fully achieved the decontamination treatment and disposal of urban solid wastes with exploitation of effective ways to reduce solid wastes, thus making contribution to the city safety and the building of a resource-conserving city.

V. Industrial Pollution Control, Clean Production and Circular Economy

1. Implementation Principles

Take the industrial restructuring and the infrastructure construction as fundamental measures to reduce industrial pollution and realize steady up-to-standard discharge of pollutants from sources. Give priority to the comprehensive rectification of Wujing Industrial Park to bring along the upgrading of traditional industrial structure and technological renovation of enterprises and to deepen the prevention and control of industrial pollution; exert efforts to improve environmental infrastructure in reserved industrial parks and to quicken the channeling of sewage of enterprises into pipelines so as to lay an environmental foundation for the rapid, healthy development from a high-starting point in the suburbs; earnestly change the pattern of economic growth by promoting clean production and circular economy, enhancing the energy utilization efficiency, decreasing the industrial energy consumption and reducing the pollutant discharge.

2. Action Objectives

Make substantial progress in the environmental rectification of Wujing Industrial Park with its environmental quality basically meeting requirements for its functional purpose; consolidate the industrial restructuring achievement during the second round of the three-year action program for environmental protection and construction. By the end of the year 2008, the sewage collecting pipe network shall cover all the developed land plots in reserved industrial parks with the rate of channeling pollution sources into pipes reaching more than 90%; intensify the supervision of pollution sources, making industrial enterprises with pollution load accounting for more than 85% in the whole Municipality realize the steady up-to-standard discharge of pollutants; make circular economy and clean production further develop.

3. Main Tasks

(1) To complete the construction of sewage treatment plants and collection pipeline networks in reserved industrial parks

Quicken the construction of sewage treatment facilities in industrial parks, achieve the centralized sewage collection and disposal in reserved industrial parks and basically eliminate the direct discharge of sewage. The tasks are mainly as follows: (a) build four sewage treatment plants in industrial parks including the northern region of Jiading and the collection pipeline networks (including pipeline networks in eight reserved industrial parks) and another two sewage treatment plants in Huaxin and Baihe of Qingpu, with the sewage disposal capacity to be increased by 335,000 cubic meters per day; (b) construct and improve the sewage collection pipe network in 28 industrial parks including Chuansha Economic Park in Pudong New Area. (c) Complete the channeling of sewage into pipelines in six enterprises including Wujing Thermal Power Plant; complete the construction of green isolation belts in industrial parks as arranged; finish the relocation of residents affected by pollution in industrial parks; carry out boiler desulfurization or clean energy renovation.

(d) Build a monitoring system for toxic and harmful gasses such as chlorine and vinyl chloride at Shanghai Chlor-alkali Chemical Co. Ltd. and an early-warning and emergency system for pollutants such as ammonia and formaldehyde at Shanghai Wujing Chemical Industry Company Limited.

(3) To achieve the steady up-to-standard discharge from enterprises under intensified environmental supervision

Actively promote the installation of on-line monitoring equipment for enterprises under intensified supervision on atmospheric environment; further intensify the law-enforcement supervision on major pollutant sources so as to ensure that, by the end of the year 2008, enterprises under intensified environmental supervision with pollution load accounting for more than 85% in the whole Municipality shall achieve the steady up-to-standard discharge of pollutants. The tasks are mainly as follows: (a) complete the installation of on-line monitoring equipment for boilers in power plants and other ones weighing above 20 tons; (b) order the enterprises under intensified environmental supervision that fail to achieve the steady up-to-standard discharge to rectify within a prescribed time limit.

(4) To continuously promote the centralized heating supply in industrial parks

Continue to promote the centralized heating supply in industrial parks where conditions permit, earnestly enhance energy utilization efficiency in industrial zones and effectively reduce atmospheric pollution emissions. The tasks are mainly as follows: (a) build centralized heating supply facilities in one or two industrial parks; (b) carry out the extension of heating supply network and increase the heating users in industrial parks where conditions permit.

