Red is the most distinctive background color of Jing’an Temple Sub-district, with Party building in all fields advanced together. Could you please talk more about that?
Hong Mingming:
Since 2002, when the “Branch Built Upstairs” initiative has been launched, Jing’an Temple Sub-district has gone through a series of iterations in the building-based Party building project with a 1.0 version of building organizations, a 2.0 version of improving services, a 3.0 version of enhancing functions, and a 4.0 version of building good governance. In addition, the Sub-district took the lead in exploring grid-based party building in 2017 and deepened the reform of office branches to promote “grid whistling and government reacting” in 2020.

Indeed, from the building-based Party building to regional Party building and grid Party building, and then to the building-based good governance and grassroots governance in the new era, the Sub-district Party building has continuously covered vertically upward (buildings), expanded cohesion (regionalization), and deepened the foundation (grids). This year, the Sub-district will further gather resources and leverage its advantages to strengthen it as “the birthplace of building-based Party building”, “creator of grid Party building”, “leader of government Party building”, “path-breaker of regional Party building”, “pioneer of industry Party building” and “innovator of intelligent Party building”, showing the vigorous vitality of collaborative progress of Party building in various fields within the Sub-district.

Jing’an Temple Sub-district has been vigorously optimizing the “Business District Butler” model and is committed to establishing a highland of service enterprises. Could you please introduce it to us?
Hong Mingming:
The Jing’an Temple Business District under the jurisdiction of Jing’an Temple Sub-district gathers four buildings with monthly tax revenue of RMB 100 million, including Park Place, Wheelock Square, 1788 International Center, Ping’an Building, as well as such nine multinational corporate headquarters as ADIENT, COACH, L’ORÉAL. In 2022, the total tax revenue of the Sub-district with an area of 1.57 square kilometers was RMB 14.5 billion, and the stability rate of tertiary network service enterprises was over 99%.

In order to build Jing’an Temple Business District into the safest, cleanest, and warmest “homeland” for settled enterprises, Jing’an Temple Sub-district has vigorously optimized the “Business District Butler” model, developed an information system integrating party building and business development, and created a full-time and whole-process service mode covering all domains and chains. It has also established a working mechanism of “three haves and four handles”, that is, enterprises have difficulties, problems, needs, and immediate actions will be taken soon, to effectively create a quality highland for serving enterprises, form clusters of industries with more influence and visibility, and realize a good situation where enterprises desire to come or refuse to leave.

Jing’an Temple Sub-district has always kept the big picture in sight and carried out down-to-earth actions, embodying the “embroidery” effort of fine urban governance, ranking first in the assessment of citizen satisfaction with the appearance and environment of Shanghai for 14 consecutive years and 27 consecutive times.
Hong Mingming:
Yes, this exquisite environment is supported by the “strongest brain” and efficient comprehensive management system of urban management built by the Sub-district with the help of civil air defense means, big data, AI, and other modern technical means. The Sub-district has also assigned all lines and functional departments related to city appearance and environmental management to residential areas and optimized the “51530” mechanism for solving street problems, that is, the staff must respond within five minutes after receiving the work order, arrive at the site within 15 minutes, and solve the problem or clarify the solution within 30 minutes.

This year, the Sub-district has further explored the supporting role of digital empowerment, made good use of the “One-network-wide Unified Management” urban operation platform, and created “1+4 application scenarios for digital transformation”, which refers to four application systems of “smart Party building, digital economy, digital life, and digital governance” on the same digital twin foundation. It has also deepened the digital transformation of Party building, economy, life, and governance to truly realize “one screen to view the world and one network to manage the whole region”, and promote more intuitive, smarter, and more accurate urban management.

People’s livelihood is people’s heart, and improving people’s livelihood is the biggest politics. Jing’an Temple Sub-district has built a 15-minute community life circle with an aim to efficiently respond to demands. Could you please introduce it to us?
Hong Mingming:
Jing’an Temple Sub-district has closely followed General Secretary Xi Jinping’s call to focus on addressing the most pressing and practical issues that concern the people’s immediate and direct interests to actively conduct investigation and research. Even before the renovation of the Party-Mass Service Center of Jing’an Temple Sub-district Community, opinions were sought from the community residents regarding the services provided by the center. After finding that most residents put forward the demand of “hoping to build a community canteen”, the Sub-district efficiently responded to it and launched Tongxinhui Community Canteen, which provides three meals a day all year round. The Canteen adopts a unified nutritional standard, scientifically plans meals, and incorporates the concept of elderly-friendly services, allowing community residents to not only have enough food but also eat well and enjoy quality meals. Since the Canteen began operating, it has been packed every day.

In addition, according to the actual needs of the masses, the Sub-district has also actively built a more down-to-earth “five-suitability” community with richer layers and more complete content, and a 15-minute community life circle featuring “heart-to-heart happiness within zero distance”. For example, the “Golden Age” series of elderly assistance projects serve 44% of the Sub-district’s population; the Happiness 966 Employment and Entrepreneurship Service Guidance Station provides one-stop matchmaking services for employment and entrepreneurship.

Jing’an Temple Sub-district will adhere to the overall layout of “six integrations and six constructions” led by Party building in terms of top-level design and connotation construction, and promote the coordinated efforts of government Party building, building-based Party building, grid Party building, regional Party building, industry Party building, and smart Party building. It will also explore and innovate the paths and methods of “five good and five discussions” for social governance, build the “Concentric Homeland” into a grassroots governance community with more cohesion, vitality, and influence, and draw up a “construction blueprint” for Chinese path to modernization at the grassroots level, showing the brilliant “realistic picture” of high-quality regional development, people’s life and efficient social governance and making “Concentric Homeland” a fruitful block sample in Jing’an’s process of building a modern urban area with Chinese characteristics.
