On January 11, 2021, Mr. Zhang, a resident of Daning Road Sub-district, found a new mini program in the “micro-service” column of the WeChat Official Account “Vigorous Daning,” providing a variety of solutions to his concerns of elderly care and meals. “The contents of high-frequency consultations, such as elderly care, job hunting and employment, can be queried in real time here,” said Ding Weiqing, an elderly official of the Sub-district. The newly-launched service function marks an innovative measure that the Sub-district dedicates to serving residents of all ages.

At the end of last December, Daning Road Sub-district launched a new convenient service “on-site face scan reservation” in five stations within its jurisdiction, thus allowing residents of all ages to participate in activities by choosing the WeChat reservation or on-site face scan reservation according to their personal habits.

In recent years, Daning Road Sub-district has put effort into providing diversified services for residents of different ages, aiming to comprehensively enhance residents’ sense of well-being through making full use of community resources, precisely matching residents’ needs and building a targeted service circle for groups of all ages.

Personalized “Doorstep” service

to meet actual demand

“Residents can simply make next reservations for activities via face scan, without any worry for mobile operation.” An elder community resident Mr. Chen finished an activity reservation with the help of the staff member in the comprehensive service center for the elderly of Daning Road Sub-district in Lane 2199, Pingxingguan Road. It is learned that all residents in Daning Road Sub-district can appoint their favored community activities through WeChat mini program or on-site face scan according to their habits. Mr. Ding introduced that activity reservation through face scan is available in the Sub-district’s first batch of pilot stations equipped with “face scan reservation” devices launched last December, including the comprehensive service center for the elderly of Daning Road Sub-district, the second and third branches of the comprehensive service center for the elderly, Yantie Happy Senior Living Home and Lane 540 Happy Senior Living Home.

In addition to newly introduced measures, the consulting services for the elderly also benefit many residents. In Daning Road Community Service Center, an elder resident Mr. Zhen looks happy while communicating about his life changes with Yin Yi, an elderly care consultant. He said, “I come to the service center almost every day. Reading, exercising, participating in activities, making friends, etc., all make my life more meaningful.”

What changed Mr. Zhen’s life is exactly the home-based elderly consultation station he frequently mentioned. As Mr. Zhen has no children and lives alone, he is in need of assistance in his daily life; he rarely went out and was eccentric in character. In 2018, Mr. Zhen heard of the elderly consultation station in the Sub-district and came with the mindset of trying. The elderly care consultant first understood Mr. Zhen’s basic situation—an unattended elderly person, and then developed a personalized pension plan for him. After assessing his long-term care insurance, he could enjoy the home-based elderly care service subsidies, and the home attendants visit him at home three times a week to cook, wash and do cleaning for him. The elderly care consultant also recommended him to participate in various activities in elderly service stations in neighboring communities and take exercise in Sub-district’s recreation space. “I also consulted them about legal questions. They helped me find a lawyer and gave me practical answers. These make me rest reassured about my old-age life,” he said.

There are many cases like Mr. Zhen getting real help from elderly care consultants. The Sub-district sets up offline elderly consultation stations in service centers for the elderly and elderly activity rooms, and also opens online “elderly service hotline.” In addition to home-based care service consulting for the aged, Daning Road Sub-district has been intensifying the two-way linkage between elderly care consultants and family doctors. A total of 45 elderly care consultants provide the community elderly group with policy consultation and customize personalized pension plans for them. Meanwhile, the Sub-district sets up healthcare stations and intelligent health stations in the comprehensive service center for the elderly to strengthen health management, and a care and support center for families with cognitive impairment which has served more than 500 person times by offering consultation and intervention services to the symptomatic elderly.

To improve the service level for the elderly, Daning Road Sub-district makes efforts to perfect the facility layout of elderly services by continuously promoting multi-point balanced distributions of elderly care facilities, with three comprehensive service centers for the elderly, one long-term care center, two day-care centers, seven recreation spaces, six elderly help service centers in happy senior living homes, six meal support stations and one healthcare station being established. The elderly’s personalized demands are met through diversified projects such as happy life, old partners, friends in happy old-age life, meal delivery service (mobile cafeteria), climbing machine and access to home-based services with all-purpose card.

