Hello, host. Hello, everyone.

Today we invite you to have a conversation with us about the achievements the residential community that you are serving has made in the construction process of the Beautiful Home, and your insights into it. Could you please tell us the rough geographic location and basic information of Wangjingyuan Community first?

 

Shen Tingting

:

Wangjingyuan Community is a community in Pengpu Town in the north part of Jing’an District. Adjoining Hutai Road and Yichuan Road, the community was a commercial house community constructed in 2002, and put into use in 2003. The community occupies an area of 80 thousand square meters, erecting 20 buildings, and involving over 2,000 residents of 551 families. Thus, it is a medium-sized community, not a large one.

It is a relatively newly constructed community, not a community with the so-called old houses.

 

Shen Tingting

:

Right.

 

Host

:

For such a relatively new community, what hardware problems and shortcomings did it have before the Beautiful Home Project was carried out in general?

 

Shen Tingting

:

I was just assigned to be the secretary of the community last June. I felt that the overall environment and greening of the community were good at first glance. However, the road conditions were terrible. Maybe it was because the road had been used for more than ten years, there were lots of potholes in the road, which caused puddles whenever it rained. Car parking was the biggest problem, and particularly at night, all of the roads in the community, no matter whether they were arteries or bypasses, were almost totally crammed with cars. Some residents living near the gateway basically had to squeeze past the spaces between cars sideways if they wanted to go out, so people and cars were mixed together, which was very terrible.

:

The road surface outside in bad condition and the inadequate parking space you just mentioned were both shortcomings once existed in our community. When did Wangjingyuan Community start the construction of the Beautiful Home?

 

Shen Tingting

:

We formally proposed to the superior leaders that our commercial house community is also in need of carrying out the Beautiful Home Project in May 2016. The costs were basically supported by the maintenance funds of our community. We hoped that we could improve the environment of our community with the support of the government, and submitted the application in last May. The construction was formally carried out in last November.

:

What you did at that time when actually the basic work of the construction of the Beautiful Home was implemented. What were the major problems you resolved then?

 

Shen Tingting

:

We set the project and conducted preparatory investigations before deciding what to improve. This time, we focused on the following aspects. The first aspect is the road surface. We paved 5-centimeter-thick asphalt on the road. After that, the whole community was refreshed. Then, we remodeled and newly built 180 parking spaces. After remodeling, the car parking problem in our community has been greatly mitigated. We also planned some reasonable greening, and added some vertical greening, to convert the flat greening space into a vertical one. In addition, we did some preparatory line-burying work for the possible improvements in the monitoring system in the future. Furthermore, the lighting of our community was relatively dim, and the lighting problem was a big headache particularly at night. This time, we newly set about 30 low street lamps, and improved about 50 high street lamps. Due to financial constraints, this time, we mainly focused on resolving the most urgent problems.

As we mentioned before, the community actually took the opportunity provided by the Beautiful Home Project to resolve the most urgent problems. For the front line workers at the community-level like you, it may be necessary to condescend to participate in the whole construction process of the Beautiful Home. Could you please share some impressive people and matters you met in the process with us?

 

Shen Tingting

:

It hadn’t been a long time since I became the secretary of the residential area then. Therefore, I was a little worried when taking over such a big engineering project at the very beginning. However, in the process of exploring and working, I found out that it was easier for the community to achieve good effects in its own work through community and resident autonomy.

:

That’s right.

 

Shen Tingting

:

As early as we just set the project, we had established the Beautiful Home Autonomy Work Team in our community. We conducted regular work meetings every week, and invited the constructor to discuss and resolve the work problems and conflicts we met that week, and to talk about the construction plan for the next week together at the meetings. We established our own WeChat group and assigned two volunteers to check it every day, and to post photos reflecting the inappropriate or unreasonable things on site, and some problems needed to be resolved in the group. Then, relevant personnel would resolve the problems timely. Members of our autonomy work team woke up as early as a few minutes past 6:00 a.m. voluntarily when big engineering projects such as paving the asphalt and removing obstacles on the road surface were being conducted. Wearing volunteer uniforms, the residents stood in the community to lead the residents to drive their cars away from the parking spaces quickly to make the road expedite. We were fully recognized by people including the constructor in the whole engineering process, for such a one-heart community was rare to see.

:

For the construction of the Beautiful Home, we combine removal, construction and management. In the initial stage, we may do some basic work like removing and construction. Has the subsequent management been started, or do you have any plan for it?

 

Shen Tingting

:

Now the hardware has been improved, and we will definitely continue to improve the software. Now the Beautiful Home Project has got to a point where we can have a temporary rest. Therefore, we have established an autonomy work team for car parking management to investigate the parking conditions in our community. Now the standard of living has been improved, and some families have two or three cars. Therefore, we are considering whether to conduct car reform, and whether to raise the parking fees. Now we are conducting further surveys on these problems.

:

From last year to now, the second half of this year, you have been doing the work for a long time. What good experience could you share with us? What gains and insights have you got in the process?

 

Shen Tingting

:

It's not much of experience. For me, it has long been believed that resolving the parking problem and smoothing the life channel are necessary for the construction of the Beautiful Home. However, we cannot simply convert our community into a parking lot, for parking is really a big social problem. No matter how we improve parking conditions, how we reduce the greening, it’s impossible for us to meet the increasing need for parking spaces. Therefore, we have met many contradictions in specific issues needing to be settled with specific methods in the whole process. As each household has its specific demands, it is impossible for us to meet the needs of all of the residents and proprietors. In the construction process, we addressed easier issues before difficult ones, and completed the construction of the areas with minor problems first. When those parts were completed as models, residents living in other parts may have fewer conflicting opinions. For the extremely prominent conflicts, we visited the relevant people to know the details. For example, there was a family consisting of retired teachers in our community. One of the teachers called the neighborhood committee to confirm whether or not the greening at his doorstep would be removed since the project was to be carried out in a very polite attitude. We said that we would consider it on the basis of the specific case. He said that he knew that they only had one vote, which cannot play a great role. However, they really didn’t want the greening at their doorstep be changed. He told us that he and his wife were at their seventies and eighties, and were not very healthy, so it was not easy for them to go out. Appreciating the greening at the doorstep made them feel refreshed every day. If the greening was totally converted into parking spaces, the green environment would be influenced, so would their moods. Knowing the requirement, we held a three-party meeting to specifically study how many parking spaces would we lose, and what influences would it cause if we didn’t remove the trees. Finally, we found out that things would still be under control if we did so. Therefore, we considered on the basis of the specific case, and partly improved the greening conditions there. The planned vertical parking spaces were all converted to horizontal ones. Although we lost some parking spaces, the greening at the doorstep of the old couple was totally preserved.

Yes, people, especially elderly people like them, may have their own needs. The needs are not demands deliberately proposed to make things difficult, but some reasonable requirements.

 

Shen Tingting

:

Yes, they are reasonable.

:

Therefore, we should put ourselves in their shoes. From the story you just told us and the operation methods we mentioned before, I can feel that when carrying out the Beautiful Home Project, Wangjingyuan Community took the objective condition into consideration, and the decisions were not made by the community alone. We really need to take the opinions and needs of different parties into consideration when carrying out the people-satisfying Beautiful Home Project.

:

Yes, you’re right.

What hopes or plans do you have for the subsequent work or relevant construction?

 

Shen Tingting

:

Secretary Han has said that he hopes that our city is a warm one. I also hope that Wangjingyuan Community is a warm community. One of the pursuits in my work concept is to create a community boasting beautiful greening, harmonious residential environment, and friendly neighborhood relationship.
