(By Reporter Huang Jingjing) On the occasion of the unlocking of 2018 Spring Festival Travel Rush, the 2018 “Safe Spring Festival Travel • Traffic Police Walk With You” Shanghai Themed Publicity Activity of Spring Festival Travel Safety along with Debut Ceremony of Special Subject Publicity Video of Spring Festival Travel was held in Shanghai Intercity Bus Terminal. What was worth mentioning was that, in order to ensure timely early warning, Shanghai Meteorological Service opened the Spring Festival Travel Meteorological Station in the Terminal and the Chief Meteorological Service Officer introduced the weather situation forecasts during Spring Festival Travel on the site. In the Activity, relevant transportation enterprises were awarded the “Demonstration Bus during Spring Festival Travel” banners and souvenirs and a “Safe Spring Festival Travel” initiative was sent out to all units involved in the Spring Festival Travel Rush in Shanghai. Shanghai Zhixin Passenger Transport Co., Ltd. made the commitment, on behalf of all transportation enterprises, that they would strictly manage their vehicles, positively cooperate with the Traffic Department of Shanghai Public Security Bureau, strengthen the traffic safety education of drivers and strictly obey all laws, regulations and rules, so as to create a “Safe and Harmonious” atmosphere during Spring Festival Travel Rush together with traffic police. Besides, the “Demonstration Buses during Spring Festival Travel” were granted with “Certificate of Transportation during Spring Festival Travel” and a Departure Ceremony was held for them in the activity.
The Spring Festival Travel Rush of this year will last for 40 days from February 1 to March 12, during which, the superposition of student flow, labor force flow, traveler flow and family-visiting flow will pose high traffic demands for high-grade highways. It is forecasted that during the Spring Festival Travel Rush of 2018, the Total[L1] Amount of Inter-Province Passengers Arriving in or Departing from Shanghai will reach 46.01 million, with a year-on-year growth of 6.01%. To be specific, the estimated Total Amount of Passengers Departing from Shanghai will reach 25.182 million with a year-on-year growth of 7.6% while the estimated Total Amount of Passengers Arriving in Shanghai will reach 20.828 million with a year-on-year growth of 3.5%. Judging from the situations during Spring Festival Travel Rush of the past years, the days with highest passenger flow during Spring Festival Travel Rush will be from the fourth day before the Spring Festival to the day before Spring Festival Eve, with the Total Amount of Passengers Departing from Shanghai of 0.91 million while the Total Amount of Passengers Arriving in or Departing from Shanghai of 1.36 million.
During the Spring Festival Travel Rush, the traffic density will be higher in the morning and evening peaks, the pressure of road network by sections will increase continuously and the whole city will be faced with more severe challenges in terms of road operation. It is forecasted that the Total Scale of Expressway Traffic Flow will reach 42.29 million with the average daily traffic flow of 1.06 million, a year-on-year growth of 10%; the traffic flow of city expressways will reach 77.72 million with the average daily traffic flow of 1.94 million, a year-on-year growth of 4%. Besides, as there are many uncertain weather factors in China this year, based on the preliminary forecasts of meteorological department, the average temperature of Shanghai during the Spring Festival Travel Rush will be 7℃ to 8℃ and the extreme minimum temperature will be about -2℃ which can even be about -5℃ in the suburb; and the number of days with rainfall will be 11 to 15 with a high potential of haze or dense fog, which may cause a certain influence to the transportation.
Stick to Strict Management and Investigation as well as High-Intensity Regulation
It is learned that in order to ensure safe and well-organized road traffic of the whole city during the Spring Festival Travel Rush, Traffic Department of Shanghai Public Security Bureau Jing’an District Branch will stick to a “Full-range Regulation and Law Enforcement without Tolerance”, consistently stick to a situation of strict management and investigation as well as high-intensity regulation in combination with the Great Regulation Campaign of Illegal Behaviors in Road Traffic, so as to effectively maintain the orders of road operation of Shanghai.
Firstly, closely focus on five kinds of key vehicles, namely regular passenger buses, chartered travel buses, “profit to non-profit” motor coaches, carrier vehicles of hazardous chemicals and minibuses, to strictly investigate obvious and serious illegal traffic behaviors including “Three Overs and One Fatigue” (namely, “overspeed driving, overcrowding driving, overloading driving and fatigue driving”), illegal cargo-carrying of passenger cars, illegal transportation of hazardous chemicals, drunk driving, illegal stopping (for picking up or dropping off passengers) and illegal running of intercity buses between 2:00 a.m. to 5:00 a.m.
Secondly, concentrate on main roads, fast roads, expressways, passenger transportation stations for Spring Festival Travel and tourist attractions as well as surrounding roads of restaurants and entertainment venues, to further improve the “Police Visibility” and “Matters-management Rate”, truly reinforce the law enforcing management of traffic illegal behaviors with the potential of influencing road transportation including illegal parking of motor vehicles, retention at intersections, illegal overtaking, illegal occupation of emergency vehicle lanes and violation of forbidding marking indications, and take strict precautions against traffic jams and accidents resulting from traffic chaos.
Thirdly, focus on inter-city transportation stations, railway stations, airports, ports and other transportation junctions, to reinforce the law enforcement management of motor vehicles and pedestrians, and reduce the phenomena such as unreasonable running of non-motor vehicles, jaywalking of pedestrians and motor vehicles passing through ahead of pedestrians.
Fourthly, strengthen security check and surveillance of crossroads to ensure safe inter-province transportation. Intensify the interceptive check of intercity buses, sleeper coaches, chartered passenger transportation vehicles, small vans and transport vehicles of hazardous chemicals, focus on the inspection of driving license, car inspection stickers, number of passengers carried, running time and other conditions and strictly investigate illegal traffic behaviors and vehicle safety risks including overcrowding driving, fatigue driving, inconformity with permitted driving vehicle model.