“Accessible” Services available

by building a 15-minute Party-mass service circle

It is learned that the Daning Road Sub-district has a degree of aging at 27%, the lowest degree in Jing’an District. While providing services for the elderly, the Sub-district has launched diversified services according to the characteristics of people of different ages.

“I just sent my child to a nearby nursery, and then came here to read and rest.” said Ms. Wang, a white-collar worker living near the Party-mass service station in Daning Life Hub. In this Party-mass service station, in addition to experiencing the convenient public space, Ms. Wang also goes to the nearby “Ning’s Study,” one of the main spaces for her activities. “I can attend some salon activities here. It’s very convenient.”

Since 2016, Daning Road Sub-district has been focusing on developing a building (park) and business district Party-mass service system surrounded by Daning Road Sub-district community Party-mass service centers + service stations, for the sake of meeting white-collar workers‘ diversified demands and enhance their sense of achievement and well-being. In October 2020, the Elite Union Daning Honghui Party and Mass Service Station, the sixth Party and mass service station in Daning Road Sub-district, was officially opened, marking the completion of the 15-minute Party-mass life circle under the “1+6” mode of the Sub-district. In addition to the community Party-mass service center, six Party-mass service stations in Daning DoBe E-Manor, Daning Heyuan, Daning Health Work, Daning Life Hub, Daning Innovative Factory and Daning Youth Center can provide not only activity venues for white-collar workers but also recommend all kinds of service resources to them.

“The “1+6” Party-mass service site system is established to create convenient and accessible service stations for white-collar workers. All the stations are in prominent locations in business districts and parks, and activity venues are available for them. These stations also offer white-collar workers with guidance of organizational relationship transfer and professional Party building services, as well as give them access to a variety of  service resources recommended by the Sub-district.” said Ye Hua, the deputy secretary of the CPC Committee of Daning Road Sub-district Community. In Party-mass service stations, Party building guidance, professional consultation, first-aid training and other service resources are accessible to white-collar workers, allowing them to enjoy the convenience of all-age services and feel home-like warmth nearby.

At the same time, taking the employment and entrepreneurship guidance center as the carrier, the Sub-district sets up enterprise service centers in six enterprise-cluster parks, business districts and buildings to create a “policy+ talent+ financing” enterprise service circle. To solve the problem of making friends among young people, the Sub-district Federation of Trade Unions holds youth friendship activities by relying on Party-mass service stations, in the hope of enhancing the group exchanges of white-collar youth in Daning Road Sub-district, especially around the business districts.

Edutainment activity experience to promote children’s growth

“I thought that the traffic policemen just stand on the road. After experiencing their work, I learned it was a pretty hard work to direct traffic and dissuade illegal acts every day,” said Ye Ziming, the uniformed “little traffic policeman” at the intersection of Jiangchang Road and Shouyang Road. On that very day, Ye Ziming and other 20 third-year pupils had an interesting “career experience” standing on the road under the guidance of the traffic police after learning gestures from them. This activity is among a series of activities of “Flowers and Youth,” the youth career experience camp launched by Daning Road Sub-district, and also an epitome of the Sub-district’s efforts to create a “child-friendly community.”

To further enrich children’s lives in the community, Daning Road Sub-district divides children aged from 0 to 18 into four groups, provides them with various services with corresponding characteristics and priorities, strives to create a strong atmosphere in which the whole society cares for children and endeavors to develop the Community into a “child-friendly community in which children can grow up safely and healthily, and their rights are fully respected.”

For children aged from 0 to 3, the Sub-district provides early infant education and parenting support by setting up inclusive nurseries and improving the nursery service system. Meanwhile, The Sub-district emphasizes on warm details; to facilitate lactating women’s needs, the Party-mass service station in Daning Life Hub set up a “mommy cabin” equipped with special refrigerators, disinfection cabinets, heaters, diaper-changing tables, etc.; use regulations are developed with electronic access control and real-name registration, so as to make the best use of the “cabin.” For children aged from 4 to 6, a variety of edutainment activities that advocate children’s growth through games have been carried out, such as parent-child reading, environmental protection, etc. For children aged from 7 to 12, activities, such as the “Flowers and Youth, Dream and Growth” career experience camp, have been launched to enable them to grow from practice. For children aged from 13 to 18 age group, emphasis is placed on growth support for adolescent children by giving training courses for this age group and their parents, thus promoting adolescents’ physical and psychological health, improving parent-child relationships and protecting their growth.
