I also plan to take part in various volunteer activities in the future.” These activities are available in the community Party-mass Service Complex in No. 710 Changping Road. The Complex has integrated all functions and resources for serving Party members of and the masses from the original Party-mass Service Center, Cultural Activity Center, New Era Civilization Practice Branch Center, and Grassroots Legislative Contact Point of the Standing Committee of Shanghai Municipal People’s Congress, and well-equipped with comprehensive service windows from which multiple affairs could be handled in terms of Party building, Party-mass service, culture, spiritual civilization, etc. Here, citizens can experience one-stop service, one-counter handling, public service consulting and other comprehensive services.
In addition to exploring and creating an “open, intensive, sharing and pivotal” community Party-mass Service Complex, Jiangning Road Sub-district is fully leveraging the centralized public service sites on Changping Road to further concentrate the convenient service for the public, thoroughly promoting the construction of Party-mass service site system, and building a “10-minute Party-mass service belt on Changping Road” for community residents to enjoy convenient and efficient services.
“According to the principle of ‘sharing and intensive, convenient and accessible’, through the construction of the community Party-mass Service Complex, the Sub-district will continue the integrated promotion of self-governance, shared governance, rule of virtue, and rule of law play a better role in contacting and serving the masses, leading and uniting the society and seeking and leading public opinions, ultimately realizing broader-scale masses mobilization and more effective united integration, more sufficient platform absorption, more diverse governance methods and more remarkable leading effects.” said the responsible person of Jiangning Road Sub-district.
Diversified Experience from One-counter Handling
Create the Party-mass Service Complex
In the morning in the Party-mass Service Complex of Jiangning Road Community, Mr. Feng, a community resident, was consulting about the joint courses held by the community Party school and the community school. A staff member answered him carefully. Mr. Feng is a resident and the Party branch secretary of the Community. He said that the community Party school and the community school would offer courses together, and the Party members and the public could register for the courses on the Fifth Plenary Session of the 19th CPC Central Committee. He came to ask for relevant information and book the Sharing Space of the Complex for organizing Party branch activities.
Mrs. Zhang, a community resident, actively participates in community volunteer activities and is also fond of reading in the Happy Jiangning Bookstore. She excitedly made a registration when she noticed volunteer registration in the new comprehensive service windows. “I expect to be a volunteer in the library to arrange books and serve residents who attend activities. I’m really interested in these volunteer service contents.”
“Properties” are highlighted at the comprehensive service windows: you could have all the services and functions of the following three centers here, Jiangning Road Sub-district Community Party-mass Service Center, Sub-district New Era Civilization Practice Branch Center, and Sub-district Community Volunteer Service Center.
Besides the new comprehensive service windows, Beautiful Jiangning Experience Hall has also been fully upgraded. Resident visitors could have richer experience from both the micro situational Party lecture of “Willing Ox” and the presentation of the historical culture of beautiful Jiangning. Apart from various well-prepared exhibitions, volunteer teams of the Jing’an District Foreign Investment Association and Starbucks Roastery, and the staff members of Jiangning Road Sub-district, held an interactive community cultural activity for the elderly in the Community Elderly Day-care Center.
Party building, cultural activities, volunteer services and so on are available in the newly-built community Party-mass Service Complex. The Happy Jiangning council hall on the third floor is a wider platform and channel for seeking public opinions and pooling people’s wisdom, and practically embodies the conceptional goal of “everyone can effectively participate in urban governance.” The Grassroots Legislative Contact Station of the Standing Committee of Shanghai Municipal People’s Congress set in Jiangning Road Sub-district often seeks opinions from companies and residents on local laws and regulations related to people’s livelihood communities and refers the grassroots opinions directly to the Municipal People’s Congress; quite a few of the opinions have been finally adopted by legislatures, contributing the grassroots opinions and mass wisdom to the democratic and scientific legislation. The effective linkage enhanced between the Liaison Group of the Sub-district CPPCC and the community further smooths the channel for communicating about the community conditions and public opinions and promotes the implementation of the whole-process socialist democracy and consultative democracy at the grassroots level. Residents of Jiangning Road Sub-district have a shared activity space here to take an effective part in the co-construction, co-consultation and co-governance on various community issues through expressing and exchanging opinions freely.
Collect multifarious public services, and build a “10-minute Party-mass Service Belt”
To build an area-covered Party-mass service site system, Jiangning Road Sub-district has planned the layout according to the local conditions: with one community Party-mass Service Complex as the hub, a “bridgehead” for Party-mass service site has been built to complete the four-in-one construction of Party-mass, culture, New Era Civilization Practice Center, and Grassroots Legislation Contact Station.
Opposite to the Party-mass Service Complex is the Affairs Service Center of Jiangning Road Community; all resident-related community affairs services are available here. Walking no more than five minutes from the community Affairs Service Center is the Enterprise Service Center of Jiangning Road Sub-district at 414 Changping Road. There is a “Government Online-Offline Shanghai” smart service platform providing all-rounded services for enterprises and white-collar workers through multiple measures such as professional teams and expert advisory groups for enterprise service, policy guiding platform, and “one-stop” implementation and convergence services.
