A total of 38 buildings, nearly 1,500 enterprises, and more than 30,000 white-collar workers make Jing’an Temple Business District into one of the areas with the highest building economic density in Jing’an District. The active building economy provides broad space and practical basis for Jing’an Temple Sub-district to explore building Party construction.
After nearly 20 years of development, the building Party construction of Jing’an Temple Sub-district has been “upgraded” continuously, and the Party organizations “which have been developed, under operation and become stronger” in buildings have become solid carriers to cohere white-collar workers warmly and promote the development vigorously. JA Gohigh Building (formerly known as China Enterprise Building) in Jing’an Temple Business District is the cradle of the building Party construction model of “building Party branches in buildings,” and the “birthplace” of Shanghai’s earliest building Party-mass service station.

During transformations with circumstance changes, Jing’an Temple Sub-district Party-mass Service Station and Enterprise Service Center have been continuously strengthening the openness of Party-mass sites, reinforcing characteristic leading, and well implementing deep learning and earnest practice, developing into the “learning palace” for the white-collar workers in the business district, and realizing “one-stop availability of high-quality contents, willing participation of white-collar Party members, and effective assistance of development.”
As the sub-district-level “base camp” for open education and study on the “Four Histories,” the Sub-district Party-mass Service Station has actively linked with the rich education resources within the area, continuously innovated the contents and forms of study and education favored by Party members and the masses, enhanced the attraction of education and study on the “Four Histories,” fully inspired the learning enthusiasm of Party members and the masses to ensure that the study and education could be stuck in mind. Deep learning, distinctive courses and warm life have attracted many young white-collar workers to arm their minds, keep firm faith and enhance their sense of identity in activities.
Optimize service, improve quality, enhance ability and consolidate “development force”
All building Party-mass service stations of the Sub-district always adhere to the original aspiration of “integrating the Party’s leadership and service into all aspects of production and life in the business district,” act as a “pressure-stabilizing valve” of economic development, and achieve the “mutual benefit and coexistence” of building Party construction and building economy. The Sub-district Party-mass Service Station in the 4.0 era has broken barriers by deeply integrating Party building leadership with enterprise services, continuously empowered the ecosystem construction of Jing’an Temple Business District, and served the building economy and regional development.
The Sub-district Party-mass Service Station has created a shared public activity space by equipping the “all-in-one” government service machines and 24-hour self-service tax machines to , and also refined and implemented the “one, two, three, four and five” working methods of enterprise service under the leadership of Party building: focusing on the construction of Party-mass service stations and enterprise service centers; carrying out the Party building of “building the Party branch in buildings” and enterprise services of “services are all around” together; integrating the “three teams” of building workers, professional volunteers and government departments of comprehensive service, and establishing the “four mechanisms” of solving problems immediately after being notified, handling cases in collaboration with platforms, handling special cases with special methods, and special handling for extremely difficult problems; operating the “five platforms” of common homeland of Party building, enterprise service station, pressure reduction room for white-collar workers, business college of the business district and consultative hall; establishing a comprehensive system of enterprise service with a complete service system and chain, making the stations become place which properly implements service, is preferred for joint governance and serve white-collar workers and enterprises.
Besides, the stations have also actively been connected to the platform of “Government Online-Offline Shanghai,” developed the enterprise service data system, and dynamically grasped the demands of enterprises and employees through the status of mini-programs of the system, realizing “knowing all situations of enterprises, paying visits to all enterprises and handling all problems for them.” It is noticed that each enterprise in buildings is marked with a different color on the station service platform. According to the staff member, this is the “five-color risk analysis method” of enterprise stability prediction innovated by the Sub-district. Each enterprise is dynamically marked “green, blue, yellow, orange or red” to represent the stability degree in order to timely follow up the corresponding disposal mechanisms. After learning the “first-hand” situation that the rental period of its original offices of InterBridge Group Shanghai (IBG Shanghai) in JA Gohigh Building expired and the company had to relocate for development demands, the Station marked it “unstable,” and immediately took the initiative to contact relevant responsible persons of the Sub-district, and Investment Office of Jing’an District and other departments concerned to visit the company and serve it precisely based on its needs. This action not only helped the enterprise find the new appropriate offices timely, but also assisted it in successfully completing centralized registration, and strengthened its determination to pursue development in Jing’an District.
Providing better enterprise service requires both technology empowerment and also the enthusiasm and efforts of building Party-mass workers. During the “building survey” process, Wang Shan, a building Party-mass worker of Park Place, after learning the “information” that Eisai China Inc. hoped to establish a new company of developing the IoT business, constantly contacted the responsible person of the company to communicate about its progress and demands at any time, and also reported to the Sub-district in a timely manner. Afterwards, the Sub-district and the District jointly launched the mechanism of handling special cases with special methods to ensure considerate enterprise service and proper implementation of tax registration, and helped the enterprise solve various problems in registration and business. At present, the new enterprise has successfully signed the contract and been settled in Jing’an District.
Re-nurture the community,
feel the little happiness of being needed
At about 6:00 a.m., Hu, a white-collar worker, enters the outpatient building of Huashan Hospital of Fudan University to provide guide services such as electronic registration and self-service payment for patients in the hospital for one hour before going to work. During the lunch break, some white-collar workers act as volunteers of the “Happy White-collar Workers and Elderly” public benefit program, teach the elderly in the community to use smartphones one to one; some white-collar workers contribute to waste sorting by participating in the “one-hour jogging and garbage collection public benefit activity.” More and more white-collar workers have participated in more than 2,000 voluntary service projects launched in Jing’an Temple Sub-district in recent years.
The “one hour before going to work” volunteer service program Hu participates in was launched eight years ago. Until now, more and more white-collar workers have acted as volunteers to effectively alleviate the problem of disorder during the peak for seeing a doctor in Huashan Hospital. The considerate and thoughtful Party construction service has motivated white-collar Party members in Jing’an Temple Sub-district to actively participate in various volunteer service projects, and pass warmth to more people in need. “It is the Sub-district that passes care and warmth to us when we have demands or even need help. Now we have the opportunity to help the elderly in the community. I think we should help them and feel the happiness of being needed.” The sincere words and smiles reflect the sense of achievement and happiness of the white-collar Party member volunteers.
White-collar Party members re-nurture the community in the manner of volunteer services. Meanwhile, grass-roots Party branches of enterprises also act as pioneers to serve the community by claiming public benefit projects: decorating walls with colored paintings with community residents, updating the stereoscopic greening on walls, doing haircut for residents in need in the community, taking care of the elderly with Alzheimer’s disease in the community, conducting evaluation, screening and publicity of Alzheimer’s disease, etc. The linkage effect of joint Party-mass building and public benefit interaction has made the community become more humane and warmer, and won the honor of “the National Most Beautiful Volunteer Service Community in 2021” for Jing’an Temple Sub-district.
“In the past, we had to ask Party organizations Party members of enterprises one by one about whether they were willing to participate in social activities. Now, they actively call to ask for participating in community activities or proposing to get involved in public benefit activities.” Said a full-time building Party-mass worker of the Sub-district; in recent years, corporate Party organizations have shown keen enthusiasm about participating in social activities, particularly public benefit activities, and been willing to unite Party members’ voluntary dedication with fulfillment of corporate social responsibilities.
