Main Responsibilities:

1. Implement national and municipal strategies and policies on economic and social development; put forward strategies for the economic, social, and urban development of Jing'an District, and organize the formulation of medium - and long-term plans for the economic and social development of Jing'an District; be responsible for the balanced linkage of social undertakings, mobilization of national defense economy, and the general economic and social development.

2. Put forward predictive targets for annual national economic and social development, strengthen the prediction, early warning, and monitoring of the national economy, and release important comprehensive economic information; give guiding suggestions on the industrial development of Jing'an District, and formulate the industrial layout plan according to the requirements of national and municipal development plannings.

3. Implement national and municipal guidelines, policies, laws, and regulations of the economic system and social development reform; guide, promote, and coordinate the reform of the economic system and social development; participate in the research and linkage of special economic systems and reform schemes for social development; promote the building of the social credit system of Jing'an District based on the overall planning and implement the tasks related to the establishment of the city-district two-level credit system.

4. Monitor and analyze the operation conditions of district-wide fixed-asset investments; organize the formulation of the investment plan of government-invested construction projects of Jing'an District; examine, approve, and file invested construction projects and report the approved projects to the Shanghai Municipal Development and Reform Commission; carry out energy conservation evaluation and examination of construction projects.

5. Implement national and municipal regulations and policies on energy conservation, and establish and improve the working mechanism, monitoring system, and assessment system of energy conservation; be responsible for the implementation and comprehensive coordination of work in energy conservation of Jing'an District; carry out energy conservation evaluation and examination of fixed-asset investment projects.

6. Implement national and municipal principles, policies, laws, and regulations of pricing; examine, formulate, and adjust prices of the commodities and services priced by the government or priced based on the guidelines of the government that are authorized to be managed by the Jing'an District People's Government according to the administration privilege of prices; be responsible for the management of administrative fees in Jing'an District according to the division of labor; organize and coordinate the monitoring of prices in Jing'an District; carry out the work related to the price authentication of properties involved in the breach of disciplines and in cases proposed by discipline inspection and supervision, judicial, and administrative organs.

7. Be responsible for responding to lawsuits about the administrative review and administrative proceedings and the information disclosure of the government.

8. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.

Organization:

1. General Office

Assist leaders of the Commission in handling routine work; draft annual working plans of the Commission and formulate assessment targets for departments and civil servants of the Commission, and supervise, examine and assess the implementation of the plans and targets; be responsible for secretarial work, reception, petitions, confidential work, and security work; be responsible for work related to organization, personnel, finance, assets management, and logistics.

2. Research Office

Study major issues concerning the economic and social development of Jing'an District, participate in the formulation and research of important policies for the economic and social development of Jing'an District; carry out special investigation and research on economic and social development and organize investigation and research on major issues concerning regional economic and social development according to the arrangements of the Jing'an District People's Government; draft and examine documents and materials of major meetings and activities of the Commission.

3. Industrial Development Section

Give guiding suggestions on the orientation of the industrial development of Jing'an District according to national and municipal development planning and requirements; strengthen the coordination of industrial development and formulate medium-and long-term industrial layout plans; formulate industrial policies in line with the orientation and layout of the industrial development of Jing'an District; guide, promote, and coordinate regional industrial restructuring and the reform of economic development.

4. Development Planning Section

Put forward strategies for the national economic and social development of Jing'an District, organize the formulation of medium- and long-term plans for the national economic and social development of Jing'an District, and balance the industrial layout and various industry plans from a comprehensive perspective; formulate annual national economic and social development plans of Jing'an District, and put forward annual predictive targets of the national economic and social development of Jing'an District.

5. Comprehensive Economics Section

Strengthen the prediction, early warning, and monitoring of the national economic operation, regularly analyze the implementation of annual plans, and put forward regulation and control suggestions for major problems in economic operation in a timely manner; release important comprehensive economic information; formulate assessment and evaluation plans for key areas including the economic development, and supervise and promote the assessment work; undertake the responsibilities of the Economic Mobilization Office.

6. Comprehensive Approval Section

Carry out centralized and united management of matters requiring administrative approval, promote the reform and improvement of the administrative approval system, and strengthen relevant supervision and regulation; organize the publicity, implementation, and the supervision and inspection of the implementation of laws, regulations, and rules, and formulate and issue regulatory documents; examine the investigation of cases in violation of laws, and be responsible for the information disclosure of the government, and for responding to lawsuits about the administrative review and administrative proceedings.

7. Development and Reform Section (Social Credit Promotion Section)

Formulate plans and give implementation advice for social development and reform, carry out research on social development, improve the development analysis mechanism, track and analyze the characteristics of, and changes and problems in social development, and put forward early warnings and offer suggestions; be responsible for the linkage and balance of the development of social undertakings including population, education, culture, health, sports, and social insurance; promote the building of the social credit system of Jing'an District based on the overall planning and implement the tasks related to the establishment of the city-district two-level credit system.

8. Investment Management Section

9. Environmental Resources Section

Establish and improve the working mechanism for energy conservation, formulate overall targets, working plans, assessment mechanisms, and policies of Jing'an District on energy conservation, and coordinate the advancement of various tasks concerning energy conservation according to national and municipal regulations and requirements.

10. Price Management Section

Organize the management of prices of the commodities and services that are priced by the government or priced based on the guidelines of the government according to the limits of authority and the division of labor; manage administrative fees; investigate, supervise, and examine the prices of the important commodities and services managed by the government in cooperation with relevant departments; organize and coordinate the monitoring of prices in Jing'an District.

11. Price Authentication Section

Implement national laws and regulations on price authentication; carry out price authentication for the tangible products, intangible assets, and all kinds of paid services with unclear prices, controversial prices, or market-adjusted prices found in discipline inspection and supervision, judicial and administrative work according to relevant regulations proposed by the Central Government.
