Forge Ahead on a New Journey and Showcase the “Jing’an Style”! To present how Jing’an District is putting into action the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and working hard to create an example of modern Chinese urbanization, the Jing’an Media Center has launched a special series of reports called “Conversations on the Vivid Practice of Chinese-style Modernization in Jing’an: Interview with Secretaries of Towns and Sub-districts of Jing’an District in 2023”. Hello, everyone. Welcome to the 2023 Interview with Secretaries of Towns and Sub-districts of Jing’an District. Today, we’ve invited Liu Shangbao, the Secretary of the Party Working Committee of Jiangning Road Sub-district. Hello, Secretary Liu.

Jiangning Road Sub-district Community Party-masses Service Center is the first officially established in Jing’an District as the “Home for Jing’an Neighborhood”. Let’s welcome Secretary Liu to introduce the basic situation.

Liu Shangbao:

Just as you said, Jiangning Road Sub-district Community Party-masses Service Center, known as “Home for Jing’an Neighborhood”, is the first community party-masses service center in Jing’an District to adopt this branding and offer a range of integrated functions. The center has effectively brought together its physical space, functions, personnel, and services to provide comprehensive support to the community. The center currently ranks first in the district for its development and residents consider it a convenient hub for local services right at their doorsteps.

As the birthplace of the “Willing Ox Spirit”, the center has created distinctive platforms such as the “Willing Ox” Exhibition Hall, the “Willing Ox” Studio, and the “Willing Ox” Lecture Hall. These platforms provide several services and amenities including a reading area for Red Classics, the Beautiful Jiangning Experience Hall, a window for People’s Congress representatives, a meeting room for community discussions, a large performance stage, a baby care center, a children’s service center, a learning classroom, a teaching service point of China Welfare Institute, a Community Volunteer Service Center, a science center for residents, and a Xinxin Service Station.

Take Jiangning Road Sub-district as an example. There are other good places at our doorstep. Could you tell us about the developments and changes in our sub-district in recent years?

Liu Shangbao:

OK. We are dedicated to safeguarding the simple joys of every resident and leaving the best resources for the people. In 2022, despite limited space, Jiangning Road Sub-district adhered to the principles of “government-led, safe and inclusive, local management, and multi-party participation.” They took the lead in embedding standardized childcare facilities in the Community Party-masses Service Center and the senior service center. This move allows infants aged 1-3 to access centralized care services right at their doorsteps with convenience, high-quality, scientific methods, and diversity. Now Jiangning Road Sub-district has established five different types of community baby care centers, including intergenerational care, infant language development, and family care & support.

It’s worth mentioning that the fifth baby care center, located in the Jiangjia Lane residential area, has been completed and put into operation. With “baby care centers at our doorsteps” as the starting point, we will continue to promote social governance on a larger scale. Through the establishment of the “Happy 18 (Discussion Bar)”, we hope to make parents the “backbone” of community governance and create a new mode of social management based on joint and good governance.

Jiangning Road Sub-district has been committed to creating the “15-minute Happy Circle within Reach” to provide a “good place” at the doorstep for its residents. Could you give us a more detailed introduction?

Liu Shangbao:

OK. Jiangning Road Sub-district is a place where the legacy of revolutionary history is well-preserved, and where traditional culture and modern innovation thrive side by side. Of the “One Museum, Five Sites” in Shanghai, two are located within the jurisdiction of Jiangning Road Sub-district: the former office of the CPC Central Secretariat and the Special Action Section of the Central Committee of the CPC. There are also 36 other cultural heritage sites, such as Nie Er’s Former Residence and the Ohel Rachel Synagogue, which are protected respectively at the city and district levels.

Recently, 26 industrial parks and carriers in Jing’an District were awarded the title of “Shanghai Cultural and Creative Industry Park, Demonstration Building and Demonstration Space”. Among them, six were located in Jiangning Road Sub-district, namely 800 Show Park, U-YAO55, Surpass Space Shankangli, Quban (West Beijing Road), M+ Mali, and CREA-INFINITY. In particular, the first comprehensive large-scale commercial center, MOHO, opened last year, and stores such as Tsutaya Books and CINKER PICTURES have become popular places for residents in the area. New facilities such as the 24-hour automated book borrowing station called “Lening Library” and the breakfast service point at the Jiangning Senior Canteen on the banks of Suzhou Creek are gradually expanding the “map of happiness”, providing more great places for people to go and enjoy.

Therefore, the “15-Minute Community Life Circle” is made up of every person within each “circle.”

That’s right. In the process of promoting the concept of “Jiangning, a Happy Gathering Place”, Jiangning Road Sub-district has emphasized planning. It worked with the district’s Planning and Land Resources Bureau to bring in community planners and carried out overall planning for “One Corridor, One River, and Two Blocks.” The goal was to create a friendly and desirable place where people can read and bring happiness to their homes. Through the “Three Major Series and Ten Major Actions,” a series of community participatory designs and actions have been launched, including the “Happiness Partner,” “Happiness at Your Doorstep,” and “Happiness Cooperative.” The “Hello Jiangning, 2023” community awakening plan has also been initiated. This has helped activate dormant community units and residents, allowing them to become more engaged and involved.

Jiangning Road Sub-district always focuses on people’s livelihood concerns and strives to expand “heartwarming services” to every household. Let’s welcome Secretary Liu to introduce the service guarantee for the elderly in Jiangning Road Sub-district.

We focus on providing a warm meal, a comfortable bed, and a cozy home. With the Community-integrated Senior Service Center as the hub, we cooperate with eight senior activity centers and two senior canteens to extend professional service institutions and surrounding care services to the elderly at their “side” and “bedside”.

In addition, Jiangning Road Sub-district has established the first community “Senior Brain Health Management Workstation” in Shanghai. Leveraging the location advantages of the integrated senior service center and the Community Health Service Center’s “door-to-door” services, they are exploring and promoting projects that integrate medical care and health care services. Through the senior care home, embedded, small-scale, multi-functional, and specialized community-based pension for the elderly is offered, including short-term & medium-term care and care for those with cognitive impairments.

“Home for Senior Citizens” has become a paradise for the elderly. Here, they can participate in a variety of activities such as taking blood pressure, enjoying massage, doing finger exercises, singing, doing brain health training, and making small handicrafts. The senior canteen has launched the “Four Seasons of Happiness: Jiangning Flavor” menu. In June of this year, Jiangning Road Sub-district set up two convenient breakfast service points and launched the “Happiness Mini Canteen,” offering micro daycare, micro meal assistance, micro health services, micro social activities, and more. As a result, all four grids of the sub-district are now equipped with elderly day care and meal assistance services.

The next step for Jiangning Road Sub-district is to continue embodying the spirit of “Willing Ox”, promoting grass-roots autonomy through Party building, stimulating the vitality of grass-roots self-governance, and implementing the “15-Minute Community Life Circle” action plan from 2023 to 2025. The sub-district will focus on both hardware and software development, strengthening emotional bonds in the community by making “Jiangning, a Happy Gathering Place” a reality. By improving residents’ sense of attainment, happiness and security, the sub-district aims to build a “Beautiful Jiangning” with good governance.
