Main Responsibilities:

1. Handle the daily administrative affairs of the district government.

2. Draft and review the documents issued in the name of the district government or the general office of the district government as required by the district government leaders; Take charge of drafting, collating, and summarizing of various documents of the district government.

3. Study and approve the matters submitted by all the district government departments, authorities, streets and towns to the district government for approval, bringing forward opinions for the district government leaders to examine and approve.

4. Prepare for the district government meetings and assist the district government leaders in implementing the conference resolutions; Organize large-scale district-based meetings (events) for coordinating and managing the district government system.

5. Collect and report timely important district governmental information to the municipal government and the district government leaders; Take charge of liaison with all district government departments, authorities, streets and towns, and coordinate district government leaders to handle the major problems reported by all departments, authorities, streets and towns to the district government.

6. Urge and check the implementation of the major documents issued by the municipal government or the district government, conference resolutions of the district government, as well as vital instructions of the district government leaders, and report the results in time to the district government leaders.

7. Lead in preliminary selection and collection, division of responsibilities and tracking, supervision, and handling for the annual practical projects and priorities of the district government, and offer sound decision-making service for the district government leaders.

8. Urge and implement the suggestions of the municipal and district NPC members and the proposals of the CPPCC municipal committee that are undertaken by the district government system; Share the work with NPC members in contacting the community masses to find problems and offer supervision feedbacks.

9. Be responsible for the watch-keeping work of the district government and guide the watch-keeping work of the whole system of the district government; assist leaders of the district government in coping with emergencies and major accidents.

10. Cooperate with departments concerned on advancing, guiding, coordinating, and supervising the e-government affairs in the whole district; Undertake construction, application, and management of the office information system of the district government.

11. Undertake advancement of government affairs publicity in the whole district; Specifically undertake advancement, guidance, coordination, and supervision for the government information publicity in the district, formulate work focus, and organize assessment, review, supervision, and examination; specifically undertake the proactive publicity affairs of the district government, handle publicity matters as approved by the district government, and organize the compilation of information publicity guidelines, publicity contents, and annual reports, etc.

12. Carry out investigation and research and give advice on central tasks in all periods in accordance with the requirements of leaders of the district government; Be responsible for the establishment and management of consultative think tanks of the district government to give full play to the consultative and intellectual support of experts and scholars on the economic and social development of Jing'an District.

13. Draft normative documents of the district government, and examine normative documents of the district government and all departments and units of Jing'an District according to relevant laws and regulations; organize the collation and compilation of normative documents of the district government.

14. Be responsible for the organization and implementation of the important meetings, documents, and tasks concerning foreign affairs; examine applications and reports on foreign affairs and work involving foreign countries or foreign nationals; submit the participation of leaders of Jing'an District in activities relating to foreign affairs to the superior leader for approval and coordinate relevant work; be responsible for exchanges and communication between Jing'an District and foreign consulates in Shanghai.

15. Organize and coordinate the important activities of Jing'an District relating to external exchanges; be responsible for projects relating to friendly exchanges and guide relevant units to implement friendly exchange projects of Jing'an District, and promote activities relating to international economic and cultural exchanges.

16. Be responsible for the reception of important foreign guests visiting Jing'an District; plan and coordinate interviews of overseas reporters and assist in external publicity.

17. Be responsible for the centralized management of business trips overseas and in Hong Kong And Macao special administrative regions of people working in Jing'an District; formulate and examine annual plans of overseas (outbound) business trips of Jing'an District and report them to the superior leader; accept applications for overseas (outbound) business trips of Jing'an District; examine and submit the applications and relevant materials of groups to be on business trips to superior leaders for approval, and manage the groups.

18. Apply for passports (passes) and visas (endorsements) for those in Jing'an District to be on overseas (outbound) business trips, and manage the passports (passes); cooperate with relevant departments to carry out pre-trip training, evaluation, and audit.

19. Handle and assist in handling the matters of Jing'an District concerning foreign affairs or foreign nationals; examine matters of Jing'an District relating to the holding of international conferences and report them to superior leaders; cooperate with relevant departments to manage foreign nationals in Jing'an District and be responsible for matters concerning the commendation of foreign nationals.

