Background:

In this session of “2017 Summer Hotline”, we have invited Mr. Lu Xiaodong, Deputy Secretary of CPC Jing’an District Committee and Mayor of Jing’an District to join us in Shanghai News Radio’s real-time broadcasting to introduce developments and achievements of the “five breach, four must” comprehensive regional environment improvement project (“five breach” refers to illegal use of land, illegal construction, illegal businesses, illegal sewage discharge and illegal residence; “four must” means that security risks must be eliminated, illegal buildings must be demolished, measures must be taken to improve environmental quality of dirty and messy places, and illegal businesses must be banned), and to hear the cases of public supervision and take suggestions and complaints from citizens.

Presenter:

We are honored to have Mr. Lu, Mayor of Jing’an District today. He is here to listen to the voice of the people and try to meet their demands by appropriate solutions. As a central urban area of Shanghai, Jing’an District has a large population and thus it is faced with a more challenging task in handling heat-related problems.

Lu Xiaodong:

The district government is sparing no efforts to handle heat-related issues recently. Compared to other areas, the temperature in central urban area is higher. Besides, the elderly people, who are relatively weaker in resisting summer heat, accounts for a large proportion of the total population. The district government is taking prompt measures and persons in charge of departments at all levels and sub-district office leaders are working in the forefront to take care of the elderly people. Our aim is to ensure that both elderly people and disadvantaged groups under our jurisdiction can stay safe this summer. Government departments at all levels should take effective measures to deal with problems caused by the continuous hot weather. Actually, under such extraordinarily hot weather, a lot of people, including sanitation workers, traffic police officers and urban management officers are still working on the street to ensure normal operation of the city.

Song Jing:

Yesterday, we received 2,680 complaint phone calls, including 72 referring to Jing’an District, which ranks third in the city. The complaints are mainly regarding noise and vibration caused by road construction, and some are reporting illegal construction. A large proportion of the noise complaints are from people living nearby Yangquan Road.

Lu Xiaodong:

This summer, we have received many construction noise complaints via 12319 hotline and other channels. For urban development and to make it more convenient for people to travel, Jing’an District has launched a large number of road construction projects this year like dead end road building, road widening and comprehensive road improvements. There are more projects in the north area. We have been repeatedly requesting that projects for people’s well-being should put people first and it is important to disturb local residents as little as possible. However, actually we are receiving complaints frequently, which means that we need to make further improvements in our work.

Reporter:

We have received a phone call from Ms. Li, who reported that Mingde Hotel on Qiujiang Road has blocked Minde Road for half a year and people cannot pass through. After reporting it to Shanghai 12345 Citizen Service Hotline and local sub-district office, Ms. Li was told that the road is owned by Mingde Hotel and she thinks that it is unreasonable.

Reporter:

According to the listener, the road was passable to buses in the past, and later it was narrowed and only available for cars. When it became even narrower, it was only accessible to pedestrians. Finally, the road became a part of the construction site and was obstructed by an iron gate. There is a notice saying that we apologize for the inconvenience caused by construction and please take a detour.

Presenter:

Does the road really belong to the hotel?

Reporter:

That is the response received by the listener, and it needs further confirmation.

Zhang Tuo:

The road is indeed located within the construction site of Mingde Hotel. During underground construction, quicksands were found on one side of Minde Road, which might lead to collapse of the road. For security reasons, after reporting to us, the hotel decided to block the road, which makes it inconvenient for people to travel. It will take about one week to complete the construction of the floor. As the road is currently the major alley in the neighborhood, it is required to be reopen to traffic.

Zhu Quanrong:

According to our plan, in the future, Minde Road will become a public passage passable to pedestrians and motor vehicles. It is not a municipal road but a passage open to the public. It will be retained for public convenience.

Lu Xiaodong:

The ongoing project is Phase II of Minde construction project, and quicksands were found during the construction period. Director Zhang Tuo, you said that it will take one week to deal with the emergency. Do you mean that the road will be reopen to traffic a week later?

Zhang Tuo:

A week later, pedestrians will be able to pass through the road.

Lu Xiaodong:

The Construction Administration Committee must make sure that the road will be reopen in one week. And the Planning and Land Administration must ensure that after completion of the Phase II construction project, the road will continue to function as public passage. The Planning and Land Administration should also carry out strict and intensive supervision and urge the developer to meet all the requirements. Now the temperature has reached 40 degrees Celsius. If you go out and take a walk, the sweat will run down your face like raindrops. Hence we must try our best to solve the problem as soon as possible. Director Qu Caixiang, Baoshan Road Sub-district Office should pay close attention to this issue and make sure that the road will be reopen a week later and maintain its function as a public passage. If anything goes wrong, report to me without delay.

