I. Main Responsibilities
(I) Implement the laws, regulations, rules, guidelines and policies on health and family planning work; research and formulate the development plans, guiding proposal and work program of health and family planning of Jing'an District, and carry out the organization and implementation; synergistically promote the medical and health system reform of Jing'an District.
(II) Study and formulate the prevention and control program of infectious diseases and chronic non-infectious diseases of Jing'an District, and carry out the organization and implementation; strengthen the early warning mechanism to prevent and control the outbreak and spread of the epidemic, and coordinate the relevant departments to prevent, control and intervene in serious diseases; carry out the publicity work on health and family planning, and organize the implementation of national health education and promotion work.
(III) Take charge of the supervision and management of the implementation of family planning policy, prevention and treatment of infectious diseases, health in public places, hygiene of drinking water, medical service of medical and health institutions, material and child hygiene, and blood using safety in blood transfusion services and clinical practice; take charge of improving the comprehensive supervision and law enforcement system for health and family planning of Jing'an District to guide and standardize the administrative enforcement of law.
(IV) Take charge of the qualification management and licensed admission of establishment of district-owned medical and health institutions, health practitioners, clinical application of new medical technology, the delivery of medical service, and configuration of large-sized medical equipment; establish evaluation and supervision systems of medical quality of medical institutions; take charge of the administrative handling of medical disputes; organize citizens to participate in voluntary blood donation.
(V) Take charge of supervising the implementation of the Essential Medicines List in Shanghai; take charge of the use of antibacterial agents, narcotic drugs, psychotropic substances and other drugs, clinical pharmacy work and monitoring work for rational drug use in medical institutions of Jing'an District; take charge of the supply, distribution and management of free family planning contraceptives in Shanghai.
(VI) Take charge of the health and family planning emergency work in Jing'an District and the formulation of contingency plans; take charge of the monitoring & early warning, risk assessment, prevention & control and emergency disposal for public health emergencies; take charge of the medical and health security for important events as well as medical and health rescue for serious emergencies in Jing'an District; take charge of guiding and inspecting the security and fire protection work of grassroots units.
(VII) Formulate development plans of traditional Chinese medicine work of Jing'an District, and guide the establishment and resource allocation of institutions of traditional Chinese medicine and institutions of integrated Chinese and Western medicine; coordinate and push forward the participation of traditional Chinese medicine in public health and community health; manage scientific research projects on traditional Chinese medicine in Shanghai and Jing'an District, and promote the application of traditional Chinese medicine technology.
(VIII) Take charge of formulating, organizing and implementing the development plans of primary health care, community health and family planning of Jing'an District, organizing and implementing the construction of public service system on community health and family planning, and guiding the standardized construction, operation and service of community health service institutions and family planning service institutions.
(IX) Take charge of screening, intervention and other work of material and child hygiene, reproductive health and birth defects in Jing'an District; organize and implement the guidance for community family planning, and comprehensively manage the problem of high sex ratio at birth; improve the relevant mechanisms of Jing'an District, including benefit-oriented family planning, special assistance for families with difficulties practicing family planning and promoting the development of families practicing family planning.
(X) Take charge of the family planning work of floating population of Jing'an District, and exercise dynamic monitoring of family planning for floating population; coordinate and establish the working mechanism of information sharing in health and family planning for floating population of Jing'an District; promote the equalization of basic public services for family planning of floating population.
(XI) Organize and implement the tackling of scientific research projects, construction of major subjects and cultivation of excellent talents in the health and family planning system; take charge of the management of scientific and technological achievements, and guide the transformation and promotion of scientific and technological achievements; take charge of the management of postgraduate medical education and continuing medical education in Shanghai.
(XII) Take charge of the informatization and statistical work of health and family planning in Jing'an District as well as the press publicity of health and family planning in Jing'an District; promote the construction of spiritual civilization and political climate and ethos across the industry; organize and develop international exchange and cooperation, health aid for foreign countries and partner assistance in the fields of medicine & health and family planning.
(XIII) Take charge of the construction of talent teams of health and family planning in Jing'an District, and organize and carry out the work related with the appointment qualification authentication of health professional and technical posts; promote the professionalization of health and family planning teams.
(XIV) Take charge of the work related with acceptance of administrative reconsideration and response to administrative litigation.
(XV) Undertake other assignments designated by People’s Government of Jing'an District.
According to the main responsibilities mentioned above, Shanghai Jing'an District Health and Family Planning Commission has set up 13 sections (offices), as follows:
(I) General Office (Emergency Office)
The responsibilities of the office include: the formulation of medium- and long-term development plans and annual plans for health and family planning; the work of archives, letters and calls, statistics, information disclosure and security & secrecy; files' sending and receiving, office work and legwork, NPC written opinion and CPPCC proposals; foreign affairs work; the management of seals; the coordination of safety production and health emergency.
