Main Responsibilities:
1. Fight against criminal acts
In accordance with the changes in the social security situation and the requirements of the Shanghai Public Security Bureau, the Jing'an Branch of Shanghai Public Security Bureau (hereinafter referred to as the "Jing'an Branch") continuously adjusts the strategy for strike-hard campaigns, clarifies the complex public security areas and prominent public security problems every year, and organizes staged crackdown campaigns together with the relevant area. The investigation departments of economic crime and criminal offence have not only improved their basic investigation methods to upgrade the capability of criminal investigation but also improved the quality of professional investigators in such aspects as the economic crime investigation, drug enforcement and anti-gangs and enhanced the crackdown on economic crime, drug crime, and organized crime, detecting a group of major and key criminal cases. In terms of the street robbery, the Jing'an Branch adheres to deal with these cases in a timely manner and expands the investigation results by giving full play to the intelligence information of similar cases.
2. Emergency response
To strengthen the commanding system and in accordance with the overall arrangement of the Shanghai Public Security Bureau of combining the traffic dispatching center and fire control center into a commanding center, the Jing'an Branch has determined the responsibility and terms of reference of the commanding center and reinforced its authority. The director system has been established, authorizing the director of the commanding center to command and address various emergencies immediately. Meanwhile, the commanding center has strengthened the construction of the communication & information system, taken full use of advanced wired communication system, wireless communication system composed of the digital cluster and general cluster communication systems, and GPS vehicle tracking system, and set up image surveillance points at major intersections and in key places in Jing'an District.
3. Public security prevention and control
According to the unified deployment of the Shanghai Public Security Bureau, the Jing'an Branch has conducted the grid-based street patrol mechanism that divides the jurisdiction of police stations into several patrol areas and carries out 24-hour dynamic management and control of streets. In this way, the capability of preventing, controlling, and quickly responding to street public security problems has been effectively improved, playing a positive role in preventing, controlling, and cracking down on street crimes as well as deterring criminals.
In addition, the Jing'an Branch has further enhanced the construction of community policing, of which the main content includes the management of community population, information collection, public security management & control, security protection, and mass work. As the main body of implementing community policing, police officers of responsible police stations, public security police officers, and patrol police officers have worked together to manage overall security work and form synergy, strengthening the public security efficiency in their responsible areas.
According to the special circumstances of the downtown area, the Jing'an Branch has also strengthened fire management and anti-terrorism efforts. Its Fire Supervision Office has installed simple sprinkler systems to improve the old residential buildings' fire-resistant capability in Jing'an District. Moreover, the inspection of fire safety in key places across the Jing'an District has been enhanced to improve the technological content of firefighting equipment and the personnel's ability to fight the fire, thus improving the overall fire-resistant capability of Jing'an District. The Jing'an Branch has also reinforced the anti-terrorism prevention and control of landmark buildings in Jing'an District, intensified efforts to conduct the regional anti-terrorism aid, and continuously improved emergency plans for dealing with sudden disasters and accidents as well as anti-terrorism activities.
Organization:
1. Commanding Office
Be responsible for implementing public security work of the Jing'an Branch, commanding "110" response in Jing'an District, handling incoming letters and visits from the people, and releasing the government affairs.
2. Politics Division
Be responsible for the cultural publicity, management of officials' affairs, and education, training, and recruitment of police of the Jing'an Branch.
3. Policing Service Division
Be responsible for guaranteeing the policing service of the Jing'an Branch.
4. Discipline Inspection and Supervision Room
Supervise discipline compliance and law enforcement of police officers of the Jing'an Branch, investigate the violation of laws and disciplines, and audit the enforcement of fiscal disciplines in accordance with laws.
5. Police Inspectors Division
Be responsible for supervising the fulfillment of duties of people's police and observing the compliance of disciplines.
6. Legal Office
Guide the legal work of public security of the Jing'an Branch, implement internal supervision of law enforcement, and undertake the work of administrative reconsideration, appeals, responding, claims, and hearings.
7. Criminal Investigation Division
Be responsible for the investigation of various criminal cases in Jing'an District.
8. Public Security Division
Be responsible for the public security of Jing'an District and the management of residency of the region, public security management, social security precaution, and prevention of and crackdown on various criminal acts.
9. Economic Investigation Division
Be responsible for investigating the region's financial crime, destruction of financial management order and securities, counterfeit money, money laundering, corporate crime, market order criminal acts and intellectual property crime, export tax rebates crime, tax evasion, tax resistance, and other economic crimes.
10. Network Security Division
Be responsible for combatting illegal intrusion, destruction of the computer information system, and prevention and investigation of other criminal acts jeopardizing the security of public information network.
11. SWAT
Be responsible for handling major security incidents like violent terrorist crimes, serious violent crimes, riots, disturbance, and mass rogue nuisance, as well as strong confrontational mass incidents, the security of major activities, and patrol duties.
12. Traffic Police Detachment
Be responsible for the region's road traffic management, street security and inspection.
13. Population Management Office
Be responsible for the daily work of the Leading Group Office for Population Services and Management of Jing'an District; improvement of household management and residence permit system in Jing'an District; management of residents' ID card and other identity certificates; research of the rule of illegal and criminal acts of the actual population; guiding and inspecting population-related work of police stations; crackdown on illegal acts related to household registration, ID card, residence permit, and housing rental; maintenance of the actual population information management system; daily management of the community-based management assistants team; and accomplishing other tasks assigned by the higher-level authority.
14. Detention House
Be responsible for carrying out armed detention against detainees, criminal suspects, and convicted criminals with a prison term of less than one year in accordance with national law; educating criminal suspects, defendants, and short-term convicted criminals in such aspects as policies, legal system, situation, and prospect; watching over those who are punished with the security detention or the judicial detention by courts; conducting the temporary custody, physical examination, and transport of personnel with punishment transforming from security detention into labor & detention reeducation.
15. Exit and Entry Management Office
Be responsible for the management of foreign nationals and exit & entry affairs in Jing'an District.
16. Police Station
Be responsible for investigating the various types of public security cases that occurred within the jurisdiction; mastering the enemy, social, political situation of public security information within its jurisdiction, and timely detecting and responding to various types of incidents jeopardizing regional security; assisting relevant departments to address cases; managing daily security of special industries and public areas; guiding and inspecting the security work of enterprises and public institutions within its jurisdiction; managing household registration, residents' ID cards, external population, and key population; receiving cases through “110”, accepting and handling reported cases and settling public disputes on security.
