 (II)      Organization

General Office

As required by and under the direction of competent superior, the General Office is responsible for: handling and coordinating routine businesses; preparing annual work plans and summary reports, and stipulating work regulations; some secretarial work such as drafting and reviewing documents and presentations scripts; managing interagency correspondences, confidential/secrete documentations, files, expedition documents, passwords, work related to letters and visits, as well as office automation; arranging meetings, receptions, liaisons and coordination of logistics support; publicity of taxation rules, legal regulations, press briefing, in-house businesses and government information; operating and maintaining Shanghai Tax (www.tax.sh.gov.cn/jatax) and other related public websites; handling written instructions of deputies to peoples’ congress and CPPCC proposals; auditing document legitimacy; administrative law enforcement work including administrative hearing, reviewing and proceeding; ensuring internal security; drafting and reviewing internal Gazetteers and Yearbooks; managing tangible assets other than IT devices; managing implementation of basic internal construction projects; preparing statistical reports of legal work; leading and organizing investigations for anti-subsidy cases; as well as miscellaneous office work.

The office should also fulfill other duties assigned by leaders of the branch.

Goods and Services Tax Section 

As required by and under the direction of competent superior, the section is responsible for: collecting and managing duties (fees) and funds related to goods and services tax, and property and behavior tax; answering and coping with questions related to implementation of duties (fees) and funds policies; managing reduction and remission of duties (fees) and funds; managing taxation sources and bases of duties (fees) and funds within scope of responsibility; daily administration of relevant duties (fees) and funds, and guiding routine inspection of relevant duties (fees) and funds; participating in developing taxation index evaluation system and early-warning indexes; participating in policy studies with respect to duties (fees) and funds within scope of responsibility and putting forward suggestions to better taxation regulations and policies; participating in taxation tutoring, consulting and legal remedies concerning the duties (fees) and funds within scope of responsibility.

The section is also responsible for implementation of taxation policies and management rules on import and export activities within the scope of jurisdiction; maintaining files pertaining to verification, application, reviewing and approval of export tax reimbursement and remission; participating in development of annual tax reimbursement and remission plans; auditing reimbursement indexes; managing early-warning and evaluation of export tax reimbursement for export firms within scope of jurisdiction; routing management and inspection of taxation of import duty; explaining and coping with general questions pertaining to implementation of relevant tax policies.

The section is also in charge of providing feedbacks regarding the implementation of tax policies.

It should work in conjunction with other functions for better performance in taxation and complete other duties assigned by directors of the branch.

Income Tax Section

As required by and under the direction of competent superior, the section is responsible for: collecting and managing duties (fees) related to business/personal income taxes; answering and coping with questions related to implementation of taxation policies; executing relevant investigations; managing reduction and remission of taxes; organizing tax payment assessment, managing taxation sources and bases, final settlement of duties; daily administration of relevant duties, and guiding routine inspection of relevant duties; participating in taxation tutoring, consulting and legal remedies concerning relevant duties; providing feedbacks regarding the implementation of taxation.

The section is also responsible for implementing relevant tax laws and regulations, as well as international (inter-regional) taxation agreements, protocols or arrangements; organizing tax intelligence exchange and special taxation adjustment; explaining questions and coping with specific business issues.

It should work in conjunction with other functions for better performance in taxation and complete other duties assigned by directors of the branch.

Income Accounting Section

As required by and under the direction of competent superior, the section is responsible for: estimating tax revenue and taxable capacity of areas under jurisdiction; leading the preparation and distribution of annual taxation plans and reimbursement-based transfer plans; applying for index of reimbursement-based transfer; accounting work in overdue tax management; monitoring and inspecting tax payment into and tax refund from the treasury; analyzing and estimating tax revenue; checking and analyzing implementation of taxation plans; collecting and analyzing tax accounting and statistical data; developing tax accounting and index measurement system; monitoring major tax sources, defining criteria for determining major tax sources and reviewing tax data of major sources on a regular basis; drafting, maintaining and implementing regulations pertaining to taxation plans, accounting, statistical analysis and bill management; organizing taxation investigation, material collection, analysis and report; setting internal capital accounts for taxation custody, utilization of accounting titles and accounting methods; performing comprehensive analysis of taxation features and the reason; auditing and managing processing fees with regard to withholding, collecting and levying taxes on a commission basis.

