Implementation Measures of Jing'an District on Promoting the Development of the Human Resource Service Industry

In order to implement the Opinions of the Ministry of Human Resources and Social Security, National Development and Reform Commission and the Ministry of Finance on Accelerating the Development of the Human Resources Service Industry (RSBF [2014] No.104) and the Notice of the General Office of the CPC Shanghai Municipal Committee and the General Office of Shanghai Municipal People's Government on Printing and Issuing the Three-year Action Plan (2018-2020) to Strive Promoting the "Shanghai Service" Brand and Accelerating the Building of Strategic Advantages for Shanghai Development in the New Era (HWBF [2018] No.17), gather leading enterprises in the industry, and build an international, high-end and professional national key human resource service hub platform, this Implementation Measures is formulated in accordance with the Several Opinions of Jing'an District on Implementing Proactive Fiscal Policies to Promote Economic Transformation and Development, and the Implementation Opinions of Jing'an District on Carrying out the "13th Five-Year Plan" National Service Industries Pilot for Comprehensive Reform.

I. Special Fund                          

The "Jing'an District Human Resource Service Industry Development Special Fund" shall be established, included into the budget control, as well as managed and utilized in accordance with the Implementation Opinions of Jing'an District on Standardizing the Use and Management of Special Funds for Industrial Development, and relevant provisions on budgetary funds.

II. Support Objects

Recognized human resource service organizations whose registration and tax dependency relationship is in the district, and human resource service industry associations and other organizations that organize and carry out activities and projects related to human resource services in the district.

III. Support Measures

(I) Support the Agglomeration of the Human Resource Service Industry

1. Subsidy to house renting and purchase. For the newly introduced and recognized key human resource service organizations who rent self-use office buildings in the district, they shall be subsidized by 30% of the annual rent for three years, and the total amount shall not exceed RMB 1 million; and for those who buy and build office buildings for their own use, the same amount of one-time subsidy as above shall be provided, not exceeding RMB 1 million.

2. Decoration Subsidy. For the newly introduced and recognized key human resource service organizations who rent or purchase self-use office buildings in the district, a certain amount of decoration subsidy no more than RMB 500,000 shall be provided according to different scales.

3. Support the construction and development of human resources service industrial parks.

(1) For recognized human resource service organizations or park management service institutions that have made important contributions to the agglomeration and large-scale development of the human resource service industry, certain amount of financial subsidies shall be given, with the subsidy amount not exceeding RMB 1 million.

(2) Construction projects that support the function improvement, building transformation, supporting facilities, eco-environment, etc. of human resource service industrial parks, 30% of the total investment shall be subsidized by the government, with the subsidy amount not exceeding RMB 5 million.

(II) Support the innovative development of human resource service enterprises.

1. R&D subsidy.

(1) Support the integration of human resource service business application and mobile Internet. Certain amount of financial subsidies shall be provided to actively use cloud computing, big data, mobile terminals, O2O and other information technologies, so as to promote the development of the human resource service industry. Human resource service enterprises with independent intellectual property rights shall be subsidized at different levels.

(2) Human resource service industry associations, human resource service enterprises or other organizations shall be supported to carry out the R&D and application of human resource service theories, business models, key technologies and emerging business forms, and given certain amount of financial subsidies once achieving corresponding results.

(3) Human resource service industry associations, human resource service enterprises or other organizations shall be supported to carry out professional research on talent selection, talent classification and evaluation, talent database, talent index release, as well as the statistical system of the human resource service industry using big data, and given certain amount of financial subsidies once achieving corresponding results.

2. Listing subsidy. For enterprises that are successfully listed on the main board, SMEs board, growth enterprise market or overseas market, and for the enterprises that are successfully listed on the stock market of "New Three Board" and Shanghai Equity Exchange (excluding the Q board), a one-time financial subsidy shall be provided separately.

(III) Support the ability level promotion of human resource service enterprises.

1. Brand building award. For enterprises who win international, national and municipal brands, trademarks, honors and certifications leading in the industry, government awards shall be provided. Enterprises can be provided with brand building awards at the highest and greatest level according to requirements, instead of repeatedly enjoying them.

2. Overseas expansion subsidy. Qualified local human resource service agencies shall be encouraged to "go global", and certain amount of financial subsidies shall be provided to cooperate with internationally renowned human resource service agencies, establish overseas human resource service network and expand international market.

3. Exchange and exhibition subsidy. Human resource service enterprises, human resource service industry associations or other organizations shall be supported to hold high-end forums, brand promotion activities, industry exchanges, exhibitions and other activities of the human resource service industry at home and abroad in the district and a one-time subsidy of no more than RMB 500,000 shall be provided after recognition.

4. Standardized construction subsidies. For human resource service enterprises, human resource service industry associations or other organizations that take the lead in drafting and formulating international, national, industrial and local standards, a one-time subsidy of no more than RMB 1 million shall be provided after the release of the standard.

5. The special evaluation of human resource service enterprises shall be organized and carried out, and for selected demonstration enterprises and organizations with outstanding innovative business and quality integrity service, certain amount of government awards shall be provided.

(IV) Support the Introduction of Talents in the Human Resource Service Industry

1. To introduce and recruit high-level talents for human resource service enterprises, support and guarantee shall be provided in terms of children's schooling, childcare and transportation, and the preferential policies on talent introduction issued by the municipal and district governments shall be implemented.

2. The recognized professionals from key human resource service enterprises (with limited number) shall be given priority to live in the "Talent Apartment".

3. Certain government awards shall be given to the teams or major operators recognized as having made important contributions to the agglomeration and development of the human resource service industry.

IV. Supplementary Provisions

(I) For cases that are applicable to both the relevant policy provisions of the state and Shanghai and the provisions of this Measures, the relevant provisions of the state and Shanghai shall be implemented first; and for the same supporting objects of both provisions, they can choose for the best, instead of repeatedly enjoying the same kinds of financial support funds.

(II) During the implementation of this Measures, in case of major policy changes of the state or the Shanghai Municipality, adjustments shall be made accordingly. In case of any discrepancy between the provisions already issued in the district and this Measures, this Measures shall prevail.

(III) Jing'an District Human Resources and Social Security Bureau shall be responsible for the interpretation of this Measures.

(IV) This Measures shall come into force as of the date of issuance and shall remain in force till December 31, 2020.
