Shanghai Jing’an District Civil Affairs Bureau is a district-level governmental department responsible for social and administrative affairs of Jing’an District. The office of bureau also works under the names of Shanghai Jing’an District Social Group Administration Bureau and Shanghai Jing’an District “Two Support” Work Leading Group Office.

I.     Main Responsibilities:

(I)   Implement the national and local laws, regulations, rules, guidelines and policies related to civil service work; organize the formulation of development plan and policies of the civil service work in the district according to the actual situation of the district and overall plan of national economy and social development; formulate annual work plan.

(II)  Take charge of social assistance work of the district; lead the formulation of policies and detailed implementation rules of social assistance of the district; optimize the social assistance system of the district; organize the implementation of urban resident subsistence allowance, medical assistance, temporary assistance and comprehensive social support; take charge of review of including urban severely disabled person into the basic medical security system; take charge of economic status verification of the residents in the district; cooperate with corresponding departments in performing assistance and management of vagrants and beggars.

(III)  Take charge of organization and coordination of disaster relief activities of the district; organize the construction of emergency assistance system of natural disasters; organize disaster situation check, comprehensive disaster situation report, settlement and pacification of disaster-stricken people; take charge of the organization and delivery of the raised disaster relief materials and daily social donation work of the district; take charge of the acceptance, management, distribution and usage supervision of the disaster relief materials.

(IV)  Take charge of preferential treatment of military personnel and their families in the district; take charge of the implementation of the preferential treatments and pension policies; perfect the  work system to support the military personnel and their families; take charge of review, declaration and compliment of revolutionary martyrs; take charge of disability class rating and verification of the disabled persons under administration of the civil affair department; safeguard the legal rights and interests of the people who enjoy the preferential treatment and pension policies; undertake the daily work of the “Two Support” Leading Group Office; take charge of instruction, coordination, urging, evaluation and awarding of the “Two Support” construction in the district.

(V)  Take charge of the reception and settlement of retired soldiers, retired cadres from army and retired (resigned) employees (without military status) from army; instruct the management of sanatoriums for retired cadres from army.

(VI) Take charge of construction of primary-level government and community; formulate opinions, suggestions and policies for construction of primary-level government and community; promote the primary-level democracy politics construction; instruct the primary-level mass self-governance construction; organize and instruct the implementation of democratic election, democratic decision-making, democratic management and democratic supervision by the residents committees.

(VII)  Take charge of instructing the construction of community service system; cooperate with corresponding departments in formulating community service policies; promote coordinated development of community service; instruct the community voluntary service activities; organize the registration of community volunteers; perform supervision and evaluation upon the community service items.

(VIII)  Take charge of social welfare work in the district; formulate policies to support the development of social welfare industry; take charge of orphan assistance; instruct the safeguarding of orphan’s legal rights and interests; instruct the construction of various social welfare facilities and pension facilities; take charge of approval of pension facilities and instruction of service management in the district; promote the home-based care for the aged management; take charge of the management of victims of the historical wrongful convictions; take charge of management of funeral and interment issues in the district.

(IX)  Take charge of promotion of the charity industry of the district; formulate policies to support the charity industry; instruct and implement the charity collection activities; instruct, support and regulate the development of charity organizations; cooperate with corresponding departments in formulating plans and policies to promote the development of voluntary services; cooperate with corresponding departments in commending the volunteer organizations and volunteers.

(X)  Take charge of works related to the elderly in the district; formulate elderly work development plan of the district; coordinate, supervise, inspect and instruct the works related to the elderly in the district; promote the implementation of corresponding laws and regulations related to the elderly; instruct and coordinate the protection of the elderly’s legal rights and interests; take charge of management of the Elderly Work Commission Office of the district.

(XI)   Take charge of the management of the professional social workers and their professional organizations; formulate policies for professionalization of social work; promote construction of social work professionalization and specialization; instruct the social work practices.

(XII)   Take charge of management of welfare enterprises in the district; instruct the production of the social welfare enterprises; supervise and inspect the implementation of protection measures of the disabled employees’ legal rights and interests of the welfare enterprises; take charge of preliminary review of the qualification determination of the social welfare enterprises in the district; take charge of acceptance of the submitted preliminary review of the welfare enterprises’ annual verification.

(XIII)   Take charge of management of welfare lottery of the district; instruct the issuance of social welfare lottery in the district; cooperate with corresponding departments in administering the sales market of social welfare lottery; take charge of approval, supervision and evaluation of the projects funded by the public funds of welfare lottery.

(XIV)   Take charge of administrative division work of the district; take charge of the verification and declaration of the establishment, cancellation, adjustment, renaming and migration of the sub-districts; take charge of demarcation and management of the administrative region boundary of the district; take charge of establishment, cancellation, renaming and naming of the residents committees of the district.

(XV)   Take charge of the management of marriage and adoption registration in the district; take charge of marriage and adoption registration of residents of the district; take charge of management of matchmaking institutions; advocate reform in marriage customs;

(XVI)  Take charge of coordinating the administrative law enforcement for civil affairs in the district; organize the publicity and study of laws and regulations; carry out administrative supervision and inspection, administrative punishment, administrative reconsideration and administrative litigation response of civil affairs.