According to the report from a listener Ms. Huang, Lianhua Supermarket is building an illegal building in the basement of B1 building of “Precious Residence”, a residential area located at Alley 219, North Xizang Road. The illegal building covering an area of 20 to 30 square meters is used for placing unidentified goods and cartons. It has disturbed local residents and has potential safety hazards for these stacked articles are combustibles. The back door of Lianhua Supermarket is at B1 parking lot. There are some waste cartons, eggs and other wastes. The illegal building is gone. The manager said that the day before yesterday in the evening, the illegal building was demolished and the supermarket was required to make renovations and restorations. However, currently the basement is still stacked with goods and wines, which poses a fire hazard. According to relevant regulations, no unit or individual shall arbitrarily divert the already built public parking lot (garage) to some other purposes. The alteration of the use nature of a public parking lot (garage) or special-purpose parking lot (garage) shall be approved by the municipal and district planning and land administrative departments jointly with the municipal and district competent transport administrations and the public security transport administrative departments. The building constructed by the supermarket is unauthorized. Besides, it is simply built with planks and has poor fire control conditions. There are some cement and bricks left on the ground. Will the supermarket try to build some illegal building again? How should we reinforce supervision over the underground parking lot in the future?

Wang Zhenyu:

Lianhua Supermarket often rebuilds the illegal construction after demolition. We have sent staff to check out. Meanwhile, we will contact the property management agency of “Precious Residence” and strengthen law enforcement and daily supervision. Besides, we will interview the owner of the supermarket and conduct a warning-based conversation.

Wang Li’nan:

The supermarket has built an illegal building covering dozens of square meters in the basement. We received an inspection work order on July 26, and in accordance with the law-enforcement procedure, we promptly sent out law enforcement officers to demolish the illegal construction under construction.

Lu Xiaodong:

But presently the basement is still stacked with piles of articles. During the law enforcement process, we should take a firm stand and adopt appropriate and efficient measures. Our aim is to demolish the illegal buildings completely. However, according to the reporter, the construction site has not been cleaned up yet. You must finish the demolishing work today.

Manager Zhou:

We have completed demolition of the illegal construction, but there are a few objects left. We have contacted the person in charge of the supermarket and required them to clean the basement back to its previous state.

Lu Xiaodong:

You must not go home till all objects piled up in the basement have been cleaned up. Law enforcement officers should implement supervision during the whole process.

Manager Zhou:

Okay, no problem.

Reporter:

Recently, “12345” hotline and “Shanghai Observer” under Jiefang Daily have received many complaints from residents of “Daning Palace”, a residential area located in Alley 1899, Pingxingguan Road, reporting that “Daning Palace” is selling parking spaces recently. There are 557 parking spaces in total. The selling price of over 10 small parking spaces is over RMB300,000. More than 500 ordinary parking spaces are offered for sale at prices ranging from RMB470,000 to RMB720,000. The better the location, the higher the price will be. Besides, there are more than 20 two-car parking spaces that are to be sold at over RMB1 million. The selling price of the most expensive one is RMB1.31 million. The residents complaining that the price is too high that they are unable to afford it. As a residential area located outside the Middle Ring Road, “Daning Palace” sells its parking spaces at prices much higher than its counterparts, and even higher than residential areas situated within the Middle Ring Road.

Zhu Ming:

Good morning, Mr. Hai Bo and dear listeners. We were informed of this issue this Monday and we have required “Daning Palace” to stop selling parking spaces.

Lu Xiaodong:

They stopped selling since Monday?

Zhu Ming:

Yes. We have carried out an investigation on the selling of the parking spaces. In strict accordance with the No. 657 Document jointly released by Shanghai Municipal Commission of Housing and Urban-Rural Development and Shanghai Municipal Price Bureau on July 21, we will require the property developer to conform to the “One-price System”. Based on the investigation results, we will make and take strict measures for supervision. Meanwhile, we will require all developers in the district to conform to relevant regulations while selling commercial real estate and attached parking spaces. In addition, we will strengthen supervision over property developers. Those who fail to conform to relevant regulations will be suspended the qualification of developing real estate. The qualification of those who conduct serious violations will be degraded or canceled.

Lu Xiaodong:

Order them to stop selling first. Carry out investigation in a prudent manner and ensure strict implementation of municipal regulatory documents.

Before the interview with each district mayor, we often visit the district under their jurisdiction to solicit opinions and suggestions from the public. Now let’s listen to their voices.

Citizen:

In February this year, I was suffering from lumbar disc herniation. It was so serious that I could not even get off the bed. With the help from a sanitation worker, I finally managed to go downstairs. At that time, I was yearning for an elevator and I regretted that I had not bought an elevator apartment. I hope that Jing’an District can find solutions to helping elderly people go down stairs more easily.

