Interview Background

Lu Xiaodong, Governor of Jing’an District, stepped into the on-air studio of Shanghai News Radio to attend a program named 2018 “Summer Hotline ? An Interview with the Governor of Jing’an District” as a guest. During the interview, he made an interactive communication with Hai Bo, the host, listened to the voice of the public, and resolved difficult problems in enhancing people's well-being.

 

Lu Xiaodong:

 

When every summer approaches, we receive more reports on problems related to city management and people's well-being than usual. The departments of the People’s Government of Jing’an District are also sparing no effort to resolve the well-being guarantee problems that the public are concerned about in summer.

 

Host:

 

Jing’an District is a central urban area with lots of residents, high population density and a large number of white collars. The demands of different people vary, so the government should consider more to meet their needs.

 

Lu Xiaodong:

 

Jing’an District has relatively dense residential areas, so the problems reflected by the residents are relatively intensive. White collars working in the commercial areas of Jing’an District also have many needs and demands to be met by us.

 

Host:

 

Some of the complaints that Jing’an District received last year are still unresolved.

 

Mr. Ji:

 

In the Yongleyuan Community at No. 17, Lane 800, Middle Yanchang Road, the wastes are sorted in the open air, and the residents living in the surrounding areas are suffering from mosquitoes, flies and rats.

 

Wu Yaxian:

 

Now if we drive into the community, turn right, and then drive to the end of the path, we will see an open waste compacting station with an exit facing the residential buildings. At present, the wastes in the waste compacting station, and the wastes by the wayside are all cleared, but the residents still feel worried for not knowing the subsequent rectification plan for the waste problem here, and whether the problem will appear again.

 

Host:

 

Is the community clean enough now?

 

Mr. Ji:

 

Yes, but I would like to know the subsequent rectification plan.

 

Lu Xiaodong:

 

Mr. Ji has expressed his concern clearly enough. He still worries that the cleanliness may not last long.

 

Li Qing:

 

The compaction station has been in use since 1998. Its regulatory right belongs to the former Zhabei District Environmental Hygiene and Transportation Company, who contracted the station to an individual for management. The contractor divided the compacting station into two parts since the waste station could be passed through both from the front and the back door, and the wastes were all sorted in the station and transported to the outside from the door at Yanchang Road. The contractor divided the station into two parts without consent, rented the exterior part to people doing aluminum alloy business, and used the interior part to continue handling the wastes. We communicated with the contractor after we learned the situation. Since he had the lease contract, we needed to communicate with him, but on June 8, we received another complaint. So, we communicated with him once again. With the joint effort of all forces, the contractor finally agreed to terminate the lease contract. He left the station on June 15, and all the clearing work was done on June 20. At the end of June, the Third Subsidiary of the City Development Group planned to paint the interior walls of the compacting station for waste sorting. As the equipment in the station was old and outdated, the company planned to upgrade the equipment. The compacting station may become a demonstration site for waste sorting in the sub-district in the future.

 

Lu Xiaodong:

 

Have you communicated with Mr. Ji and the residents in the community about the working process and plan?

 

Li Qing:

 

No. There is no open communication and that’s where we didn’t do well enough.

 

Lu Xiaodong:

 

For much of our work, if we communicate with the people about it, they will understand us. I believe that Mr. Ji will definitely understand and support your current work after you communicate with him.

 

You Wenjian:

 

Now Jing’an District produces dry refuse of over a thousand ton every day. The wet wastes are sorted, collected and transported separately for recycling treatment. After waste sorting is implemented, the volume of dry refuse is always controlled within a certain range.

 

Host:

 

How is the condition of the waste sorting work now?

 

You Wenjian:

 

We plan to cover all of the residential areas in Jing’an District this year.

 

Lu Xiaodong:

 

The important work for Jing’an District this year is to conduct waste sorting as the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government requested. One of the works in waste sorting is to reconstruct the waste houses in the communities. On the one hand, we should mobilize residents in the communities to participate in waste sorting and the green activities; on the other hand, it is all the more important to ensure that the facilities are in good conditions. All waste houses in the communities will be upgraded and remodeled. The problem of Yongleyuan we just talked about reflects the fact that in the process of remodeling the waste houses, we still have lots of issues to tackle in further listening to the opinions of the public and doing the good things well.

 

You Wenjian:

 

The household wastes should be cleared every day.

