【A Good Team and A Good Leader】Human Resources and Social Security Bureau of Jing’an District Works Practically for Long-term Interests

Also, we should exert our strength to construct harmonious labor relations, and thus to bring more material benefits to people.” Leader group of Human Resources and Social Security Bureau of Jing’an District always regards promotion of innovation and entrepreneurship, services for business development, solution to people’s worries and protection for people’s interests as a part of social development of Jing’an. The leaders lead human resources and social security cadres team of Jing’an District to accomplish greater achievement, and to promote the overall implementation and efficient operation of all the works in human resources and social security.

 

Service for Talents Never Ends

 

In The “13th Five-Year” Plan of Jing’an District, it is stated that an “energetic district for innovation and entrepreneurship” should be built. Human Resources and Social Security Bureau of Jing’an District made active reaction. Group members launched “brain storming” together, discussing and improving innovation and entrepreneurship policies again and again to release the Twenty Articles Separately for Entrepreneurship and Employment in Jing’an. According to Wang Guangrong, Director of Human Resources and Social Security Bureau of Jing’an District, in 2017, Jing’an District helped and led 850 people in entrepreneurship, including 490 people under 35 years old. On the one hand, in addition to small and micro business, new entrepreneurship policy in Jing’an also supported unregistered enterprising projects, focusing on the whole business cycle, the outstanding projects, the maker teams and the social organizations, and working in key areas to increase the probability of success in entrepreneurship. On the other hand, in addition to surviving entrepreneurship, the new policy also supported developing entrepreneurship to fully show the development strategy of “One Axis and Three Belts; Good Soil for Entrepreneurship Is Everywhere; Five Main Industries; Good Chances for Entrepreneurship Are Everywhere”, and to build an inclusive and open environment for entrepreneurship.

 

In 2015, Huang Yuanchao decided to start his business in Jing’an by founding Shanghai Yunshang Cultural Media Co., Ltd. According to him, the policies for entrepreneurship like subsidies on rent, loan interest and social insurance were “timely help” in initial stage of entrepreneurship. Moreover, care from employment instructors and cadres of Human Resources and Social Security Bureau made him feel the kindness. By the end of 2017, Human Resources and Social Security Bureau of Jing’an District called Huang Yuanchao to remind him to apply for pre-entrepreneurship “loan interest subsidy” in time. Huang Yuanchao said, though the subsidy was only a little over RMB 5,000, it showed him the government’s continuous support and care towards entrepreneurs.

 

Leader group of Human Resources and Social Security Bureau of Jing’an District has always been attaching great importance to “concerning about experts and serving for talents”. In the district, there are 59 experts receiving State Council government special subsidy. Every year, the members of leader group lead a team to convey greetings to these experts twice, respectively in winter and summer. Every time the experts called Human Resources and Social Security Bureau of Jing’an District to consult about medical treatment and children’s school attendance, the cadres tried their best to help them, and thus won their trust. Chen Huiming, an expert receiving State Council government special subsidy, said excitedly, “Human Resources and Social Security Bureau of Jing’an District expressed care for me initiatively, and helped me as far as possible with my problems. When I have a problem, I always go to the Bureau first. You are ‘Home of Talents’ indeed.”

 

Recently, Human Resources and Social Security Bureau of Jing’an District connected the works with “Great Research” to go deep into the community-level, and interview the enterprises, paying attention to the development of talents of all levels in the district, servicing them according to their needs, serving as “waiters” to construct communicating platforms for HR directors from enterprises, sending teams from offices to enterprises to conduct policy interpretation, providing cultivation and business guidance. By these works, they offer workers in Jing’an with a “sense of belonging”.

 

Construct a New Pattern of “Internet + Human Resources and Social Security”

 

In order to promote digital administration practice, cultivate digital service culture and enhance the level of public service in the human resources and social security system of the district, Human Resources and Social Security Bureau of Jing’an District worked together with DMG Lab of Fudan University to hold a digital application contest in human resources and social security system all over Shanghai to explored the Jing’an pattern of “Internet + Human Resources and Social Security” actively. Through analysis of big data of human resources and social security work, the Bureau raised creative working plans, break through bottle necks in work, improve working procedures, and promote lean services and precise management. According to Wang Guangrong, the Jing’an Makers’ Map was one of the achievements of the contest. This map lists the location, volume, rent standards, preferential policies, industrial classification and transport convenience of all the entrepreneurship parks for entrepreneurs to look up and make choice most easily.

 

Meanwhile, Human Resources and Social Security Bureau of Jing’an District developed and improved “Entrepreneurship Supporting Information Platform of Jing’an District” to collect, calculate and analyze all kinds of data of entrepreneurship, and finally achieved accurate integration of entrepreneurship supporting policies and comprehensive coverage of follow-up services. By establishing modules, collecting data and drawing up basic procedure for examination and approval, the platform set up a concentrated and information-based management system for examination and approval of entrepreneurship supporting fund. Thus, the unified administration of newly undertaken enterprises and the applying, examination & approval and appropriation of entrepreneurship subsidies in the district has been realized. From now on, the platform will contain more functions including policy inquiry, policy acceptance and follow-up services. Moreover, it will transfer a part of servicing functions to sub-districts, progressively improve the convenience of system operation, strengthen the rigor of examining and approving procedure, and standardize the whole process, so as to achieve convenience, efficiency and dynamic administration of entrepreneurship policies and public entrepreneurship services.

 

Cultivate a More Specialized Law Enforcement Team

 

In Mar. 2017, Jing’an District started the second expansion of Experimental Reform about Classified Management of Administrative Law Enforcing Officials. This working project concentrated on law enforcing teams in the front line, creating scientific promoting channel for officials to break through original “ceilings” of career development, so as to optimize cadres’ teams and to enhance their specialized abilities. Human Resources and Social Security Bureau of Jing’an District paid great attention to the work. On the one hand, the bureau contacted with Municipal Administration of Civil Service, trying for preferential policies to stimulate the team to work hard. On the other hand, the bureau visited 5 representative units of planning & land resources law enforcement, environmental supervision, labor inspection, animal health monitoring and culture law enforcement to learn the truth, and then timely raised solutions through research to resolve important problems and difficult problems. Meanwhile, the bureau conducted publicity through working mobilization meetings and special subject trainings, and finally accomplished the missions including position setting, calculation of staff members and wages, job promotion and mechanism construction. Thus, the bureau took a solid step on the way of constructing a team of civil service that has firm political stand, excellent working style, exquisite service, first-class ability and international view.

 

Besides, leader group of Human Resources and Social Security Bureau of Jing’an District regarded the construction of harmonious labor relations as an important measure to innovate the way of social management and promote the construction of “International Jing’an”. By their efforts, the “work pattern with leadership of party committee, responsibility of government, cooperation of multiple parties and broad participation of enterprises and laborers” has been formed. The bureau organized multiple departments to hold “training of labor relations” for enterprises regularly, giving advises about the construction of harmonious labor relations, the policies of employment, social insurance and examination & approval, thus to prevent dissension and ensure the stability of the jurisdiction area through beforehand work.

 

According to Wang Guangrong, in the year 2018 with a main tone of “leaping”, leader group of Human Resources and Social Security Bureau of Jing’an District will still work hard for development, uniting to show the new manner and new achievements of the team of human resources and social security for acquiring great new progresses in the work of human resources and social security.