Citizen:

I am a white collar from Plaza 66. I hope that some canteens could be established nearby Jing’an Temple. Besides, white-collar workers here usually work overtime, so it would be perfect if the canteens can provide lunch and dinner.

Citizen:

Areas nearby West Nanjing Road boast a good cultural atmosphere where there are a lot of street performers giving performance every now and then. However, we do not have access to such performance information in advance and thus we have missed many amazing performances. I hope that channels could be created to inform us of such cultural resources.

Lu Xiaodong:

The district government is devoted to serving the people and there is so much to do. The people have high expectations for the government. The government is doing its utmost to try and solve people’s problems like help elderly people go downstairs more easily and make it more convenient for white-collar workers to find places to eat. Nevertheless, we still cannot fully satisfy the requirements and expectations of the people. Few days ago, we have carried out pilot implementation of stair-climbing machines at Pengpu New Village and Linfen Road. Surprisingly, it is well received by local elderly people. Many senior citizens at a very old age or with difficulty in walking around seldom go downstairs. For those who live in non-elevator buildings, we try to use stair-climbing machines to help them. There is also much to do for white-collar workers, and we are exploring ways to provide them with better service. We have found solutions to make it more convenient for them to find places to eat. Now we are faced with higher requirements that measures should be taken to meet their cultural needs. By far, we have presented citizens with Modern Drama Valley and JZ Festival to add spice to their life.

Listener:

The construction of Zhongxing Road and Baotong Road at night began since July 22, which causes much noise that seriously disturbs local residents. On July 25, the area was worst affected by construction noise. Please help us and solve the problem as soon as possible.

Zhang Tuo:

That area is indeed under construction. The construction area, from Baotong Road to Xizang Road, is 1,000 meters long. The construction started in middle July and is expected to be completed in early September. It indeed causes much noise. Due to the construction, all drainage pipes need to be paved all over again, and thus new trenches need to be excavated. The noise mainly comes from the construction of trenches. Actually we are using low noise equipment when working at night. However, as we are working on concrete pavement, the noise is inevitable. Nevertheless, we will negotiate with the construction side on construction schedule.

Ai Fulong:

The municipal road construction project should be approved first according to emergency construction regulations. It is said that the road construction at night has been reported to the Municipal Department of Civil Engineering and Construction Management for reference. After carrying out environmental supervision and inspection over the construction site, we found out that it indeed cause noise at night. The construction area is covered to reduce noise during the daytime. According to our requirements, the objects on site, including some building materials are all covered up. As to control over construction noise and dust, we will negotiate with the Municipal Department of Civil Engineering and Construction Management and the construction side to make improvements and try to disturb residents nearby as little as possible.

Yang Bin:

The weather is too hot recently. For heatstroke prevention, the construction team is not allowed to work in the daytime. Besides, the construction is prohibited during the morning and evening rush hours. Hence there is little time left and basically the construction team can only work at night.

Lu Xiaodong:

We should try our best to overcome the difficulties. Director Zhang Tuo, carry out further negotiations with the construction side over improvements to construction schedule, scheme and techniques. Do your utmost to reduce the construction noise. Such large and medium-sized construction projects are implemented for people’s well-being, and thus we need to carry out the project smoothly and minimize the negative impact on the public. Yang Bin and Zhang Tuo, you two should join hands to take prompt and effective measures. The Environmental Protection Bureau must strengthen supervision, make improvements to the construction process and submit reports in time.

Listener:

No. 189, South Wuning Road is the former location of Jing’an District Urban Construction & Development Company. Due to rail transit construction, the building has fallen into disuse. Caojiadu Sub-district now takes the field behind the building as a place to dispose living garbage and construction waste. It is cleaned up every day in the evening. However, the continuous hot weather these days is bringing out unpleasant odors from the piled up garbage, which is really disturbing nearby residents.

Bao Xiaoli:

The building has been acquired due to construction of metro line 14. It is now a challenge for Caojiadu Sub-district to improve environmental management. Places nearby used to be stacked with ownerless waste, such as mattresses and sofas. Finally to handle such waste produced by nearby residents, we requested the owner of metro line 14 to give us the use of the field temporarily for waste disposal. We are trying to find solutions and looking for another site suitable for waste disposal. The place will not be used for disposing living garbage, but only for waste like mattresses, sofas and construction waste. For there is no place to dispose such ownerless waste, we will clean it up everyday as far as possible.

Lu Xiaodong:

Waste disposal is an inevitable problem during the course of urban development. Nevertheless, it should be handled by the government rather than the people. Caojiadu Sub-district must take action and work out appropriate solutions. Just as Mr. Gao said, the site should no longer be used for garbage disposal. Try to find another place. I believe that if you do your utmost, Caojiadu Sub-district will finally solve this problem.

