This time, our “Walking into the studio” invited Xiao Jun, Secretary of General Party Branch of Wudingfang Residential Area in Jiangning Road Sub-district, who will talk about his achievements, gains and experiences in the process of carrying out the construction of Beautiful Home at Wudingfang Residential Area

Ladies and gentlemen! Welcome to “Walking into the Studio”. Today we will discuss the topic of the construction of Beautiful Home. We have invited Xiao Jun, Secretary of General Party Branch of Wudingfang Residential Area in Jiangning Road Sub-district to our studio today. Hello, Secretary Xiao.

Hello host. Hello everyone. 


Host: 


Today we’d like to hear you talk about the achievements we have reached in the whole process of building the Beautiful Home in our Wudingfang Residential Area, including your gains and experiences. First of all please introduce for us the general geographic position and overall situation of Wudingfang Residential Area. 


Xiao Jun: 


Wudingfang Residential Area is located in the middle of Jiangning Road Sub-street, east to Jiangning Road, west to Xikang Road, north to Kangding Road and south to Wuding Road. Now there are nearly 1,600 permanent households and about 3,700 people living in this area.

What are the common weaknesses of hardware in the Residential Area? 


Xiao Jun: 


Formerly water leakage occurred with the transformation of flat to slopes, which had beset citizens for many years. Besides, some pavements in the residential area were not flat; the room for putting dustbins was old and shabby; and some electric wires in corridors were messed up. 


Host: 


You see, the weaknesses of hardware includes both exterior ones and the so-called interior ones in departments. And we know that in the process of the construction of Beautiful Home, we focused on these weaknesses to repair. Please introduce for us when you started the work, what you have done and achieved. 


Xiao Jun: 


We started at the beginning of 2016 by consulting the public. It can be said that this time our work genially realized to start with citizens’ needs and requirements. All problems, all weaknesses needed to be changed and patched were from citizens in the residential area, business conference and mass organizations. They firstly brought their opinions, and then we gathered them and invited specialized organizations to evaluate. At last projects needed to be altered and constructed were decided on. 


Host: 


It seems that we finish our work neither in the way that one person alone has the say nor that we carry out our idea irrespective of external circumstances. We have listened to advice from all parties and then carried out our more targeted work and more fluently.


Xiao Jun: 


Right.


Host: 


Where exactly did you make some alterations? And what have you done up until now? 


Xiao Jun: 


Well, water leakage occurred with the transformation of flat to slopes in Wudingfang neighborhood, which had beset citizens for many years. After having received the advice, we took it as a major project, thoroughly solving this problem by repairing all water leakage problems in many attics from No.1 to N0. 9 buildings. Besides being a key neighborhood, the Nanyang neighborhood has experienced a tridimensional Beautiful Home construction.  From the floor to the roofs, from the interior to exterior, the whole neighborhood enjoyed a comprehensive construction. For example, the pavement was repaved; underground pipes were rearranged; greening was renovated; flat roofs were altered to slopes; wires were straightened out; and outside environment and outer walls were all renovated. Citizens have benefited a lot from that. 


Host: 


In pushing forward the work in so big a neighborhood with more than a thousand households, what we have focused on was actually some reparations of hardware, but we were contacting directly with citizens. I want to know some details. For example, in finishing these works, which things or which citizens have left deep impressions to you when you contacted with them? 


Xiao Jun: 


Well, citizens have their own mass organizations such as Owners Committee, Building Management Committee, Building leaders, and Party members. Before setting up the project, these organizations would hold various forums to listen to citizens’ opinions.  After projects had been set up, they would ask for citizens’ opinion for another time. During projects were carried out, many matchmaking meetings were held. Design and operation departments were invited to communicate with citizens and sort out their demands. In the whole process of the project, citizens could supervise. We could put things into practice by making good use of these mass organizations and backbones citizens.

That means we would without doubt encounter citizens who couldn’t understand our work and had this or that misgiving about our work. But as you have said, we were mobilizing all powers to put our work into practice. At the same time, we did well in pacifying and interpreting for citizens to make them know that this time we were going to thoroughly solve some problems to change the neighborhood’s appearance, so citizens would give their support. 


Xiao Jun: 


Right. 


Host: 


We know that in constructing Beautiful Home, there are three steps: dismantling, building and management simultaneously. You have mentioned the previous two steps. Now what’s your plans and thinking about the subsequent management and maintenance in the future? 


Xiao Jun: 


In terms of management, it covers a big area from neighbours to sub-streets, from before the implementation of the project to its process and the future arrangement. What relevant leaders of the sub-district have done in putting forward these requirements for every residential area was to put into practice management of the three requirements of dismantling, building and management. Sub-district has done a lot to deepen the concept of residential area through various meetings and trainings. It’s better to figure out who shall be in charge. We have Property Management Company in the neighborhood, Owners Committee, activists as well as Building Leaders and Party members. How can we gather them? Let me give a simple example. Kangding Neighborhood previously had serious problems. Though Beautiful Home didn’t have a lot of projects, the alteration of pavements, dustbin rooms, electric control doors and halls all have been solved. Citizens took this opportunity to establish Building Management Committee, Kangding Building Committee and Bolong Department Committee. The Building Committee has played an important role in the process of the completion of the whole project. Not only during the project, after the project was finished, they also put forward that since hardwares were completed, we should think about how to decorate our neighborhood, in order to realize its true beauty, to which every citizen should make their contribution. The hall of Kangding Neighborhood was decorated with paintings and pictures of citizens, including some art works. There were also some green plants brought by citizens which made our neighborhood more charming. They would say as hardware had been successfully transformed, it would be ourselves who needed to maintain it. Owners Committees of some neighborhoods had also done good jobs. They made use of Beautiful Home to solve some difficulties and troubles besetting them for many years. They would also strengthen the latter management. They had put forward for us that what they would do to play their roles and how our residential areas could do to play role of Party members, Building Leaders and backbones and urge property companies to do well in latter management.

You have mentioned that this work was launched in 2016 and up until now you, as a front-line worker at the community level, has witnessed and participated in the construction of Beautiful Home. Could you please share with us your experiences in the whole process? 


Xiao Jun: 


I was so pleased to see that District Committee and District Government had provided much help to us Neighborhood Committee in our work. Hardware was improved, and many problems which had beset us were solved. In the past, some problems raised by Owners Committee of the neighborhood and property company cannot be thoroughly solved through small repairs. But Beautiful Home has thoroughly solved citizens’ problems. Through the completion of the work, we have made closer contact with citizens. When they had some problems and asked us to help them, we could put it into practice and solve them. In the process of implementation, problems of small repairs and repairs of public places were all solved. Citizens were very happy and wrote commendatory letter to thank construction teams. Actually what they thanked were not only construction teams but also policies made by District Committee and District Government which had brought benefit to them.