20. Give guidance to and manage the work of the Jing'an International Exchange Center.

21. Implement policies and guidelines of the CPC Jing'an District Committee and the Jing'an District People's Government on strengthening cooperation and exchanges between Jing'an District and other regions outside Shanghai in economic and social undertakings and other fields.

22. Draft the planning and annual plans of Jing'an District on counterpart support and domestic cooperation and exchanges; be responsible for the routine work of the Jing'an District Counterpart Support and Cooperation & Exchange Work Leading Group Office, and make the overall planning for, organize, coordinate and guide the work of Jing'an District in counterpart support and domestic cooperation and exchanges.

23. Guide the relevant departments of Jing'an District to carry out domestic cooperation and exchanges and liaison and coordinate for and work with relevant departments in cooperative projects in the fields like cross-regional economic and social undertakings; organize relevant units to track, supervise, coordinate, and provide services for key cooperative projects; organize and implement tasks of the Jing'an District People's Government relating to counterpart support.

24. Contact and coordinate with and provide services for enterprises to invest in Jing'an District, give full play to the role of investment associations of enterprises in Jing'an District, and work positively to serve the member units.

25. Be responsible for the reception of Party and government delegations from sister provinces and cities and for work concerning the visit and investigation of leaders of Jing'an District to other places, and Jing'an District's establishment of friendly relations with other regions.

26. Be responsible for the filing, liaison, and relevant services concerning the administrative bodies to be set up in Jing'an District by the people's governments at the county level.

27. Be responsible for work related to the reform of the administrative approval system and effectiveness building.

28. Be responsible for other tasks assigned by the Jing'an District People's Government.

Organization:

1. Secretariat Section

Draft and review the documents issued in the name of the district government or the general office of the district government as required by the district government leaders; handle various documents to bring forward opinions for the district government leaders to examine and approve; arrange executive meetings of the district government; take charge of handling such internal affairs as file management and confidential communication.

2. General Section

Undertake the scheduling for the district government leaders, and relevant liaison, coordination, and document drafting; arrange special meetings of the district government; compile and issue Jing’an Current News and report major governmental information of the district; undertake guidance and evaluation for the governmental information affairs in district government system; take charge of the collection and preliminary selection of practical projects and major work of the district government.

3. Section for Government Affairs Publicity

Undertake advancement of government affairs publicity in the whole district; Specifically undertake advancement, guidance, coordination, and supervision for the government information publicity in the district, formulate work focus, and organize assessment, review, supervision, and examination; specifically undertake the proactive publicity affairs of the district government, handle publicity matters as approved by the district government, and organize the compilation of information publicity guidelines, publicity contents, and annual reports, etc.;

4. Liaison Section

Prepare for important meetings (events) of the district government; take charge of the reception of visits or surveys of the municipal government, higher organs, or brother units; undertake the scheduling for themed field surveys or other activities of the major district government leaders; review the schemes for large-scale district-based meetings (events) in the district government system and then submit them to the district government leaders for examination and approval, and offer relevant organization and coordination service.

5. Organization and Personnel Section

Take charge of organ Party construction, discipline inspection, organization and personnel, financial management, etc.; undertake staff inspection, appointment and dismission, personnel files, salary and welfare, talent introduction, and educational training; care for, contact and serve retired officials according to relevant policies; assist superior organization departments in Party membership dues management and political examination for foreign (outbound) visits.

6. Section for E-Government Affairs

Cooperate with departments concerned on advancing, guiding, coordinating, and supervising the e-government affairs in the whole district; undertake construction, application, and information security management of the e-government affairs platform; take charge of construction, application, and management of the office information system of the district government.

7. Supervision Office of the District Government

Urge and examine the implementation of major decisions, important work, conference resolutions, leaders’ instructions and assigned tasks of the municipal and district governments by the district government departments and authorities; track and supervise the progress of the practical projects and major work of the district government; undertake the supervision tasks assigned by the municipal government, and inspect the response to public opinions; urge and handle the suggestions of the municipal and district NPC members, the proposals of the CPPCC municipal and district committees, and the problems raised by the NPC members through contact with the masses.