 

Mr. Ge:

 

If you open the window of my house, you will see the podium at No. 1788, West Nanjing Road. On the top of the 6-floor podium, there is an exhaust system with multiple thick and large pipes. The exhaust equipment will be turned on during the business hours of the restaurant, namely from 9:00 a.m. to 9:00 p.m. The loud noise flows through the pipes to the building in which I live, and slips into my room through the gap of the windows.

 

Lu Xiaodong:

 

Such problems reflected by the public should be verified and resolved quickly. That’s the working efficiency we need.

 

Hong Xuegang:

 

The residents once made a complaint about it in January, and then the neighborhood committee, the sub-district office and the Environmental Protection Bureau went to the site to verify the problem. There was indeed a vent near the residential area, and the residents felt annoyed about the loud noise and cooking fumes. Afterwards, we contacted the property management company responsible for Square 1788, and they are now re-planning the building layout of Square 1788. There were more restaurants in the square, but now some of them have been converted to office areas, and the cooking fumes are reduced accordingly. In this June, Square 1788 made a soundproof box for the cooking fume vent on the top of the building. In the next move of property planning adjustment, we ask them to complete the task from a legal perspective while taking the feelings of the residents into consideration, and to strive to take effective measures to minimize the noise.

 

Lu Xiaodong:

 

For the measures you just talked about, no matter taken by you or Square 1788, have you communicated them with the one who complained about the problem?

 

Hong Xuegang:

 

It was an anonymous complaint, so the residential area officers communicated with the building chief.

 

Zhou Jianmin:

 

When having a meeting with the building chief, we said that we had asked the Environmental Protection Bureau to make measurements, and reported the problem to Square 1788. The property management company promised to do some rectifications. We will communicate the matter with the residents on a meeting after the specific plan is formulated.

 

Lin Yongquan:

 

For such equipment noise, the Environmental Protection Bureau has the responsibility for management and supervision at the first place. We have sent a rectification notice to Square 1788 to urge them to damp the vibration and lower the noise to meet the national standard.

 

Lu Xiaodong:

 

Mr. Ge has just given a reasonable suggestion. You should communicate with the residents instead of carrying out the plan without communication. You should communicate with the residents about all of the plans. Before implementing the plan, you should communicate with Mr. Ge once again and adopt the good advice from the residents. After communication, you should formulate a plan that can be accepted by both parties, thus making the plan be acceptable for the companies, be feasible for implementation, and be satisfying for the public.

 

Mr. Pan:

 

At the intersection of West Nanjing Road and North Shaanxi Road, the cleaners wash the road with water cannons late at night, and the noise troubles the residents.

 

Lu Xiaodong:

 

The night cleaning may have a negative influence on residents’ lives after it is strengthened.

 

Host:

 

The central urban area remains bustling until 24:00, which makes the residents feel unbearable.

 

Xing Jian:

 

Since this year, in response to the request of fine cleaning, we have adjusted and optimized the environmental hygiene operation at West Nanjing Road. Taking the features of West Nanjing Road into consideration, we conducted the principle of maintenance in the daytime while operation at night. The main operation time, especially that of mechanical operations, is basically arranged at around 10:00 p.m. The disturbance problem reflected by Mr. Pan just now is mainly about the noise caused by pavement washing. In order to minimize the negative influences on residents’ lives, we have taken some measures. Although the operation starts from 10:00 p.m., we still have some arrangements on the operation time. In consideration of the rest time of the residents, the operation starts from the surrounding areas of the residential area, and then moves to the surrounding areas of the commercial buildings. In addition, we use small-scale equipment to reduce the influence on the surrounding areas. Next, we will continue optimizing and adjusting the operation based on the specific case in accordance with the reports form the residents and the specific arrangements of the operation. Meanwhile, we are purchasing new energy equipment that produces little noise in purpose of minimizing the influence on residents. We truly welcome residents’ continuous supervision over our work.

 

Lu Xiaodong:

 

The City Development Group’s standard for fine cleaning at West Nanjing Road is really high. It’s really tough for the cleaners since they usually work at night to reduce daytime operations. But as Mr. Pan and the residents living in the surrounding areas are troubled, the City Development Group should contemplate the problem once again to formulate a measure for lowering the noise caused by the cleaning at night at West Nanjing Road as soon as possible, and strive for the understanding and support of the residents through communicating with staffs of West Nanjing Road Sub-district and the residents.