(XVII)  Take charge of registration management of social organizations in the district; formulate development plans, policies and regulations for social organizations in the district; take charge of preparatory approval, establishment approval and annual inspection of social organizations and private nonbusiness organizations in the district; supervise and administer the activities of social organizations and private nonbusiness organizations, investigate and deal with illegal activities; implement administrative punishments; assist the party building in social organizations and private nonbusiness organizations; contact and coordinate with the competent business units of corresponding social organizations; instruct the social organizations and private nonbusiness organizations in establishing and perfecting various rules and regulations

(XVIII) Take charge of instructing the communities (sub-districts) in cooperating in implementation of civil affairs, such as social welfare, disaster relief, income verification, comprehensive assistance, “Two Support”, social organization construction, charity and poverty relief, pension services and works related to senior citizens, etc.; instruct the communities (sub-districts) in implementation of various social assistance policies; carry out construction of primary-level government and community as well as community services.

(XIX)    Implement other tasks assigned by Party Committee and government of the district.

II.   Organization

According to the abovementioned responsibilities, Shanghai Jing’an District Civil Affairs Bureau has set up eight functional sections (offices), as follows:

(I)   General Office (Discipline Inspection and Supervision Section)

The office is responsible for assisting the bureau leaders in handling daily administrative affairs; coordinating businesses of all sections; performing organization and management of the bureau’s important meetings and reception services; organizing the compilation of civil service development plan, annual work plan & report and comprehensive documents; taking charge of the bureau’s objective management, performing comprehensive coordination and urging of key works; taking charge of coordination of the bureau’s internal administrative affairs and logistics management; formulating various rules and regulations for bureau management, and checking the implementation; taking charge of information disclosure, document receiving and sending, archive management, petition disposal and informationization construction of the bureau; and taking charge of coordinating the administrative law enforcement and administrative supervision for civil affairs.

The office is also responsible for assisting in performing party building, cadre team construction, organization and human resource, discipline inspection and supervision, publicity and education, spiritual civilization construction, foreign affairs, united fronts, confidentiality and works related to old cadres.

(II)  Planning & Finance Section

The section is responsible for management of civil affairs expenditures, bureau administrative expenditure, the bureau extra-budgetary fund and special fund for civil affairs; taking charge of the audits and state-owned assets management; summarizing and submitting various statistical statements of civil affairs system of the district; and guiding the financial management and financial analysis related to civil affairs of the public institutions and sub-districts.

(III)   Social Welfare Section

The section is responsible for management of social assistance of the district; formulating social assistance policies and detailed implementation rules; optimizing the social assistance system; taking charge of organization and coordination of disaster relief of the district; organizing the construction of emergency system for natural disaster relief; instructing the construction of various social welfare facilities and pension facilities; taking charge of approval of pension facilities and instruction of service management; promoting the home-based care for the aged management; supporting, instructing and promoting the development of charity industry in the district, taking charge of the management of victims of the historical wrongful convictions; taking charge of management of funeral and interment issues in the district; instructing the management of the relief stations in the district; instructing the management of resident economic status verification center of the district; instructing the management of social assistance service center of the district; taking charge of management of social welfare enterprises and welfare lottery of the district; instructing the sub-districts in detailed implementation of various social assistance policies; organizing and coordinating the sub-districts in cooperating with the social welfare, disaster relief, resident economic status verification and comprehensive assistance, etc.; and carrying out business training and management.

(IV)   Special Care and Settlement Section

The section is responsible for preferential treatments, pension and subsidy policies for various people under special care and casualty pension of state organ staff; taking charge of review, declaration and compliment of revolutionary martyrs and disability level rating and review of disabled persons under the administration of civil affairs department; taking charge of the instruction, coordination, urging, assessment and awarding of “Two Support” construction of the district; taking charge of the reception and settlement of retired soldiers, retired cadres from army and retired (resigned) employees (without military status) from army; instructing the management of sanatoriums for retired cadres from army; implementing occupational skill training for retired soldiers; instructing the management of sanatoriums for retired cadres from army of the district; instructing the sub-districts in cooperating with the acceptance and preliminary review of the subsidy for people under special care; and instructing the sub-districts in implementing preferential treatment management and information maintenance for people under special care.

(V)  Primary-level Government Construction and Social Work Section

The section is responsible for formulating opinions, suggestions and policies for construction of primary-level government and community; organizing and instructing the implementation of democratic election, democratic decision-making, democratic management and democratic supervision by the residents committees; taking charge of community service system construction, and cooperating with corresponding departments in formulating the community service policies; supporting, instructing and promoting the voluntary service development; performing organization and management of community volunteers; taking charge of management of professional social workers and their professional organizations; promoting construction of social work professionalization and specialization; taking charge of demarcation of the administrative region boundary of the district; instructing the management of community service center of the district; and instructing and coordinating the sub-districts in performing primary-level government construction and community services.

(VI)  Marriage Management Section

The section is responsible for management of marriage registration and adoption registration of the district; publicizing marriage laws, regulations and advocating civilized marriage customs; taking charge of management of matchmaking institutions; and instructing the management of marriage (adoption) registration center of the district.

(VII) Social Organization Comprehensive Service Section

The section is responsible for social organization business training, information collection and edition, action team filing and daily work of social organization bureau; taking charge of business instruction, evaluation, analysis and investigation of standardization construction of social organizations; carrying out appraisal and assessment; instructing the social organizations in implementing business actions and annual inspections; and assisting the party building work of social organizations.

(VIII) Social Organization Registration Management Section

The section is responsible for registration management, daily management and annual inspection of social organizations; contacting and coordinating with the competent business units of corresponding social organizations; instructing the social organizations in implementing business actions; taking charge of salary fund declaration and review; supervising and managing the actions of social organizations; carrying out law enforcement; and taking charge of the construction of early-warning network.