(II) Organization Section
The responsibilities of the section include: the education & cultivation, selection & appointment and assessment of cadres; the education, development and management of the CPC members; the construction of grass-roots organizations of the CPC; the examination and approval of the people going abroad as well as talent service management; the service management of intellectuals and retired veteran cadres; the work of mass organizations in the system; the work of civil armed forces and double-support in the system; the discipline inspection and supervision in the system.
(III) Publicity and United Front Section
The responsibilities of the section include: the work of publicity, spiritual civilization and united front; the press publicity of health and family planning in Jing'an District; promoting the construction of spiritual civilization and political climate and p ethos; the learning of two-level central groups as well as the education and publicity of professional ethics of employees in the system; organizing and guiding grassroots units to create civilized units, and coordinating and guiding volunteer work; coordinating and guiding the work of democratic parties, ethnic and religious affairs， Taiwan affairs and overseas Chinese affairs in the system.
(IV) Personnel Section
The responsibilities of the section include: the human resource planning as well as the establishment and allocation of health institutions in the system; the recruitment, introduction and employment of personnel in the system, the qualification authentication and appointment of professional and technical posts, as well as the personnel management and wage accounting of in-service and retired personnel; the performance assessment and income distribution management in the system; organizing and providing assistance in the field of medical health and family planning.
(V) Finance Section
The responsibilities of the section include: the construction and implementation of various systems (including financial accounting, management of state-owned assets and government procurement) in the health and family planning system of Jing'an District; funds management, bank accounts, financial budget and final account, financial accounting, commodity price control, state-owned assets, government procurement, internal audit, separation between revenue and expenditure, performance evaluation and the financial management entrusted in the system.
(VI) Science, Education & Information Section
The responsibilities of the section include: the formulation of science and technology development plans of the system; carrying out the management of science and education, and organizing and implementing projects of scientific research, subject construction and cultivation of excellent talents; the management of postgraduate medical education and continuing medical education; formulating work plans for the informatization of health and family planning; the promotion, coordination, supervision and management of informatization work; assisting with the work of partner assistance.
(VII) TCM Development Section
The responsibilities of the section include: formulating development plans for traditional Chinese medicine cause; strengthening the construction of regional service capabilities of traditional Chinese medicine; coordinating and pushing forward the participation of traditional Chinese medicine in public health and community health; coordinating and managing scientific research projects on traditional Chinese medicine in Shanghai and Jing'an District; formulating and implementing training plans for Chinese medicine professionals; promoting the application of appropriate technology of traditional Chinese medicine.
(VIII) Legal Supervision Section (Healthcare Reform Office)
The responsibilities of the section include: formulating legal construction plans; coordinating the relevant units and sections (offices) to complete various work of administration by law; the reform work of administrative examination and approval; the review, supervision, organization and implementation of the work plans and programs; managing and supervising law enforcement teams in a united manner, and standardizing the comprehensive supervision of acts of law enforcement; taking charge of blood donation work of Jing'an District; putting forward measures and suggestions for the execution of national and municipal healthcare reform policies; unifying and coordinating healthcare reform of relevant sections (offices) under the Health and Family Planning Commission.
(IX) Medical Administration Section
The responsibilities of the section include: the medical quality supervision of medical institutions; recording and examining large-sized medical equipment, clinical application of new medical technology and gratuitous treatment according to law; pharmacy administration; implementing the relevant tasks of public hospital reform; promoting the construction of grass-roots health and old-age nursing service systems; leading the comprehensive reform of community health services; health care for cadres, physical examination for conscription and students, medical rescue in public health emergencies and medical security in important events.
(X) Public Health Management Section
The responsibilities of the section include: implementing laws and regulations in public health; guiding, disposing and intervening in regional disease control and prevention, and constructing grassroots public health network; implementing regional immunization program strategy; organizing and implementing the work related with maternal and child health, mental health, prevention and treatment for dental diseases and eye diseases, and food hygiene.
(XI) The District Patriotic Health Campaign Committee Office (Health Promotion Section)
The responsibilities of the office include: deploying and coordinating patriotic health work, and controlling the density of the four pests; guiding, supervising and enforcing laws on the work for eliminating the four pests in units and communities; drawing up and implementing the development plans and annual plans for making Jing’an District a “Health District" and “National Sanitary Zone”; organizing, coordinating and implementing tobacco-control work.
(XII) Family Development Section
The responsibilities of the section include: implementing policies and systems of awards and grants for family planning, and establishing and implementing benefit-oriented family planning mechanism and special assistance mechanism for families practicing family planning in Jing’an District; formulating special plans for family planning of Jing’an District, and promoting and guiding the construction of grassroots family planning service organizations; guiding communities to carry out the construction of family development capabilities, and organizing and implementing the guiding work of community family plans.
(XIII) Family Planning Service & Management Section for Floating Population
The responsibilities of the section include: implementing the laws, regulations, rules and policies on family planning, and promoting the legalization construction of family planning; strengthening the management for the family planning of the floating population, and promoting the equalization of basic public services for family planning; comprehensively manage the problem of high sex ratio at birth, and promoting the informatization of family planning management and services.
The section is also responsible for establishing disciplinary inspection and supervision institutions in accordance with the regulations.
