Shimen Road Number Two Sub-district is located in the southeast of Jing'an District, with a total area of 1.07 square kilometers. It has 11 residential quarters and a population of about 30,000 permanent residents. It spans the West Nanjing Road High-end Service Cluster Belt and the Suzhou Creek Riverside Business Cluster Belt, making it a densely populated and commercially prosperous sub-district with the characteristic of residential communities and commercial buildings standing side by side. It is regarded as a relatively typical sub-district in the central urban area of Shanghai. In recent years, Shimen Road Number Two Sub-district has been deeply cultivating the Party-building brand “Neighborhood in Shimen Road Number Two Sub-district”, continuously optimizing the regional business environment, deepening the fine governance of the urban area, and making every effort to promote the development of the service area.

Shimen Road Number Two Sub-district has always been committed to warming enterprises with sincerity and implementing the optimization of the business environment through practical action. Could you give us a more detailed introduction?
Wang Jieming:
OK. Our Sub-district is located in the south of the West Nanjing Road High-end Business Zone and north of Suzhou Creek, the Riverside Central Activity Area. The Sub-district currently has 32 buildings (parks), including seven 100-million-yuan buildings, with more than 2,600 enterprises and nearly 100,000 daily mobile white-collar workers. Therefore, our work is driven by the needs of enterprises in optimizing the business environment. To implement practical action to optimize the business environment, we have been focusing on pain points and difficulties and continuously innovating carrier mechanisms to sincerely warm enterprises and genuinely help them develop.

In May of this year, the new Sub-district Enterprise Service Center began trial operation, to create a comprehensive platform integrating government affairs, social affairs, and business affairs. Within the self-service area, enterprises can use “Government Online-Offline Shanghai” terminal devices and “Tax Integrated Machines” to directly connect with the backend for consultations, business registration declarations, ID verification, tax list printing, and other services. In the service window area, enterprises can receive free guidance for starting a business, assistance with licensing, application for preferential policies, and financial loans. The office service area provides free services such as business negotiation rooms, small meeting rooms, and shared office spaces. The activity service area offers various services including training, legal consultation, health advisory, and sports and fitness.

Shimen Road Number Two Sub-district also explores and expands the “three-dimensional” service radius, and sets up enterprise service sub-centers in key buildings. Could you please introduce it to us?

We help facilitate the exchange of information and market expansion for enterprises by creating interactive and shared spatial carriers. By establishing a “smart” platform, we utilize the existing “Enterprise Service Information Platform” and “Shimen Road Number Two Sub-district Park Assistant” to build a new management model that deeply integrates “Internet + regulatory coordination”, thereby continuously enhancing the sense of gain and satisfaction for enterprises to handle their affairs.

At the beginning of this year, Shimen Road Number Two Sub-district was awarded the title of “Shanghai Advanced Collective in Optimizing the Business Environment”.
Wang Jieming:
Yes. The work of attracting and stabilizing investment in business needs to be carefully planned, with emphasis on the “attracting” aspect, as well as promoting coordination and emphasizing the “friendly” aspect. The Sub-district fully utilizes the roles of “investment attraction ambassadors” and “Party representatives, NPC members, and CPPCC members” to promote the reengineering of regional business environment service processes through cooperation with business environment experience officers, CPPCC deliberation hall activities, etc. We also adhere to the “one integrated approach” throughout the Sub-district, build a multi-party collaborative service platform, integrate the advantages of various departments, regional Party building joint member units, grid member units, trade union units, civilized units, and other resources, and form “butler-style” and “group-style” enterprise services. In addition, we go deep into the buildings and provide knowledge, policies, culture, health, etc. for enterprises face-to-face, further enhancing the sense of belonging and identity of the enterprises to the locality.

So how does our Sub-district explore new paths for the governance of the Suzhou Creek block and create a “15-minute Community Life Circle” for the Neighborhood in Shimen Road Number Two Sub-district?

