Main Responsibilities:
Within the jurisdiction: Implement the guidelines, policies, laws, regulations, and rules related to public security work; grasp and analyze the situation affecting social security and develop countermeasures tailored to specific conditions of Jing'an District; prevent, suppress, and investigate criminal activities; maintain social security order and curb acts that threaten social security order; manage household registration, residents' ID cards, firearms and ammunition, controlled knives, along with inflammable, explosive, highly toxic, radioactive and other dangerous goods and special industries according to law; oversee the entry and exit of foreigners within the scope of work of organs at the corresponding level, their stay in China, and the performance of relevant affairs according to law; organize, implement, guide, and supervise fire control work; maintain road traffic safety and traffic order and properly manage motor vehicles and drivers under the responsibility of organs at the corresponding level; guide and supervise the public security work of state organs, social organizations, enterprises and institutions, as well as key construction projects, and the public security defense work of mass public security organizations; be responsible for the security supervision of regional public information networks; execute custody of criminal suspects and prisoners according to law; organize and implement the security guard work for Party and state leaders in Shanghai as well as foreign guests; develop the district public security information technology and criminal technology; oversee the provision of police security necessities such as equipment, uniforms and gear, and funds for the district public security organs; manage the acceptance of administrative reconsideration and response to lawsuits in administrative litigation; undertake other matters assigned by the Shanghai Public Security Bureau and Jing’an District People’s Government.
Organization:
1. Commanding Office
Be responsible for implementing public security work of the Jing'an Branch, commanding "110" response in Jing'an District, handling incoming letters and visits from the people, and releasing the government affairs.
2. Politics Division
Be responsible for the cultural publicity, management of officials' affairs, and education, training, and recruitment of police of the Jing'an Branch.
3. Policing Service Division
Be responsible for guaranteeing the policing service of the Jing'an Branch.
4. Discipline Inspection and Supervision Room
Supervise discipline compliance and law enforcement of police officers of the Jing'an Branch, investigate the violation of laws and disciplines, and audit the enforcement of fiscal disciplines in accordance with laws.
5. Police Inspectors Division
Be responsible for supervising the fulfillment of duties of people's police and observing the compliance of disciplines.
6. Legal Office
Guide the legal work of public security of the Jing'an Branch, implement internal supervision of law enforcement, and undertake the work of administrative reconsideration, appeals, responding, claims, and hearings.
7. Criminal Investigation Division
Be responsible for the investigation of various criminal cases in Jing'an District.
8. Public Security Division
Be responsible for public security and household registration management in Jing'an District and specifically undertake public security management, social security precaution, and prevention and suppression of various criminal acts in the district.
9. Economic Investigation Division
Be responsible for investigating the district's financial crime, destruction of the financial management order and securities, counterfeit money, money laundering, corporate crime, market order criminal acts and intellectual property crime, export tax rebates crime, tax evasion, tax resistance, and other economic crimes.
10. Network Security Division
Be responsible for combating illegal intrusion, destruction of the computer information system, and prevention and investigation of other criminal acts jeopardizing the security of public information networks.
11. SWAT
Be responsible for handling major security incidents such as violent terrorist crimes, serious violent crimes, riots, disturbance, and mass rogue nuisance, as well as strong confrontational mass incidents, the security of major activities, and patrol duties.
12. Traffic Police Detachment
Be responsible for the district's road traffic management, alongside street security and inspection.
13. Population Management Office
Be responsible for the daily work of the Leading Group Office for Population Services and Management of Jing'an District; improvement of household management and residence permit system in Jing'an District; management of residents' ID cards and other identity certificates; research of the rule of illegal and criminal acts of the actual population; guiding and inspecting population-related work of police stations; crackdown on illegal acts related to household registration, ID card, residence permit, and housing rental; maintenance of the actual population information management system; daily management of the community-based management assistants team; other tasks assigned by the higher-level authority.
14. Detention House
Be responsible for carrying out armed detention against detainees, criminal suspects, and convicted criminals with a prison term of less than one year in accordance with law; educating criminal suspects, defendants, and short-term convicted criminals in such aspects as policies, legal system, situation, and prospect; watching over those who are punished with security detention or judicial detention by courts; conducting the temporary custody, physical examination, and transport of personnel with punishment transforming from security detention into labor & detention reeducation.
15. Exit and Entry Management Office
Be responsible for the management of foreign nationals and exit & entry affairs in Jing'an District.
16. Police Station
Be responsible for investigating the various types of public security cases that occurred within the jurisdiction; mastering the enemy, social, political situation of public security information within its jurisdiction, and timely detecting and responding to various types of incidents jeopardizing regional security; assisting relevant departments to address cases; managing daily security of special industries and public areas; guiding and inspecting the security work of enterprises and public institutions within its jurisdiction; managing household registration, residents' ID cards, external population, and key population; receiving cases through “110”, accepting and handling reported cases and settling public disputes on security.