It should work in conjunction with other functions for better performance in taxation and complete other duties assigned by directors of the branch.

Taxpayer Service Section (Taxpayer Service Center)

As required by and under the direction of competent superior, the section is responsible for: upgrading taxpayer service system and platform functions; organizing and guiding taxpayer service of all types of taxes by coordinating other sections and processes; managing the construction of tax service hall and establishing 12366 remote taxation consulting hotline; organizing stipulation of work regulations and operation procedures, policy publicity, taxation consulting, tutoring, tax application service, right/interest protection, credit management, public coordination, legal remedies; working harder, as required, to collect and analyze suggestions of taxpayers, expediting the processing of their appeals, providing targeted but differentiated service; receiving and dealing with complaints; mediating taxation disagreements; organizing and guiding source management, tax payment assessment and routine inspection of large enterprises under jurisdiction.

It should work in conjunction with other functions for better performance in taxation and complete other duties assigned by directors of the branch.

 Levy Management Section

As required by and under the direction of competent superior, the section is responsible for: managing taxation registration, taxation application, VAT invoice and common invoice; maintaining application of anti-forgery tax control system; “one window” data comparison; preparing levy management report; taxation quality appraisal; managing taxation of individually-owned businesses and trade markets; promoting and maintaining tax control tools and comparing data; leading the investigation and organization of taxation management models; leading the implementation of “four-in-one” linkage mechanism integrating tax analysis, evaluation, inspection and source monitoring functions; leading the organization of tax evaluation; leading the analysis and monitoring of levy management; organizing information exchange, analysis and utilization with third-parties; leading the identification of requirements for functional optimization of integrated levy management and secondary development; organizing the settlement and expedition of overdue tax; managing invoice warehouses; cooperating with other civilian and social groups to ensure taxation; monitoring entrusted tax collection agencies; managing routine inspections; coordinating work with  relevant tax inspection bureau;

IT Section

As required by and under the direction of competent superior, the section is responsible for: drafting work plans on IT-based taxation system; stipulating management and supervision regulations to guarantee security and normal operation of information system; processing data and information; working with other sections for data analysis and utilization; supporting relevant functions to organize trainings on the application of information systems; managing the operation and maintenance of 2-level information systems and network equipment; applying and reviewing specialized funds for development of information system and providing suggestions on device and software configuration; managing the acceptance, warehousing and dispatch of information equipment and other related tangible assets; giving advices on the proposal of such equipment and assets.

It should work in conjunction with other functions for better performance in taxation and complete other duties assigned by directors of the branch.

Financial Management Section

As required by and under the direction of competent superior, the section is responsible for: financial management, government procurement management; stipulating financial management regulations; compiling budget and final statement drafts; accounting work; managing the opening, alteration, cancellation and annual inspection of bank accounts; managing the procurement, disposal and renewal of vehicles; managing annual report and inspection of state-owned assets and properties; financial management of capital constructions; drafting and organizing the implementation of annual government procurement plans; accounting of taxation custody capital and processing fees with regard to withholding, collecting and levying taxes on a commission basis; dealing with routines of budget execution and funds management; managing non-tax revenue; dealing with relevant work before and after making uniforms; managing tangible assets and capital; receiving entrusted accounting tasks from the trade union, party/youth league divisions, tax institute and canteen.

The Section should also deal with other assignments by directors of the branch.

HR and Education Section

As required by and under the direction of competent superior, the section is responsible for: organizing and implementing cadre and personnel system and program of qualified personnel development, drafting specific execution plans; preparing cadre management regulations; managing the organization of posts and functions; managing the building of section-level leadership and cadre appointment and dismissal; managing, examining and supervising cadre and section-level candidates within its scope of authority; managing the dispatch, rewarding, penalizing, appraisal, appointment and dismissal, supervision of cadre within its scope of authority, and statistical work of personnel information; managing wages, benefits, personnel records and professional technical positions; leading the administrative credit rating and objective management and appraisal; receiving application of review against personnel penalty.

It is also in charge of drafting education and training plans, annual plans, as well as training and testing regulations; organizing and implementing personnel education and training plans.