Listener:

There is a senior citizen Mr. Zheng living in Alley 22, North Xiangyang Road, Gubai Residential Area in West Nanjing Road Sub-district. He has a complaint about home-based care service for the aged. He said that five years ago, the government once provided 1-hour door-to-door visiting service, but now there is no such service any more.

Chen Wenying:

Mr. Zheng has been living here for many years. He retired early due to health problems and has been enjoying home-based care service since then. He usually eats out at community-based canteens. He receives a government subsidy of RMB300 per month for unmarried childless elderly persons. The money can be used for eating or nursing service. He generally uses RMB240 in eating and RMB60 for home-based care service. In July, we found that there was RMB 60 left in his bank account.

Presenter:

RMB240 would be enough for nursing service.

Lu Xiaodong:

Communicate with Mr. Zheng on this issue and suggest him to make some adjustments. Give a call to Deputy Director-General of Jing’an District Civil Affairs Bureau Zhang Haixiang for further explanation on the policy.

Zhang Haixiang:

According to municipal and district policies on subsidies for home-based care service for the elderly, we provide certain subsidies for poor senior citizens and childless elderly people. The subsidies are not provided in cash. Certain amount of subsidies can be used for corresponding services. Elderly people who receive such subsidies can choose freely the service they would like to enjoy, such as visiting service, catering service and bathing service.

Presenter:

Some netizens are speaking highly of services provided by West Nanjing Road Sub-district Office.

Zhang Haixiang:

Mr. Zheng has complained to the district government and the municipal government before, and we have communicated with him and explained relevant policies to him. Besides, the sub-district office has been constantly interpreting the policy for him.

Lu Xiaodong:

Being in compliance with relevant policies, I believe that the sub-district office is able to help Mr. Zheng solve the problem. The sub-district offices and communities have the responsibility to provide services and support for senior citizens. The proportion of the elderly of Jing’an District is very high now.

Presenter:

What is the proportion?

Lu Xiaodong:

The proportion of the elderly of Jing’an District now reaches 34%, higher than the average of the city. Providing home-based care service for the aged is one of our major tasks. We should conform to relevant regulations. But as to certain cases, we need to be more considerate and put ourselves in their shoes. West Nanjing Road Sub-district Office has been doing well in providing services for the elderly. Mr. Zheng is not satisfied with our service. Please visit him and explain relevant policies to him. We should be more patient with elderly people. I believe that Mr. Zheng finally will understand and be satisfied.

Listener:

A parking lot located at No. 799, Hutai Road (near Yanchang Road/Xinhuigu Technology Industrial Park) is charged at RMB5 per hour. However, the parking lot often charges drivers RMB10 when they have just parked cars for less than one hour. It provides no electronic bill and calculates time manually. I doubt that there is something wrong with the system.

Zhang Tuo:

We received a work order about this issue on July 26 and have contacted the person in charge of the parking lot and the complainant. According to our investigation, it is an authorized parking lot that has been filed in the Public Parking Lots Library. Its entrance guard system is integrated with a unified electronic parking fee collection system commonly adopted in Shanghai, which supports license plate recognition and parking fee collection. We will carry out further inspection on the system. If that is the case, we will correct the system first, and then impose punishment on the parking lot.

Zhang Jin:

Firstly, I would like to thank the listener for informing us of the possibly illegal pricing practices of the parking lot. Just as Director Zhang Tuo said, the parking lot is authorized and parking pricing is controlled by the government. We will go to the parking lot for investigation and evidence collection. If the parking lot breaches relevant regulations, we will take action according to law to protect legitimate rights and interests of consumers.

Lu Xiaodong:

If the parking lot really conducts illegal operations, take action promptly in accordance with relevant laws and regulations. The Construction and Administration Commission should take the lead to handle this issue and the Administration of Market Supervision should provide necessary support. Hurry up and check it out as soon as possible.

Lu Xiaodong:

During urban development and management, we have encountered with various problems. The “Summer Hotline” is a channel for us to hear the voice of people. But more importantly, by handling issues reported via the hotline, we should create a problem-solving mechanism. By developing a discovery mechanism and a settlement mechanism, we will do better in urban management and serving the people. Jing’an District covers a large area and thus it is challenging to administrate such a big district. Although the government is making great efforts, we are still faced with a lot of problems. We will make a summary and present feedback after this interview. The “Summer Hotline” provides us an opportunity to communicate directly with citizens. Meanwhile, it also reviews the government’s work. We appreciate this chance very much and will do our utmost to work out solutions to problems raised by the people.
