(Text by Reporter Pengxuhui) On Apr. 16, with the bellow of cranes, the 45 utility poles along Tiantong Road—Qufu Road—West Qufu Road (North Henan Road—Gonghexin Road) were all pulled out by constructors in one day, and the dense overhead power lines are now out of sight without much attention, which marked the completion of Jing’an District’s first large-scaled Overhead Power Lines into Ground Project.
Disappearance of the “Spider Web” Makes the Sky Clear Again
“The road seems broader, and the environment is tidier and cleaner after the removal of the ‘Spider Web’.” On the second day of the removal, Mrs. Zhang living around felt her eyes “refreshed” when she opened the door. The dense “Spider Web” had all disappeared, and thus her doorstep had become much cleaner.
The reporter learned that the line of Tiantong Road—Qufu Road—West Qufu Road (North Henan Road—Gonghexin Road) is the route that the first large-scaled Overhead Power Lines into Ground Project in Jing’an District follows. “We chose Tiantong Road as the key to make a breakthrough since we wanted to coordinate with the construction of Beiheng Channel”. The relevant official of Jing’an District Construction and Transportation Commission introduced to the reporter that as the process of constructing the Beiheng Channel accelerates, Haining Road and East Tianmu Road near the channel may suffer traffic jam with a high probability. As Tiantong Road is a bypass on the south side of Beiheng Channel, its Overhead Power Lines into Ground Project is of great importance since it will leave space for further road widening and renovation.
Last month, Jing’an District had finished building the telecommunications network and the electrical grids, and the residents in the district could use electricity and telecommunication functions at the same time. On Apr.14, the new underground pipelines had become available to all users. Next, Jing’an District will implement “Utility Poles” Project at the 3 intersections of North Henan Road, North Zhejiang Road and North Xizang Road, which cross with Tiantong Road. Now, Jing’an District is entrusting professional departments with the task of designing the plan. Once the project is completed, the poles will support public utilities including telecommunications, power and traffic supervision. In public service-intensive areas, the poles will also have the function of a signal tower.
Ensure the Lives of Residents around Uninfluenced
During the construction of the Tiantong Road section, in accordance with One Plan for One Road, Jing’an District Construction and Transportation Commission and Shibei Corporation designed the implementation plan and invited 11 experts to do on-the-spot investigations for successive 15 times, thus actively pushing creative designs that have landscape and concealment concerns, and chose the best plan from the 10 to make the appearances of electrical utilities be more harmonious with the surroundings so as to build the project a quality example with demonstration effect.
The relevant official of Jing’an District Construction and Transportation Commission introduced to the reporter that Jing’an District focuses mainly on the following 3 aspects: Optimizing the organization plan to ensure the simultaneous implementation of the Overhead Power Lines into Ground Project and road engineering; organizing information and electric departments to plan a balanced pipeline and confirm the electric cutover plan so as to implement the plans together; practicing civilized construction measures and coordinating with traffic management departments to perfect the organization of transportation, thus ensuring that the daily use for electricity of 30 high-voltage users, 68 non-resident high-voltage users and residents of more than 400 uninfluenced.
Plan to Hide Nearly 63 Kilometers of Overhead Power Lines into Ground
It is learned that at present, Jing’an District is investigating the conditions of the extant roads (within the inner line) and roads being reconstructed and expanded so as to plan the 3-year plan of hiding the overhead power lines into the ground in collaboration with electric utilities and information transmission companies, planning to finish constructing the utility poles in an area with the length 62.78 kilometers in 3 years. The targets of the project include arteries and bypasses in the inner line and the branch roads that are eligible to the project, with West Nanjing Road, Jing’an Temple and riverside areas of Suzhou River as the focus.
According to the plan, this year, 22 kilometers of the road (involving 27 roads) will be under construction, and 12.6 kilometers of it (involving 21 roads) will be completed. In addition, Jing’an District will also implement Overhead Power Lines into Ground Project in eligible residential areas in the future.