In addition, service and management of retired cadre is within the scope of responsibilities of the section;

Supervision Office

As required by and under the direction of competent superior, the Office is responsible for: organizing and implementing discipline inspection and administrative supervision regulations, preparing specific implementation rules; monitoring and inspecting the performance of section/office leadership on practicing democratic centralism, cadre selection/appointment, implementing responsibility system for improving the Party's work style and building clean, honest and diligent government; organizing and coordinating the work pertaining to anti-corruption and building responsibility system for improving the Party's work style and building clean government; organizing honest government education and fostering honest government culture; accepting reports, accusations and appeals against activities of internal personnel in violation of law and regulation, as well as other serious cases; performing law enforcement inspection and correcting illegitimate practices.

The office is also in charge of organizing functions to inspect implementation of tax laws and rules, internal regulations and regulatory documents issued by superior department; implementing the responsibility system of taxation law enforcement and accountability rules for faults in law enforcement, and auditing performance of taxation law enforcement; taking the lead to accept inspection by superior departments and internal audits, urging and rectifying problems identified in such inspection and audit.

The Section should also deal with other assignments by directors of the branch.

Office of Party Committee

As required by and under the direction of competent superior, the Office is responsible for: publicizing and executing the party’s guidelines, principles and policies, practicing resolutions of superior and peer organizations; drafting work plans and implementing routine work related to party building; ensuring Party committee central group study and internal study of political theories; strengthening grassroots party organization; enhancing education and management of party members; educating, fostering and examining applicant for party membership; managing membership admission; dealing with united-front work.

The office is also in charge of ideological and political work, spiritual civilization and cultural development; framing work plans and rules, preparing and implementing relevant regulations and organizing inspection, guidance and evaluation; guiding relevant work of trade union, communist youth league and women's commission.

The Section should also deal with other assignments by directors of the branch.

Jing’an District Branch has set up the following taxation offices:

  1st Taxation Office

Service windows are set for tax declaration, material submission, selling and application of invoices, tax registration and tax-related application;

The office is responsible for managing declaration of all types of tax, Golden Tax System-based filing and return, tax receipt cancellation, verification of dedicated VAT invoices; distributing taxpayer anti-forgery tax control system; Golden Tax System-based data collection, integrating and reporting; accepting tax-related applications; tax registration and alteration.

  2nd Taxation Office

The office is responsible for approving taxation-related matters.

  3rd Taxation Office

The office is responsible for taxation management of firms engaged in legal/accounting/auditing service, public administration and social organization, technical service, education, culture, sports, health and welfare and other commercial services.

  4th Taxation Office

The office is responsible for taxation management of retailers and wholesalers;

  5th Taxation Office

The office is responsible for taxation management of real estate related enterprises.

  6th Taxation Office

The office is responsible for taxation management of enterprises engaged in manufacturing, information & computer technology, consulting and investigation.

  7th Taxation Office

The office is responsible for taxation management of retailers and wholesalers;

  8th Taxation Office

The office is responsible for routine taxation management of foreign invested companies and part of domestic companies within its scope of jurisdiction.

  9th Taxation Office

The office is responsible for taxation management of businesses engaged in finance, enterprise management and service, and representative offices.

  10th Taxation Office

The office is responsible for taxation management of advertising firms and enterprises covered by export rebate policies.

  11th Taxation Office

The office is responsible for tax payment assessment and anti-tax avoidance.

  12th Taxation Office

The office is responsible for tax payment assessment and anti-tax avoidance.

  13th Taxation Office

The office is responsible for inspection of taxation routines.

14th Taxation Office (Risk Control Center)

The office is responsible for undertaking tasks assigned by risk control center of the municipal bureau to arrange risk response actions in a unified way; preparing annual work plans of the branch for risk analysis, monitoring and control; executing routine and specialized risk analysis, monitoring and control programs against the risk sources determined in the joint meeting of the branch; dealing with major risks at district level; monitoring the risk control process and report serious problems to the risk control center of the municipal bureau; defining, designing, verifying and improving risk indexes at district level, and monitoring the status of risk indexes; managing taxpayer risk identification and prioritization at branch level, and taking response measures; assessing performance of risk analysis and monitoring at branch level, preparing performance assessment reports; general data management of the branch, preparing reports on data quality analysis, assigning data cleansing tasks and appraising data quality; managing the collection, processing, analyzing and application of third-party information and intelligence; dealing with management and training of taxation risk analysis and monitoring personnel; implementing other tasks assigned by the joint meeting of the branch.
