The 13th Five-Year Plan period witnessed the beginning of the new Jing’an. As of the end of 2020, Jing’an District had 88 regional headquarters of transnational corporations, nine buildings with the monthly tax revenue exceeding 100 million yuan, and 70 100-million-yuan buildings; the taxes on international trade accounted for 52.43%. During the 14th Five-Year Plan, the district has experienced new development and new opportunities for investment promotion. In this regard, the Investment Office of Jing’an District has made foresighted preparations and seized the opportunities, laying a good foundation.
According to the Investment Office, in the next five years, Jing’an will align with the highest standards and the best level, focus on the overall strategy for economic development, and provide professional services to continuously raise work efficiency and effectiveness in investment promotion and build the core competitiveness for the district’s high-quality development. At the same time, Jing’an will actively open new doors to investment promotion and make every effort to create the industrial ecosystem, ultimately making it one of the preferred destinations for foreign investment in China and Shanghai; Jing’an will actively introduce a number of key enterprises, R&D centers, scientific research institutions, and innovation enterprises and teams that are future-oriented and possess key core technologies and innovation ability as well as strong development potential.
“Four focuses”
Development continues to be improved
During the 14th Five-Year Plan, Jing’an will rely on the overall industrial development trend, development level, and spatial layout planning and implement target investment attraction through “four focuses” to continuously energize regional development.
First, focus on Jing’an’s industrial system during the 14th Five-Year Plan to introduce large and strong enterprises. Aiming at six major industries, including commerce circulation, financial service, professional service, data intelligence, cultural creativity, and life health, Jing’an will actively introduce the top ten enterprises in each segmentation, deal with major and missing links, conduct centralized investment attraction, introduce high-quality industrial projects, and establish key industries that guide future development with distinctive characteristics and core competitiveness.
Second, focus on the “Global Service Provider Program” and comprehensively promote “post-CIIE” development to take a good place in the global market. Jing’an will make more efforts to target global service institutions on GaWC175, Fortune 500, and Forbes 1000 lists as well as leading enterprises in segmentation. Moreover, Jing’an will accelerate introducing a number of enterprises with resource factors and transnational operation capabilities around the world and support Fortune Global 500 companies, China’s Top 500 enterprises, central enterprises, listed companies, and large private enterprises to open comprehensive headquarters, functional headquarters, and regional headquarters in Jing’an. By dint of the influence of the China International Import Expo (CIIE), Jing’an will actively attract leading enterprises and high-quality brands at home and abroad.
Third, focus on the regional spatial strategy of “one axis, three belts” to give full play to the effect of industrial clusters. By gathering headquarters of transnational corporations, global organizations, and international brands, Jing’an aims to improve the core functions of the West Nanjing Road High-end Service Cluster Area. In addition, by bringing together high-end asset management, digital finance, and other emerging financial formats, Jing’an will promote high-end development of the human resources sector and develop high-end functions of the Suzhou Creek Riverside Business Cluster Area. The Shanghai Shibei High-tech Park has made active efforts to develop the big data industry and the online economy. Daning is building two “engines,” namely cultural creativity and technological creativity, for integrative development.
Fourth, focus on the construction of a global technological innovation center to unleash vitality for innovative development. Efforts will be made to attract more large transnational corporations to establish innovation centers in Jing’an by aiming at the resources of the world-top enterprises. In addition, it is necessary to explore and introduce Unicorn and Gazelle companies with high growth potential in emerging industries such as big data and life health. Jing’an will pay attention to introducing innovation resources of technology-based innovation enterprises and R&D centers of great technological power in such fields as financial service, intelligent health, intelligent business, and smart commerce as well as introducing new digital services for the development and application of new technologies. Moreover, Jing’an will give impetus to the development of the online economy and digital economy, provide a broad space for new formats and patterns empowered by new technologies, and offer a stage to R&D, innovation, and scenario application of the digital economy.

Enterprise satisfaction continues to rise
The high-quality business environment is always a representative “mark” of Jing’an. According to the Investment Office of Jing’an District, during the 14th Five-Year Plan, Jing’an will provide the most thoughtful, most considerate, most careful, and warmest enterprise services to create a favorable business environment and continue to improve enterprises’ satisfaction and sense of gain for their development in Jing’an.
First, build the most thoughtful enterprise service network organization. Jing’an will strengthen and deepen the three-level network mechanism for enterprise service and enhance visits to and communication with enterprises as well as relevant follow-up services to help enterprises timely. Moreover, Jing’an will establish a specialized enterprise service team, build standard enterprise service procedures, and practically promote and guarantee the professional and normal operation of the three-level network mechanism.
Second, provide the most considerate window enterprise services. Relying on “windows for enterprise service” and “enterprise service centers” at the subdistrict level, Jing’an is able to identify enterprises’ needs and help them solve problems in a timely manner. Jing’an has made efforts to promote the implementation of the special post, staff, and window for enterprise service and create the enterprise service list to advance the government-enterprise communication effectively.
Third, provide the most careful full-cycle enterprise service. Based on enterprises’ actual demands for development, Jing’an provides guidance services for enterprise development during the full life cycle. It also takes the measures such as building a platform for the matchmaking of industrial capital with innovation and entrepreneurship projects, strengthening targeted enterprise services, helping with the effective connection between high-quality enterprises and the science and technology capital market, holding policy and professional training related to enterprise operation, and enhancing the accurate and effective pushing and publicity of regional industrial policies.
Fourth, organize the warmest enterprise service activities to create a good “circle of friends” between the government and enterprises. In the next five years, Jing’an will form a linked work mechanism for “massive investment attraction and great services,” improve the “closed-loop” management system, and introduce the “chain-type” investment attraction. In terms of the “industrial-chain-based investment attraction,” Jing’an will actively find and make up for the weak links and introduce a number of highly relevant projects in the industrial chain. With respect to the “innovation-chain-based investment attraction,” Jing’an will focus on introducing key enterprises and high-quality projects in the innovation chain. Concerning the “investment-chain-based investment attraction,” Jing’an will strengthen strategic cooperation with various venture capital firms at home and abroad to inject new vitality to the development of emerging regional industries; regarding the “service-chain-based investment attraction,” Jing’an will take advantage of resources of industrial organizations like domestic and overseas business associations, famous law firms and accounting firms, and high-end management consulting institutions to continuously expand project sources and channels; with regards to the “talent-chain-based investment attraction,” Jing’an will achieve investment, technology, and intelligence attraction by introducing high-level talent according to industrial development demands.
In addition to actively creating new investment attraction modes, Jing’an will remain firm in promoting data-intensive management, nodal tracking, and personalized services and partner with enterprises to realize sustainable operation and development together.
First, Jing’an will push forward with data-intensive management, break the department barriers for digital resources, strengthen the construction of the regional data-sharing platform to satisfy and stabilize businesses in the area, master the regional industrial trend and enterprise operation in a real-time manner, judge the regional industrial development trend and business operation in advance, strengthen data analysis and comparison, and coordinate to solve difficulties in industrial development and business operation.
Second, Jing’an will promote nodal tracking, pay active attention to key nodes, strengthen communication with enterprises, and help with their sustainable and stable operation in the district. Besides, it will actively publicize its business environment, promote new settling enterprises to develop in Jing’an, and grasp the communication between soon-to-expire enterprises and building owners, and pay attention to enterprises’ feelings to satisfy and stabilize businesses.