(5) To vigorously promote clean production in industrial enterprises

Implement the“Law of the People’s Republic of China on the Promotion of Clean Production”and vigorously promote clean production in industrial enterprises. The tasks are mainly as follows: (a) conduct compulsory check, according to law, on heavily-polluting enterprises that discharge pollutants in great excess of standards or in excess of prescribed total amount; (b) consolidate and advance the implementation of clean production in 100 enterprises, formulate clean production guidelines for industries such as steel, chemical industry, pharmaceuticals and electroplating, and, in combination with pollution control and technical renovation, formulate incentive policies to further promote clean production in industrial enterprises.

(6) To carry out the pilot work on circular economy in industrial parks and industrial enterprises

In line with the pattern featuring intensive utilization of resources, intergrowth of products, recycling of wastes and centralized processing of pollutants, and, on the basis of the improvement of experiments on circular economy in pilot units such as Shanghai Chemical Industry Park, formulate the development guidelines for circular economy, further promote the circular economy in industrial parks and explore a new road for industrialization. Give priority to the pilot work demonstration on circular economy in Jinqiao Export Processing Zone, Jinshang No. 2 Industrial Zone, Baoshan Industrial Park and Xinzhuang Industrial Zone, Shanghai Baosteel Group Corporation and other industrial enterprises.

(7) To build a batch of environmentally-friendly enterprises

Guide and encourage enterprises to adopt voluntarily more rigid environmental standards, observe conscientiously all environmental laws and regulations and shoulder actively environmental protection responsibility.

4. Expected Environmental Benefits After the Implementation

During the three years, this aspect has four key tasks including 71 projects to be executed under the plan. The expected environmental benefits are: promote scientific development, vacate environmental capacity to encourage the development of advanced enterprises, carry forward the construction of new industrialization, and promote the coordination between economic development and environmental protection.

VI. Agricultural Pollution Control and Rural Environmental Protection

1. Implementation Principles

In accordance with requirements of building the new socialist countryside and quickening the construction of suburban modernization, promote all the work relating to rural environment protection. Take the building of towns and townships with beautiful environment and eco-villages with environmental protection as the carrier, exert more effort to settle prominent problems in suburban environmental pollution and gradually improve the living environment in rural areas. Continue to promote the development of agricultural circular economy and eco-agriculture, take effective measures to reduce livestock and poultry breeding pollution and cut the use of fertilizers and pesticides, ensure the agricultural product safety and promote the balanced social development in urban and rural areas.

2. Action Objectives

Sharply increase the utilization rate of livestock and poultry excrement as resources, reduce the use of nitrogenous fertilizers and chemical pesticides on farmland by 10% and 8% per mu respectively; build about 15% of towns and townships in the whole Municipality into environmentally beautiful towns and townships and construct about 20 eco-villages with environmental protection.

3. Main Tasks

(1) To rectify livestock and fowl breeding farms up to standard and make comprehensive use of livestock and poultry excrements

Implement the“Procedures of Shanghai Municipality on the Administration of Livestock and Fowl Breeding”, rationally arrange the distribution of suburban livestock and fowl breeding farms in line with their scale and location, strengthen the law-enforcement supervision of livestock and fowl breeding farms, and further install and improve the facilities for utilizing livestock and poultry excrements as resources. By the end of the year 2008, the excrements in large-scale livestock and fowl breeding farms shall be basically utilized, with the livestock and fowl pollution under control. The tasks are mainly as follows: (a) carry out verification and issuance of pollutant-discharging permits and animal epidemic prevention certificates for large-scale livestock and fowl breeding farms, strengthen the administration according to law and urge livestock and fowl breeding farms to achieve up-to-standard rectification; (b) extend or build five organic fertilizer centers separately in Qingpu, Jinshan, Nanhui and Fengxian and Nonggongshang, with annual production capacity for organic fertilizers to be increased by 80,000 tons.

