Main Responsibilities:

1. Carry out the national and municipal laws, regulations, guidelines, and policies of finance and taxation, including the Budget Law, Accounting Law, and Government Procurement Law.

2. Participate in the formation of plans for national economic development and construction, and social development of Jing'an District; leverage fiscal policies to regulate the economic operation and balance the government's comprehensive fiscal strength; manage local government debts; work with relevant departments on drafting and implementing industrial policies.

3. Assume the responsibilities of managing the district government's fiscal budget and financial funds, drawing up and implementing the yearly general public budget and budgets for government-managed funds and state-owned capital operating.

4. Supervise and manage the government non-tax revenue; set the standards and quota for expenditures, examine and approve the yearly budgets and final accounts of all departments (units); strengthen the management on the fulfillment of the budget of land revenue and expenditure; organize the implementation of the treasury management system.

5. Work out, supervise, and manage the procurement system of Jing'an District People's Government.

6. Put into practice the rules and regulations for the management of the state-owned assets of administrative institutions, manage the state-owned assets of administrative institutions within the district in accordance with regulations, and implement the uniformed asset allocation and expense standards.

7. Strengthen the supervision and examination of the usage of financial funds; draw up the fiscal expenditure performance management system and corresponding methods of Jing'an District and organize the implementation of performance evaluation.

8. Be responsible for accounting management of Jing'an District, supervise and standardize accounting behaviors, and carry out the unified national accounting system.

9. Take charge of the inspection of administrative enforcement, the management of administrative reconsideration, and the response to the administrative litigation.

10. Undertake other matters assigned by the CPC Jing'an District Committee, Jing'an District People's Government, and Shanghai Municipal Finance Bureau.

 

Organization:

1. General Office

Handle, coordinate, and supervise the routine work of the department; be responsible for the draft and review of overall reports and documents, information submission and publicity, financial affairs, conference organization, archives management, and logistics services, law-based administration, and information disclosure of the bureau; take the lead in the management of the office automation information system.

2. Section of Personnel, Education and Supervision

Assume the responsibilities, including structural establishment, function adjustment, and staffing management; staff's recruitment, appointment and removal, assessment, award, wage and welfare, personal records, management of retired officials, and relevant management work; publicity, education, and training; the construction of government work style, and industrial atmosphere; discipline inspection and administrative supervision.

3. Budget Section

Carry out the budget management system; formulate the annual draft budget and adjust the departmental budget for the comprehensive balance of the fiscal budget; track and analyze the budget implementation; settle accounts with the municipal financial department; draw up the budget management system; manage government debts and the non-tax revenue budget; work out the mid-term fiscal planning.

4. National Treasury Section

Carry out the budgeting and accounting, and the national treasury management system; implement the reform in the centralized payment of the national treasury; check general budget accounting, formulate final accounts and comprehensive government financial reports; allocate financial funds, and manage bank accounts of budget units; manage non-tax revenue collection; control the purchase of official vehicles.

5. Administration Affairs Section

Draw up management measures for relevant special financial funds; review annual budgets and final accounts, and budget adjustment of administrative institutions in Jing'an District; analyze the implementation of budget expenditures; participate in the formulation, publicity, and training of financial policies and systems of administrative institutions; review fund allocation, supervise and analyze the budget outlays of administrative institutions.

6. Social Security Section

Draw up management measures for relevant special financial funds; review annual budgets and final accounts, and budget adjustment of units within the social security system in Jing'an District; analyze the implementation of budget outlays; participate in the formulation, publicity, and training of policies and systems relating to social security; review fund allocation, supervise and analyze the budget outlays of units within the social security system.

7. Economic Construction Section

Draw up management measures for relevant special financial funds; take the lead in the formulation, publicity, and implementation of the management system for land transfer and infrastructure projects; manage the budget of land revenue and expenditure, track and analyze the budget implementation; take charge of the financial management of infrastructure projects invested by government, and the management of the budgets and final accounts of units within the urban construction system.

8. Enterprise Section

Formulate financial support policies and management measures for all special funds for financial support; take charge of the review and budget layout of financial support policies at all levels, the recommendation for the loan guarantee of small and medium-sized enterprises, the operating budget of the state-owned capital, and various services for enterprises.

9. Accounting Division

Be responsible for accounting management; carry out accounting systems and policies; conduct training on accounting systems implemented by enterprises, and record the accounting computerization; review and approve the qualification application of agent accounting institutions; manage accountants, continuing education, and small bases; collect accounting information reports of enterprises.

10. Supervision Section

Be responsible for financial supervision, inspection, and management; draw up systems, measures, and plans of financial supervision; organize and coordinate financial supervision and inspection on the implementation of various internal and external financial regulations and policies; accept violation tip-offs, investigate and handle illegal and undisciplined cases, and propose opinions and suggestions on handling and punishment.

11. Office of Government Procurement Management

Formulate the operational system and regulations for the government procurement and conduct corresponding publicity and training; supervise the government procurement activities of relevant procurement parties; take charge of the implementation, planning, and management of government procurement projects; examine and approve the application for changing the form and way of government procurement; assess the centralized procurement agencies; accept and deal with relevant complaints.

12. Information Management Section

Take the lead in combing through, formulating, and publicizing management rules during the construction and application of financial informatization; be responsible for the routine management and smooth operation of the machine room, and the development, construction, application, promotion, operation & maintenance management, and security assurance of the financial information system.

13. Section of Asset Management for Administrative Institutions

Supervise and manage state-owned assets of administrative institutions; draw up the state-owned assets management system for administrative institutions in Jing'an District; undertake the management affairs, including investment, lease, lending, disposal, registration of property right, and inspection of assets of the state-owned assets of administrative institutions; build and improve the state-owned assets information system, and conduct the dynamic management on the state-owned assets of administrative institutions in Jing'an District.

14. Performance Evaluation Management Section

Draw up the measure of fiscal expenditure performance evaluation management of Jing'an District; establish and improve the budget performance evaluation system; organize the performance evaluation on budget presentation, implementation, and management; set the performance evaluation indicators and standards; work out, implement, and supervise the management measures for choosing and recruiting intermediary service organizations and experts in the course of the performance evaluation.
