Main Responsibilities:

1. Carry out the laws, regulations, rules, guidelines, and policies of human resources and social security work; draft the plans and policies of human resources and social security work, and supervise and examine the implementation.

2. Carry out the development plan of the human resources market and the human resources flow policies; promote the construction of the integrated and standardized regional human resource market; encourage the rational flow of human resources and effective allocation; be responsible for working out policies that support the development of the human resource service industry.

3. Put the employment development plans and policies into practice, improve the public employment service system, carry out the employment assistance system, and encourage entrepreneurship in order to create more employment opportunities. Improve the practice qualification system; establish the vocational training system for all workers in Jing'an District; draft and implement the policies to cultivate and stimulate high-skilled talents.

4. Carry out the provisions of mediation and arbitration of labor and personnel disputes and the coordination policy of labor relations; perfect the coordination mechanism of labor relations; organize the implementation of labor security supervision; deal with the work related to laborers' rights; and investigate and punish law or discipline violations.

5. Promote the implementation of comprehensive policies for rural migrant workers; coordinate and solve key and difficult problems; safeguard the legitimate rights and interests of migrant workers.

6. Be responsible for the management and implementation of the endowment insurance for urban and rural residents in Jing’an District; implement relevant social security work.

7. Carry out the regulations and policies of personnel management of Jing'an District institutions; guide the reform of the personnel system of Jing'an District institutions; implement the management of technical staff and the policy for continuing education; take the lead in advancing the professional title evaluation; be responsible for the selection and training of high-level technical personnel.

8. Carry out the policies for income distribution, welfare, and retirement of the staff of Jing'an District institutions; establish the wage growth and payment guarantee mechanism; implement the macro-control policy concerning employees' income in enterprises affiliated with Jing'an District; improve the minimum wage system and payment guarantee mechanism; take charge of performance appraisal, award, etc.

9. Be responsible for the forecast warning and information guidance of employment, unemployment, and social insurance funds; formulate a response plan and implement prevention, regulation, and control; keep the employment in Jing’an District stable and all types of social insurance funds make both ends meet.

10. Make an overall plan and guide the work on human resources and social security of sub-districts (towns); be responsible for the establishment of the professional system for community workers; undertaken the matters related to the innovation in the grass-roots social governance of the human resource and social security department.

11. Take charge of responding to lawsuits about administrative reviews and administrative proceedings.

12. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.

Organization:

1. General Office

Be responsible for working out the development plans and summarizing the annual plan for the human resource and social security causes of Jing'an District; assist the Party and government leaders in routine affairs; take charge of supervision and overall coordination of Shanghai Jing'an District Human Resources and Social Security Bureau; deal with such matters as official document processing, proposal handling, information collection, press publicity, archives secrecy, informationization, external cooperation and exchange, petition handling, and logistics guarantee.

2. Organization and Personnel Section

Assist the CPC Jing'an District Committee in strengthening the building of grass-roots Party organs and party members; be responsible for the matters concerning the official team and talents, as well as the publicity and education within the system; take charge of the organization establishment management, the recruitment, appointment, and dismissal of staff, wages and welfare, training and assessment, political examination for overseas (outbound) visits, and affairs related to veteran officials; organize and coordinate the construction of a clean government, the government work style, and industrial atmosphere and spiritual civilization.

3. Finance Section

Be responsible for drafting rules and regulations for the financial management of the bureau; take charge of the annual budget (final account) presentation, daily financial management, and the supervision and management of special funds of human resources and social security in Jing'an District, such as the fund for promoting employment; guide and supervise the financial work of subordinated public institutions; undertake the internal audit of the system.

4. Employment Promotion Section

Manage the employment promotion, draft and implement the employment promotion policies in Jing'an District; take charge of such affairs as employment service, employment driven by entrepreneurship, and the improvement of employment fund management; coordinate and guide the employment promotion of sub-districts (towns); be responsible for drafting vocational skill development plans, comprehensively managing vocational training, and supervising all kinds of training institutions in Jing'an District.

5. Labor Relations Section

Assume the responsibility of building harmonious labor relations in Jing'an District; be responsible for the supervision of labor service agencies; hear the handling and punishment cases of labor security supervision, bring the cases to the court for compulsory execution and hearings; deal with and coordinate emergencies; implement the work on enterprises' back-pay security funds; coordinate and guide the arbitration and mediation of labor and personnel disputes in Jing'an District.

6. Social Security Section

Publicize policies and regulations for social security; manage and instruct social security matters in Jing'an District, such as resident endowment insurance; be responsible for the work-related injury certification, the assessment of staff's work capability, and the affairs related to the educated youth who have married farmers and the land acquisition endowment; handle leftover issues regarding social security.

7. Section for Personnel Management of Public Institutions

Take charge of the open recruitment and post setting of public institutions in Jing'an District; guide and advance the reform of the personnel system of Jing'an District institutions; put into practice the policies for the staff recruitment, assessment, and other matters of public institutions; be responsible for professional title evaluation, examination, recruitment, and management of professional technical workers; undertake the training of counterpart assistance talents.

8. Section for Wage Management of Public Institutions

Comprehensively manage the wages and welfare of public institutions in Jing'an District; be responsible for the management of the gross payroll plan, distribution and comprehensive analysis of the income of the staff of public institutions; implement the policies concerning retirement, welfare, and other matters of the staff of public institutions; take charge of performance appraisal, award, etc.

9. Talent Service Section

Implement municipal and district talent incentive guarantee policies; build a platform for developing and sharing talent resources; optimize the talent development environment within the district; be responsible for the management and service delivery of high-level talents, including excellent talents, leading talents, and experts enjoying special government allowances; take charge of the gradient cultivation of talent teams in Jing'an District.

10. Industrial Development Section

Guide the sound development of the human resource market; work out the development plans and supporting policies for the human resource service industry of Jing'an District; take charge of the coordination of Shanghai Human Resource Service Industrial Park; perform the introduction of enterprises and all kinds of economic tasks assigned by Jing'an District People's Government.

11. Comprehensive Approval Section

Be responsible for the administrative approval of qualifications, labor dispatching, and related affairs of Human resource intermediaries and vocational training institutions; take charge of the review of talent introduction, the application for registered permanent residence, foreigner work permit, worker transfer across provinces and municipalities; undertake the legal affairs of the bureau; take charge of the one-counter handling at the Administration Service Hall, implement the reform of the Government Online-Offline Shanghai, and optimize administrative efficiency.

12. Community Work Section

Make an overall plan and guide the work on human resources and social security of sub-districts (towns); take charge of the recruitment of community workers and the building of the compensation system; comprehensively coordinate the vocational training for community workers; instruct the establishment of the vocational and professional system for community workers of sub-districts (towns) in Jing'an District; undertaken the matters related to the innovation in the grass-roots social governance of the human resource and social security departments.