8. Section for Reform of Administrative Approval System

Be mainly responsible for the work of the Leadership Group Office for Reform of Jing'an District Administrative Approval System and draft annual working plans on the administrative approval system reform of Jing'an District and organize the implementation; manage administrative approval directory and the corresponding cancellation and adjustment of administrative approval items; guide all departments for administrative approval to further implement the standardized management of administrative approval; guide and coordinate the standardization of the Jing'an District Administrative Service Center; supervise and inspect the standardization of administrative approvals; promote the transformation of government functions, improve the government service system, and enhance the administrative efficiency of the government.

9. Legal Affairs Section

Organize the legal risk study and judgment of major administrative decisions of the Jing'an District People's Government; examine the legality of normative documents of the Jing'an District People's Government and the Office; examine the legality of the contracts or agreements to be signed by the Jing'an District People's Government; file and examine normative documents of the Jing'an District People's Government for various departments, sub-districts, and towns; guide and supervise the formulation and filing work of district-wide normative administrative documents; organize administrative bodies of the whole district to implement the system of administrative normative documents collation, etc.

10. Investigation and Research Section

Organize to draft working reports of the Jing'an District People's Government, the speeches made by main leaders of the Jing'an District People's Government at important meetings like the plenary session of the CPC Jing'an District Committee, the plenary session of the Jing'an District People's Government, and all kinds of special sessions, as well as relevant important documents of the Jing'an District People's Government; organize investigations and studies relating to central tasks of the Jing'an District People's Government and key and difficult issues concerned by the main leaders; establish and improve the information network, give full play to the role of internal and external intellectual resources, and strengthen policy-making consultative services.

11. Foreign Affairs Section

Be responsible for Jing'an District's establishment of friendly relations with foreign cities and regions; be responsible for the reception of foreign guests to Jing'an District and the activities relating to foreign affairs attended by leaders of Jing'an District; guide the reception of foreign guests and work of non-governmental foreign exchanges of Jing'an District; participate in the formulation of plans of Jing'an District's foreign affairs and business visits overseas; manage business visits abroad and in Hong Kong, and Macao regions of China; handle the formalities and management of Jing'an District's invitations of foreign nationals; assist in arranging interviews of overseas reporters and report relevant situations to superior leaders in a timely manner; handle or assist in handling major foreign-related incidents in Jing'an District; examine, approve or report matters related to important international conferences held in Jing'an District to superior leaders; cooperate with relevant departments in the management of foreign nationals in Jing'an District and the commendation of the foreign nationals.

12. Counterpart Support Section

Be responsible for the routine work of the Jing'an District Counterpart Support and Cooperation & Exchange Work Leading Group; study and formulate the counterpart support working plans and organize the implementation of them; be responsible for the coordination and supporting work when the CPC Jing'an District Committee and the Jing'an District People's Government delegations go to the counterpart-supported regions for investigation, survey, exchanges, and so on; be responsible for the liaison, coordination, and relevant services both when people from counterpart-supported regions come to Shanghai and when relevant units of Jing'an District are organized to counterpart-supported regions, for economy and trade investigation, trade shows and expos, cultural exchanges and other activities; organize human resources training courses on the management of administrative abilities of grass-roots officials, the cultivation of professionals and so on.

13. Regional Cooperation Section

Draft working plans, summaries, and reports of the Office and those relating to the regional cooperation and exchanges; be responsible for the processing of official documents of the Office, comprehensive information management, and routine management; be responsible for the reception of Party and government delegations from sister provinces and cities; be responsible for relevant work when the Party and government delegations of Jing'an District visit the cities and provinces with which Jing'an District has established friendly relations; be responsible for the guidance, coordination, and relevant services concerning the offices, chambers of commerce, associations, and other organizations of the governments and enterprises of sister provinces and cities stationed in Jing'an District; organize the implementation of regional cooperative theme activities; be responsible for the registration and filing of organizations established by the governments of sister cities, counties, and provinces in Shanghai.