In the “14th Five-Year Plan” for the Suzhou Creek Functional Area, it is mentioned that during the “14th Five-Year Plan” period, efforts will be made to build a world-class riverside central activity area and a world-class “urban reception hall”. In recent years, the Shimen Road Number Two Sub-district has benchmarked the strategic development layout of the Huangpu River & Suzhou Creek project of Shanghai by actively practicing the philosophy of “a people-first city is built by the people and for the people”. We have developed the rich historical and cultural resources in the surrounding areas to explore a new path for Party building-led grassroots governance with a focus on improving the quality of the Suzhou Creek block.

Besides, we have mobilized the units stationed in the areas to participate together and have built a batch of beautiful and comfortable public seats along Butterfly Bay; we have built a pocket park with the characteristics of Butterfly Bay at the intersection of East Kangding Road; we have opened the Master Tang Zhaoji Studio in the Cultural Activity Center, and held Peony Cultural Festivals and art lectures to bring cultural atmosphere to the Suzhou Creek block and strive to create a “15-minute Community Life Circle” for the Neighborhood in Shimen Road Number Two Sub-district, which will be a favorable place for living, working, traveling, learning, and preserving health.

What's more, the currently under-construction Butterfly Bay Party-Mass Service Station will also become a new Party-mass position to connect and serve the masses. Centered around the theme of “Waterside + (Home) Source of Happiness”, we will establish six major functions including “Waterside • Planning, Waterside • Creation, Waterside • Learning, Waterside • Gathering, Waterside • Traveling, and Waterside • Happiness”, injecting vitality and energy of “Green Riverbank, Endless Happiness” into the Butterfly Bay Waterside Home.

In the future, we will always closely integrate with the characteristics of governance in the central urban area of the megacity, and interpret the goal of urban governance “nature” with “taste” and “quality”. The key point is that we will resolutely refine the decision-making and deployment of the CPC Jing'an District Committee and Jing’an District People’s Government to get “construction blueprints” and transform them into “real-life scenarios”.

The first is to make “strong, productive, and effective” preparations. We will deepen Party-building leadership and achieve the greatest possible convergence of interests and promote the “strong” participation of multiple subjects in collaboration and participation through block governance, regional collaboration, grid Party building, etc. Besides, we will adhere to digital transformation and promote the development of “Government Online-Offline Shanghai” and “One-network-wide Unified Management” to ensure “productive” data-empowered grassroots governance. Furthermore, we will strengthen systematic thinking and global thinking and focus on the close link and progress of all work to ensure “effective” public services, public management, public safety, and other governance.

The second is to “solve, alleviate, and tackle” issues. We will prioritize improving living conditions and tackle “tough issues” such as installing elevators and sporadic renovations to make every effort to solve the “difficulties” of people's livelihood. Besides, we will focus on targeted measures to address potential safety hazards such as private wire charging, food safety, and group rentals, and deepen the resolution of complex contradictions, to make every effort to alleviate the “pain points” of safety and stability. Furthermore, we will explore new paths for the governance of the West Nanjing Roadblock and the Suzhou Creek block in the Shimen Road Number Two Sub-district and strengthen the coordinated efforts of the neighborhood committees, business building management committees, and street committees to find ways to cleverly tackle the “unsolved issues” in the mutual promotion of Party building governance and business development.

The last is to “resolve urgent needs, help those in difficulty, and support those in need”. We will further optimize the regional business environment, spare no effort in investment attraction to stabilize businesses, enhance the level of enterprise service centers, and provide accompanying and full life-cycle services, to effectively handle practical matters and solve problems for enterprises. Besides, we will persistently make greater efforts to meet people’s basic living needs, continuously promote the building of an embedded elderly care service system, make solid efforts to provide employment services for special groups like college students, resolutely carry out assistance and support work for people in need, and ensure the bottom line of people’s basic living needs. Through meticulous service and targeted governance, we will truly resolve urgent needs, help those in difficulty, and support those in need.
