On June 8, the Jing’an District Talent Work Conference cum Outstanding Talent Commendation Conference was held in Shanghai Exhibition Center. This conference aimed to promote the efforts of Jing’an District in vigorously implementing the Jingying Talent Action Plan, accelerating the establishment of high-level talent clusters, and intensifying the proactive talent strategy. It is also a significant recognition of exceptional talents in various fields in Jing’an District in recent years. The attendees included Cao Yuanfeng, Executive Deputy Director of the Organization Department of the CPC Shanghai Committee, Yu Yong, Secretary of the CPC Jing’an District Committee, Wang Hua, Deputy Secretary of the CPC Jing’an District Committee and District Mayor of Jing’an District, Gu Yunhao, Director of the Standing Committee of Jing’an District People’s Congress, and Ding Baoding, Chairman of the CPPCC Jing’an District Committee. They also presented awards to commend outstanding talent.

At the meeting, Secretary Yu Yong expressed that Jing’an District is currently constructing a top-notch, modern, international urban area, serving as a model for China’s modern urban areas. He emphasized the district’s need for talent and the potential for them to achieve great success more than ever before. Jing’an District must focus on the internationalization orientation and utilize and enhance the advantages of International Jing’an. By actively attracting and gathering overseas high-level talents, the district should establish several industry forums and high-end platforms with significant influence, high standards, and broad connections. This will encourage more overseas and top talents to communicate, collaborate, and develop in Jing’an District. To build a pyramid echelon, the district must concentrate on improving the degree of talent internationalization and forming a more rational talent structure. Breaking through multiple points and promoting overall development, it should adopt a comprehensive approach to create a larger talent team. The district must create a high-quality environment, introduce more comprehensive reforms with greater courage, and provide deeper support to unleash talents' potential. Additionally, it must address the problems in the lives of talented people, ensuring that they have opportunities for entrepreneurship, a stage for work, space for development, and social status.

The conference commended 100 exceptional talents chosen through a preliminary review, expert evaluation, and comprehensive assessment process. These individuals consist of 10 outstanding talents, 12 nominated outstanding talents, 28 leading talents, and 50 young and middle-aged top talents, all representing excellence in various fields such as economy, society, and culture. The commendation promoted the innovative and pragmatic mindset of exceptional talents in Jing’an District. It also inspired outstanding individuals in various fields and industries, further strengthening the district’s talent advantages and fostering an environment where talents emerge from one another, and everyone can utilize their skills fully.

At the conference, Jing’an District unveiled the comprehensive work plan for the Jingying Talent Program. This plan extends and advances last year’s “15 New Policies for Jing’an Talent”. Jing’an District has introduced four work brands this year: Jingying • You (Excellence), Jingying • Chuang (Innovation and Entrepreneurship), Jingying • Rong (Integration), and Jingying • Pin (Quality). These brands focus on four aspects: Talent Team Building, Innovation and Entrepreneurship, Talent Exchange Platform Carrier, and Talent Service. The district has initiated a total of 48 crucial talent projects, including 29 for completion in 2023 and 19 medium- to long-term projects. The Jingying • You brand, which focuses on Talent Team Building, aims to attract and develop high-level talents, enhance the youth talent pool project, and train talents in key industries and various fields of society. The Jingying • Chuang brand, which focuses on Innovation and Entrepreneurship, will leverage the advantages of the Innovation and Entrepreneurship Competition to attract talents and high-quality entrepreneurial projects, and promote the high-quality development of innovation and entrepreneurship across all levels. The Jingying • Rong brand, which focuses on Talent Exchange Platform Carrier, will fully utilize the role of the industry salon vane in high-end forums for key industries and expand the reach of the talent exchange platform carrier. The Jingying • Pin brand, which focuses on Talent Service, continually expands the scope of the Jing’an Talent Steward application, enhances the features of the Jing’an Outstanding Talent Passport, and strives to establish a precise, diversified, and personalized high-quality talent service guarantee system.

Notably, two innovative projects were unveiled at the conference: the Jingying Global Partner Program and the Jingyinghui Industry Summit Integration Forum.

The Jingying Global Partner Program leverages the human resource service institutions clustering advantages in Jing’an District, relies on the China-Shanghai Industry Park of Human Resources Service, creates a list of human resource brand suppliers, selects leading human resource enterprises with a strong reputation and expertise, and establishes a human resource service platform with global outreach and influence. The Jingying Global Partner Program will concentrate on the 3+6 key industries (Shanghai’s three primary industries and Jing’an’s six key industries). Brand suppliers will leverage the human resources organizations’ market advantages while connecting and integrating the Shanghai and international talent markets, exploring ways to attract high-quality talents and promoting sharing, innovation cooperation, industrial linkage, and achievement sharing of high-level talent services under the context of talent integration in the Yangtze River Delta. This will promote the smooth flow of human resources elements across a broader area.

The Jingyinghui Industry Summit Integration Forum will build upon Jing’an’s proven experience and advantages in hosting high-end forums, including the mature summit forums of Meiyuan Talk HR Executive Community, Forbes China • Jing’an West Nanjing Road Forum, and Global Wealth Management Forum Shanghai Suhewan Summit. The forum will focus on Shanghai’s overall situation and regional development, highlighting key industries and further refining various industry summit forums to develop more sophisticatedly. This will attract top enterprises and talents through broad publicity and temporary guest invitations, accelerating the industrial influence and extensive impact in China and worldwide. It will also attract and gather more professionals to Shanghai and Jing’an for development, accelerating the formation of a virtuous circle of talent flow.