(2) To control agricultural non-point source pollution

Promote the centralized treatment of domestic sewage and industrial waste water to improve the water quality of river courses around the towns, build the“districts with smoke and dust controlled”, and improve the collection and disposal systems for domestic garbage so as to vigorously promote the activities of building environmentally beautiful towns and townships. The tasks are mainly as follows: (a) consolidate the achievements in building 10 environmentally beautiful towns and townships including Xinzhuang Town; (b) continue to build more than 10 environmentally beautiful towns and townships including Zhujiajiao Town.

(4) To build eco-villages featuring environmental protection

Actively carry out the comprehensive rectification of rural environment, promote the building of eco-villages featuring environmental protection, and explore feasible ways by using the experience of selected units to improve the face of rural environment in the entire area. During the three years, each district/county in the suburbs shall build one or two eco-villages to create clean and beautiful eco-environment.

During the three years, this aspect has two key tasks including 13 projects to be executed under the plan. The expected environmental benefits are: explore feasible ways to improve the quality and face of rural environment and promote the construction of new socialist countryside and suburban modernization.

VII. Ecological Conservation and Construction of Environmental Infrastructure in Chongming

1. Implementation Principles

With the construction of an eco-city as a target and with the construction of Chongming eco-island and World Expo Park as a turning point, vigorously promote the eco-service function of greenery land, woodland and wetland. In line with the target to build an eco-island and in adherence to the requirement of keeping enough space for conserving eco-environment, prepare in a scientific way the eco-environment protection and construction planning for three islands of Chongming so as to quicken the construction of environmental infrastructure and eco-forest and protect good eco-environment in Chongming. With stress put on the improvement of protection facilities and on the enhancement of administration level in Chongming Dongtan and Jiuduanshan natural reserves, further strengthen the administration thereof.

2. Action Objectives

Promote the construction of a resource-conserving and environmentally-friendly World Expo Park. Further optimize the planning and layout of green space and woodland in the whole Municipality, further intensify the protection of wetland, further expand the service function and further enhance the level of administration. The per capita share of public green space in the central city is to reach 12.5 square meters, the percentage of greenery coverage up to 38% and the percentage of forest coverage in the whole Municipality up to 13%. Pudong New Area shall be built into a National Model District for Environmental Protection and Minhang into a National Advanced District for Eco-Construction.

3. Main Tasks

(1) To vigorously promote the eco-construction of World Expo Park

In line with the concept of an ecological world expo, build a resource-conserving and environmentally-friendly World Expo Park. The tasks are mainly as follows:

(a) Greening construction. Build a large eco-park or“waterfront oasis”along both sides of the Huangpu River as the green core in World Expo Park, extending the waterfront oasis eastward and westward to form waterfront green belts; build greenery and vertical green wedges along roads between pavilions so as to form green corridor landscaping spotted with green space landscaping in the park.

(b) Construction of drainage systems. Conduct the separation of rainwater and sewage in the park, build rainwater cisterns, intercept fresh rainwater; and lay sewage conduits that are connected to the main pipeline of sewage control project (Phase II).

(c) Construction of clean energy facilities. Transform the existing Nanshi Power Plant into an energy center of the park and build a centralized heating (cooling) supply system in the park; build the demonstrative installation of solar energy application, conducting combined supply of heat and electricity by solar energy; and build a gas system for clean energy (natural gas) to be available in the park.

(d) Construction of water saving facilities. Carry out separate water supply in the park, tap water for domestic use and water of the Huangpu River or part of collected rainwater, after treatment, for the use of landscape, greening and municipal works, or as supplementary water in dry season.

(2) To vigorously promote the eco-environment construction in Chongming

In line with the basic principle of putting environment and ecology first, and, in accordance with the requirement of building a world-class eco-island and the general target of building Chongming into a modernized island with harmonious and beautiful environment featuring intensive use of resources and coordinated development of economy and society, the tasks are mainly as follows:

(a) Conduct a general survey of environmental pollution on three islands of Chongming, formulate the plan for controlling pollution sources, institute an on-line monitoring system for enterprises under intensified supervision and promote the steady up-to-standard discharge.