Meanwhile, there is a specialized service window for public legal service in the Enterprise Service Center, and professional lawyers provide legal consultancy and service for visiting enterprises every Friday afternoon. Previously, building Party-mass service workers and the General Party Branch of the residential area introduced resources to Shangtex Hotel Co., Ltd., jointly carried out research on the lunch project for white-collar workers, and precisely matched the market supply and demand, alleviating enterprises’ operation pressures caused by COVID-19.
Additionally, the Enterprise Service Center has a series of service platforms such as Love Relay Station for outdoor Workers, Worker Bookhouse, Business Consulting Room, Shared Meeting Room, etc. Oriented by the demands of the enterprises, mass organizations and their objects, the Center will constantly broaden its service scale and improve its service efficiency. In 2021, influenced by COVID-19, the mobile physical examination cars of the Shanghai Federation of Trade Unions were limited to arrive in the urban areas, Jiangning Road Sub-district Federation of Trade Unions cooperated with Shanghai Guobin Medical Center and provided customized tumor markers and color dopplar ultrasound examinations for 172 flexible employee members totally.
It is known that Changping Road is equipped with public service stations, including the community Party-mass Service Complex, community Affairs Service Center, Community Life Services Centre, Enterprise Service Center, Youth Center, Guiding Center of Family Civilization Construction, Building Party-mass Service Station, NPC Member Home, Veterans Service Station, Qiaobo Vocational Guidance Workstation, Outdoor Love Relay Station, Home for Senior Citizens, Health Station, Sub-district Integrated Administration Center of Urban Operation, etc., forming the “10-minute Party-mass Service Belt on Changping Road.” This Party-mass Service Belt integrates various service resources of Party-building and mass organizations, community life, government affairs handling, urban management, healthcare, legal consultation and so on, forms a vertically integrative, horizontally coordinated and efficient-response “work network” of contacting and serving the masses to solve the “key issues” of Party members and the masses.
Optimize service linkage and integration, deeply impress people with the Party-mass service
It is learned that Jiangning Road Sub-district will form a Party-mass service alignment by expanding 16 Party-mass Service Stations in the residential area of “Home for Jing’an Neighborhood”. Relying on the “four vertical and four horizontal” grid structure of Jiangning Party construction, the Sub-district will give full play to the pivotal role of the General Party Branch of the residential area to promote the linkage and integration of the Party-mass service stations all in buildings and community and also social sectors. At each kind of the service station and site, it is necessary to establish the activity-oriented Party organizations or liaison officer system for Party building; form a service list meeting the demands of CPC members and the masses based on the orientation of each Party-mass service station; cultivate, research and develop service items that confirm to the community reality; build the Party-mass service sites into strong places for enhancing grassroots ideological and political development, public platforms for learning and propagating scientific theories, and spiritual homelands for cultivating talents for the era and carrying forward new trends of the times.
Meanwhile, the Sub-district will take a further step of deepening social mobilization to reinforce the attraction of the platforms. It will take the project-based construction as a major instrument to strengthen the attraction and cohesiveness of all age groups and incubate a batch of teams and self-governed organizations that are widely acclaimed by the masses and used by the community, such as “Silver Dove Art Troupe”, “Jiangjiaxiang Lane Resident Lecturer Group”, “Community Family Committee”, etc. It will also broaden platforms and channels for seeking public opinions, collecting people’s wisdom and power within the Party-mass service sites; actively explore leaders of mass sports and cultural groups of community, various Party-mass and volunteer activities, and “micro community projects”; cultivate a batch of influential CPC members and grassroots governance cadres with the right to say within the community in order to vitalize social participation.
In terms of brand building, the Sub-district will deeply impress people with the Party-mass service. Focusing on key issues of community governance and relying on the Party building carriers of Jiangning community alliance regionalization, put forth efforts on building the brand of “Happy Jiangning” for Jiangning Party-mass service; build the Jiangning Party-mass education brand of “Happy Jiangning School” by innovating the joint course model of community Party school and community school and offering the macro situational Party lecture of Jiangning “Willing Ox”,; explore parent-child service resources for the community to build the Jiangning parent-child service brand of “Happy Jiangning Family”; integrate volunteer service bases, students’ social practice bases and resources for Children’s Home to build the voluntary and public benefit brand of “Happy Jiangning Public Benefit Home”; vitalize the self-governance of mass cultural and sports teams to build the mass cultural and sports brand of “Happy Jiangning Dream Stage”; rely on the grassroots legislative contact stations and community micro-project contests to build the consultative self-governance brand of “Happy Jiangning Chamber”; optimize resources of Enterprise Service Center and Jiangning’s Chamber of Commerce to build the enterprise service brand of “Happy Jiangning Private Board”.
In terms of intelligent scenario application, the Sub-district will focus on improving the service capability within the Party-mass service range and fully upgrading and improving the intelligent management system for the Complex; connect the Municipal and District platforms of “Smart Party Building” and deepen online appointment acceptance, education and training, and volunteer service points redeeming by virtue of the “in Jiangning” WeChat Official Account to achieve better implementation of “one-click” services. Meanwhile, the Sub-district will also arrange staff members to provide high-quality on-site guidance, booking and handling assistance to the elderly and other people in need, operate intelligent application and on-site handling simultaneously to make fine service cover a growing number of community residents.
