Main Responsibilities:
1. Implement the national and municipal laws, regulations, rules, guidelines, and policies related to science & technology and information technology, and organize to formulate supporting policies and measures.
2. Make medium- and long-term plans of Jing'an District in such fields as technological innovation, information technology construction, and science popularization according to the overall plan of the national economy and social development of Jing'an District, and organize the implementation of these plans.
3. Be responsible for the organization, coordination, and promotion of scientific and technological progress and independent innovation of Jing'an District. Boost the establishment of the system and mechanism for scientific and technological innovation that meet the demand for social progress and economic development, set up a sound mechanism for diversified scientific and technological input, and improve the regional service system for scientific and technological innovation.
4. Work together with relevant departments of Jing'an District to propose suggestions for policies and measures concerning the optimal allocation of scientific and technological resources, and engage in the preparation, utilization, management, and performance assessment of budget and actual budget of special funds for scientific and technological innovation and industrial development in Jing'an District.
5. Conduct the layout work of the scientific and technological industry development of Jing'an District in accordance with the national and municipal deployment, promote the information service industry represented by big data, cloud computing, and artificial intelligence to gather and develop in Jing'an District, facilitate the construction of relevant industries as well as various functional platforms and public service platforms for scientific and technological innovation, and carry out the survey statistics of relevant industries.
6. Take charge of the contact with and service for technology-based enterprises, guide the construction and development of scientific & technological carriers and the introduction of technology-based enterprises, and conduct statistical analysis and service guidance for technology-based enterprises in Jing'an District.
7. Implement the overall coordination of various work of the Jing'an Park of Shanghai Zhangjiang Hi-tech Industrial Development Zone, undertake work of the Office of Management Committee of Jing’an Park of Shanghai Zhangjiang Hi-tech Industrial Development Zone, plus the work of projects for the Special Development Fund for the Zhangjiang National Innovation Demonstration Zone.
8. Implement policies and measures for promoting the transformation and application of scientific and technological achievements, industrialization of high technologies, and integrated development of scientific and technological clusters; organize the declaration for national and municipal projects concerning scientific and technological innovation, innovation funds for technology-based small- and medium-sized enterprises, and high technology achievement transformation projects in Shanghai; foster hi-tech enterprises and promising technological innovation SMEs in Jing'an District.
9. Organize to stipulate planning and policies of Jing'an District for science popularization based on responsibilities clarified in the Law of the People's Republic of China on Promulgation of Science and Technology, and implement these plans and policies.
10. Make joint efforts with relevant departments to conduct the technology talent work, and propel the construction of technological innovation talent team of Jing'an District; draw up the working plan of Jing'an District in regards to foreign experts, and establish the working mechanism for contacting and serving key foreign experts; map out and implement the annual plan for overseas (outbound) training of Jing'an District.
11. Organize, coordinate and promote work like the regional information technology construction, push forward the planning, construction, and application of regional interdepartmental information system, facilitate the development, utilization, integration, and sharing of information resources, and organize the publicity and training of information technology in Jing'an District.
12. Boost and improve the construction of information infrastructure suitable for urban development, accelerate the establishment and perfection of the supporting system for information technology application, and build an information security guarantee system for the e-government network.
13. Complete other tasks assigned by the CPC Jing'an District Committee and the Jing'an District People's Government.
Organization:
1. General Office
Undertake tasks like message handling, secretarial affairs, conference organization, supervision and inspection of work, financial affairs, files, fixed assets, public government affairs, confidential issues, complaints & proposals, security, logistics administrative management, mobilization of scientific and technological information, motions & proposals handling, government affairs service, and efficiency building; assist to conduct domestic and international cooperation in and communication of scientific technology and information technology.
2. Organization and Personnel Section
Assist the CPC Committee to deal with routine work, and execute the primary responsibility work of the CPC Committee for all-round strict Party discipline; carry out the cultivation, selection, appointment & removal, supervision, and management of officials according to the terms of reference and scope of liability for managing officials; take charge of the construction of grass-roots Party organizations of the CPC Committee and the education and management of Party members; coordinate the construction of technological talent team; undertake the staffing, organization establishment, wages, and education and training of the organ and affiliated units; publicize ideological thoughts of the Commission, conduct the building of the spiritual civilization, as well as theoretical learning, ideology, and scientific & technological publicity; carry out the work for the united front and retired officials.
3. Technology Innovation Section
Promote the overall construction of the Shanghai Science and Technology Entrepreneurship Center, and draw up and implement the medium- and long-term development plan for scientific & technological innovation, annual working plan, and supporting policies; boost the development of the information service industry, formulate policies for developing the big data industry, and conduct the implementation and management of special funds; push forward the industrialization of high technology achievements and the incubation of hi-tech enterprises, and undertake the declaration and management of national and municipal scientific & technological projects for promoting the industrial development and scientific & technological innovation of enterprises; contact, guide, and serve technology-based enterprises and provide annual statistics for them.
4. Parks Management Section
Promote the overall construction of the Jing'an Park of Shanghai Zhangjiang Hi-tech Industrial Development Zone, prepare and coordinate the implementation of the medium- and long-term development plan and annual working plan for the Jing'an Park; conduct the declaration and management of projects for the Special Development Fund for Zhangjiang National Innovation Demonstration Zone; carry out the quantity statistics and performance assessment of China Torch Program projects in the Jing'an Park; guide and coordinate the scientific and technological park to conduct carrier construction, policy matchmaking, and enterprise service; boost the construction of the maker space and incubator; accelerate the construction and daily management of Jing'an Park's public service platform and the municipal R&D public service platform.
5. Informatization Promotion Section
Speed up the overall construction of information infrastructure, formulate medium- and long-term plans and programs for building informatization and smart urban area, and coordinate their implementation; guide and promote the open sharing of important data resources; conduct the publicity, training, and statistics of informatization; guide and boost the construction of the e-government key application system, and organize the pre-review of financial fund informatization programs and the acceptance of specific technologies; assist to the matchmaking and implementation of major informatization projects; undertake information security missions assigned by municipal and district cyberspace offices.
6. Comprehensive Service Section
Organize the preparation of planning and policies for science popularization in Jing'an District, and promote their implementation; take the lead in conducting the technological talent work, and work together with relevant departments to make plans and policies for building the technological talent team; initiate the preparation of Jing'an District's working planning for foreign experts, and make joint efforts with relevant departments to contact and serve key foreign experts; undertake the foreigner work permit according to the responsibilities; prepare, guide, and coordinate the annual plan for overseas (outbound) training of professional technicians in Jing'an District; take charge of the foreign affairs of the Commission.