(b) Conduct the monitoring and survey of current eco-environment quality, build the monitoring network for environment quality and track fluctuations of environment quality.

(c) Formulate planning first. In line with the ecological carrying capacity of three islands of Chongming, prepare and improve the planning and construction project for eco-environment protection in Chongming.

(d) Intensify the construction of environmental infrastructure. Build and improve a batch of sewage treatment plants and sewage collection systems including those in Changxing Island, Xinhe, Baozhen and Chengqiao, start the construction of sewage disposal project for artificial wetland at Chenjia Town, with the sewage disposal capacity increasing by 49,000 cubic meters per day; and build the centralized decontamination treatment and disposal facilities for domestic garbage.

(e) Vigorously improve eco-environment and residential environment. Rectify the river courses around Chengqiao Town such as the Dongping, Sanshahong rivers, push forward the construction of eco-forest, build more than 4,800 ha. (73,000 mu) of eco-forest and shelter-forest; build demonstrative eco-agriculture bases; build 240 ha. Project of Tongtan Wetland Park (Phase I ) and create 10 eco-villages featuring environmental protection.

(3) To promote the building of National Model District for Environmental Protection and National Advanced District for Eco-Construction

With the constant optimization of economic structure and spatial industrial layout, Pudong New Area shall vigorously strive for energy conservation, consumption decrement, pollution reduction and efficiency enhancement and fully carry out the projects such as the projects for green water, blue sky, serenity and greening, and the pilot project for circular economy in industrial parks so as to continuously keep overall quality of atmospheric and water environment in good condition in the whole district and build itself into a National Model District for Environmental Protection.

(4) To build and improve the system of green space and woodland in the whole Municipality

Further work out measures to ensure the fulfillment of the plan for green space, build and improve the eco-system of green space in the whole Municipality so as to achieve the balanced distribution of all kinds of green space and boost the eco-service function thereof. The tasks are mainly as follows: (a) in the central city area, stress is put on the construction of public green space such as the specialized eco-project along Outer Ring Road and Changfeng Large Green Space and on the renovation of old parks, in accordance with the“Planning of Shanghai Municipality for Public Green Space in the Central City”. On the basis of the building of Chongming Dongtan and Jiuduansha into state-level natural reserves, continue to increase the intensity of building protection and administration facilities. The tasks are mainly as follows: to further improve the protection and administration facilities and all administration systems of two state-level natural reserves, strengthen the joint law-enforcement inspections and daily administration thereof, and boost scientific and technological input, publicity and education. Carry out breeding release in the waters of the upstream sections of the Huangpu River such as Dianshan Lake so as to vigorously improve the aquatic ecosystem.

4. Expected Environmental Benefits After the Implementation

During the three years, this aspect has six key tasks including 52 projects to be executed under the plan. The expected environmental benefits are as follows: the greening system in the whole Municipality is to be further improved, a frame system of environmental infrastructure in Chongming initially formed and the construction of a resource-conserving and environmentally-friendly World Expo Park pushed forward.

VIII. Promotion of Innovations in Mechanisms, and Building of Legal System and Capacity

1. To Improve a System for Coordination, Promotion and Responsibility

With respect to the projects to be implemented in the third round of the three-year action program and in compliance with the principles of“making polluters pay, exploiters protect and manufacturers recycle”, formulate related economic incentive policies, institute a socialized and diversified investment and financing mechanism for environmental protection, push forward the market-oriented course of pollution control by using the economic means, and ensure the overall completion of key projects through the amplification effect of policies. The main policies to be enacted and implemented are as follows:

(1) Policies supporting flue gas desulfurization in coal-fired power plants. Raise special funds to support power plants in carrying out desulfurization projects, formulate the policy for electricity price of power plants with desulfurization and raise the price in principle according to the state standard of desulfurization price difference in model electricity prices of coal-fired generating units newly put into operation, and timely incorporate it into the electricity rate adjustment plan of the state and this Municipality.

