Main Responsibilities:

1. Implement the principles, policies, laws, and regulations that are issued by the Party and country for the educational work; formulate the development planning, annual working program, and administrative measures for the educational undertakings based on the actual situations of Jing'an District, and organize relevant departments to fulfill the implementation.

2. Take charge of the management of childcare services, preschool education, basic education, vocational and technical education, life-long education, special education, and extra-school educational institutions of Jing'an District. Guide the relevant affairs of Shanghai Xingjian College. Coordinate and instruct the educational work of all departments. Take charge of the educational supervision and assessment.

3. Manage the education system and research in education, promote the achievements of research in education, and facilitate the improvement of education quality.

4. Take charge of the management of teacher qualification accreditation, evaluation and appointment of professional and technical positions, appointment of faculties and rank appraisal of the principal (secretary), and the assessment, reward, cultivation, and training of school officials and teachers.

5. Engage in the education budgeting, manage and use special funds, and actively raise funds for educational undertakings. Enhance the supervision and management of state-owned assets and educational funds, and improve the efficiency of investment in education.

6. Guide the education in moral, mental health, sports & health, art popularization, legal system, and national defense of schools, as well as guide the conduct of family education. Coordinate with relevant departments in safeguarding the legitimate rights and interests of primary and secondary school students, and protect their healthy growth. Coordinate and instruct work related to the environmental governance and safety of schools.

7. Develop enrollment plans for schools of all kinds in the education system. Take charge of the coordination, supervision, and management of the enrollment work; manage the school rolls at all phases of studying.

8. Take charge of the examination and approval of the setting, cancel, and alteration of private secondary vocational schools, middle and primary schools, and kindergartens. Take charge of the examination, approval, and management of social forces for running schools.

9. Coordinate and instruct communities (sub-districts) and towns to advance the construction of a learning-oriented urban district and community education, and assist in managing teams dispatched by the Education Bureau of Jing'an District.

10. Manage the international cooperation and exchanges of the education system of Jing'an District. Take charge of the statistics, analysis, and release of basic educational information. Take charge of the construction of standard languages and characters of Jing'an District.

Organization:

1. Organization Section

Take charge of the grass-roots Party building, the honest administration, the selection, appointment, and cultivation of officials, veteran officials and care for the next generation, "Party representatives, NPC members, and CPPCC members", the talent team construction, and public servants.

2. Publicity Section

Take charge of the guidance of ideology, ideological publicity, and the central group's learning of the entire education system. Carry out activities to build spiritual civilization, and instruct the campus culture construction of schools. Perform well the united front work.

3. General Office

Take charge of the secretarial work, information, petition letters, bill reply, urging of supervision and examination, conferences, receptions, foreign affairs, cooperation and exchanges, documentary archives, secrecy, internal audit, and internal affairs management.

4. Personnel Section

Take charge of the development and implementation of plans on the teaching staff construction, routine staffing, and the reform of the personnel system of the entire education system. Guide the work of the Education Talent Service Center of Jing'an District.

5. Accounting Section

Manage the investment and execution of educational funds, supervise the financial system performance and fund utilization of affiliated units, develop plans on constructions and purchases for the bureau and affiliated units, manage the state-owned assets, government procurement, and financial affairs of the bureau, and instruct the work of the Financial Settlement Center.

6. Secondary Education Section

Take charge of the educational development plans, work related to the senior high school entrance examination and the National College Entrance Examination, enrollment, student status management, education and teaching, and course management of secondary schools and vocational schools in Jing'an District. Advance the reform of and exploration into modernization, internationalization, and informatization. Provide great support for the army.

7. Primary Education Section

Take charge of the educational development plans, enrollment, student status management, education and teaching, and course management of primary schools in Jing'an District. Advance the reform of and exploration into modernization, internationalization, and informatization. Take charge of the special education, and take the lead in the examination, supervision and management, annual inspection, and other managerial affairs of private schools in Jing'an District.

8. Preschool Education Section

Take charge of the management of nurseries and kindergartens for children under 6 years old, promote the managerial affairs like the planning, enrollment, and child care of preschool education, implement the integrated reform of nurseries and kindergartens, and instruct the work of the Childcare Service Guidance Center.

9. Popularization Section of Sports Hygiene and Art

Take charge of the management and guidance of the sports, health, art, science popularization, national defense, and civil defense education of the entire education system, and coordinate the work of the People's Armed Forces Department of Jing'an District, environmental protection, and the Red Cross Society of Jing'an District, Shanghai.

10. Adult and Community Education Section

Take charge of the adult and community education of Jing'an District. Take charge of the examination, approval, and management of private education and training institutions. Take charge of the guidance and examination of the safety work of all basic units in the education system.

11. Policies and Regulations Section

Take charge of research on educational policies, review of the legitimacy of major administrative decisions, administrative law enforcement, and normative documents, administrative reconsideration, administrative litigation, school administration by law, the examination of the government work style and industrial atmosphere, and regulated educational fees, Government Online-Offline Shanghai, government transparency, and the construction of the social credit system.

12. Educational Supervision Office of the People's Government of Jing'an District

Perform educational duties targeting relevant functional departments of the People's Government of Jing'an District according to the law, implement supervision and guidance to the standard school running of schools and other educational institutions, and conduct assessment and monitoring of the status of educational development. Instruct the moral education, psychological health, and family education of schools, coordinate with relevant departments in safeguarding the legitimate rights and interests of primary and secondary students, and protect their healthy growth. Guide the management of work related to languages and characters of Jing'an District.