(2) Continue and improve the policy concerning fund subsidies from the municipal level for sewage control in the suburbs. In line with the pattern of market forces building plants and the government building networks, continue to grant fund subsidies from the municipal level to the construction of the sewage collecting pipe network in suburbs according to the water amount collected and disposed of so as to encourage the suburbs to quicken the construction of the sewage collecting pipe network and the process of channeling sewage into pipelines. Meanwhile, give appropriate subsidies to the operation of sewage disposal plants in water source conservation areas.

(3) Policies supporting the comprehensive environmental rectification in Wujing Industrial Park.

(4) Continue the policy concerning subsidies from the municipal finance for afforestation in the suburbs.

In addition, carry out related promotion policies concerning the enterprises making renovation for clean production, the buses and taxis in the central city taking lead in meeting the National Standard III, and the administrative units and institutions with full appropriation from the public finance replacing heavily pollutant motor vehicles.

3. To Improve the Construction of Legal System

With the“Regulations of Shanghai Municipality on Environmental Protection”as the core of the local environmental laws and regulations, further push forward the legalization process of related regulations. Accelerate the amendment of the“Procedures of Shanghai Municipality on the Implementation of the‘Law of the People’s Republic of China on the Prevention and Control of Atmospheric Pollution’“, and complete the legislation work of formulating governmental regulations such as on medical waste administration and radioactive environment administration. Carry out legislative investigations and researches for the formulating of the“Procedures of Shanghai Municipality on the Administration of Environment in Industrial Parks”,“Regulations of Shanghai Municipality on the Protection of Drinking-water Sources”,“Procedures of Shanghai Municipality on the Implementation of‘Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes’“and“Procedures of Shanghai Municipality on the Implementation of Pollutant Discharge Permits”.

Strictly enforce environmental protection laws and regulations. Conduct environmental impact assessment for all kinds of development and construction planning and make environmental impact argumentation for decision-making with great impact on environment so as to coordinate the socio-economic development and environmental protection on the level of macro decision-making; further strengthen environmental impact assessment for construction projects, improve environmental access mechanism, strictly practice the“three-simultaneous”system and“the old will bring along the new”system so as to control pollution at the sources. Intensify law-enforcement to eliminate heavily pollutant backward production techniques and enterprises.

4. To Intensify the Building of Environmental Supervision Capacity

Formulate and implement the building schemes for environmental monitoring, law-enforcement and administration capacity. Intensify the on-spot law-enforcement supervision capacity for environmental protection, strengthen the monitoring of pollutant sources and environmental quality, establish and perfect the on-line monitoring system for pollutants from enterprises under intensified environmental supervision, and set up an information platform for coordinated environmental administration jointly by the municipal level and district/county level so as to enhance the environmental supervision capacity. Reinforce the building of early-warning and emergency-handling capacity for environmental pollution accidents (including radioactive contamination) and detail emergency schemes for key areas, key industries and key enterprises so as to enhance the response and handling capacity for environmental pollution accidents.

5. To Rely on Scientific Support

Make more efforts, based on science and guided by techniques, in tackling scientific and technological difficulties so as to provide technical support for the smooth implementation of this Program. Lay emphasis on intensifying researches of the major projects such as the construction of a resource-conserving and environmentally-friendly city, the environment in World Expo Park and the protection and construction of eco-environment in Chongming. Actively carry out the tackling and demonstration of such linchpin techniques as those in resource conservation, substitution and recycle, clean energy research and development, clean production in industrial enterprises and circular economy, ecological restoration of river courses, comprehensive use of by-products from desulfurization in power plants, and transformation-into-resource and decontamination of sewage sludge. Formulate a batch of environmental technical norms and standards such as local pollutant-discharging standards for steel, petrochemical and chemical industries.
