Shanghai Jing’an District Finance Bureau is a functional department responsible for the integrated management of financial revenue and expenditure of Jing’an District, implementation of financial supervision, and participation of regional macroeconomic regulation and control.

I   Main Responsibilities

(I)              Carry out the guidelines, policies, laws and regulations of national finance; draw up the mid- and long-term financial work planning of Jing’an District; organize the implementation of the Budget Act; compile and implement the fiscal year budget to ensure the balanced budget of Jing’an District.

(II)      Study and coordinate the relationship between economic activities and financial policies & regulations; participate in the research and formulation of financial supporting measures and methods of improving the investment climate, optimizing the industrial structure, and cultivating points of economic growth.

(III)    Be responsible for the accountancy and accounting personnel management of Jing’an District; organize the implementation of the Accounting Act; intensify the efforts to supervise and inspect the implementation of accounting laws and regulations, so as to enhance the authenticity of accounting information, the accounting personnel trainings and assessment of the accountancy.

(IV)    Be responsible for the integrated management for non-tax revenue, government procurement management, and state assets management of administrative institutions of Jing’an District, and the performance management of financial expenditure.

(V)      Participate in the formulation of the planning of the national economic development, major economic construction and development of social undertakings of Jing’an District, as well as the review of major construction projects.

(VI)    Undertake other matters assigned by the CPC Jing’an District Committee and Jing’an District People’s Government.

II Organization

(I)              Internal Agencies

1  General Office

The office handles, coordinates and supervises the routine work of the department. It is responsible for the document circulation, overall conference organization, investigation and supervision on government affairs information and projects, application, development and maintenance of overall computer informatization, information security management, and the publicity, letters & calls, secrecy, financial affairs, general affairs, safeguard and logistics service of financial information.

2  Section of Personnel, Education and Supervision

The responsibilities of the section include: the structural establishment and staffing management; the management on labor wages, and cadres’ assessment, appointment & removal, allocation, retire and personal records; the supervision, education and trainings. It supervises the execution of national taxation laws, regulations and relevant policies by the departments of Shanghai Jing’an District Finance Bureau and staff, and handles reports and accusations in violation of laws or disciplines.

3  Policies and Regulations Section

The section promotes the administrative work according to law, and conducts compliance audits of laws and regulations in respect of normative documents drafted by the Bureau. It is responsible for administrative reconsideration, administrative litigation, administrative penalty & hearings, implementation of the matters relating to the reform of administrative examination and approval system, organization of cleaning normative documents, qualification management of law enforcement officer, and audits on instruments relating to law enforcement of the finance of the Bureau.

4  Budget Section

The responsibilities of the section include: formulating the annual draft budget on the revenue and expenditure of Jing’an District and adjusting the draft budget to achieve the comprehensive balance of the budget revenue and expenditure; settling accounts with municipal financial departments; drawing up the budget management system of Jing’an District; managing the finance of capital construction projects and government obligations; reporting and communicating with the Economic and Financial Committee of the District People’s Congress; assisting the Audit Department to conduct the financial audit; handling the affairs relating to the tax policy; centralizing the administration of setting up and changing the bank account of district-level finance and budget unit; managing non-tax revenue collection and financial notes, and the purchasing power of public organizations under the control of Jing’an District.

5  Administration Affairs Section

The responsibilities of the section include: drawing up management methods relating to financial funds with relevant departments; reviewing annual budgets and final accounts, and budget adjustment of administrative institutions in Jing’an District; analyzing the implementation of budget expenditures; participating in the formulation of financial policies and systems relating to administrative institutions; reviewing and supervising the budget for revenues and expenditures on public welfare fund from sports lotteries, and part of land transfer fees.

6  Social Security Section

The responsibilities of the section include: drawing up management methods relating to financial funds with relevant departments; reviewing the annual accounts of social security fund of Jing’an District; analyzing the implementation of budget expenditures; participating in the formulation of financial policies and systems relating to social security; reviewing and supervising the budget for revenues and expenditures on disabled persons’ employment security fund and public welfare fund from welfare lotteries.

7  Economic Construction Section

The responsibilities of the section include: drawing up management methods relating to financial funds with relevant departments; reviewing annual budgets and final accounts, and budget adjustment of urban construction system units in Jing’an District; analyzing the budget expenditures; participating in the formulation of financial policies and systems relating to urban construction system units; reviewing and supervising the budget for revenues and expenditures on part of land transfer fees.

8  Accounting Section

The section organizes the implementation of national uniform accounting system, to conduct the normative accounting of the enterprises and institutions in Jing’an District. It is responsible for the credit rating and management of financial accounting of enterprises in Jing’an District, preliminary examination of the qualification of the chief financial officer, and the examination and approval of application for agent accounting institution.

9  Supervision Section

The responsibilities of the section include: drawing up the financial supervision system and measures of Jing’an District; organizing and coordinating the special financial supervision and inspection on the implementation of regulations and policies of finance and taxation; organizing to investigate and deal with the case which violates financial and economic disciplines according to law; supervising and inspecting the implementation of financial laws & regulations, policies and systems of internal departments and the units they belong of the Bureau.

10       Inspection Section

The responsibilities of the section include: supervising and inspecting the finance of enterprises which belong to the district, and the control of the internal financial business departments and the units they belong during the implementation; handling the case reported by informant in violation of national financial laws and regulations in the administrated units, and carrying out the inspection, so as to investigate and deal with the case which violates the laws and disciplines.

11       Office of Government Procurement Management

The responsibilities of the office include: formulating the operational system and stipulations to implement the government procurement laws and regulations of Jing’an District; drawing up the centralized procurement catalog; supervising the implementation of law, regulation and system relating to government procurement activities of all parties; examining and approving the application for changing the form and way of government procurement; handling the government procurement complaints.

12       Performance Evaluation Management Section

The responsibilities of the section include: drawing up the measure of fiscal expenditure performance evaluation management of Jing’an District, and performance evaluation indicators and standards; organizing the performance evaluation on the budget making and implementation, and the use of financial funds of Jing’an District; choosing and supervising intermediary service organizations and experts in the course of the performance evaluation.

13       Section of Asset Management for Administrative Institutions

The responsibilities of the section include: drawing up the state assets management system for administrative institutions in Jing’an District; building and improving the state assets information system of district-level administrative institutions; supervising, managing and counting the state assets of district-level administrative institutions.

14       Enterprise Section

The section is responsible for the operating budget of district-level state capital, the review of state-, city-, and district-level financial supporting policies, the recommendation for the loan guarantee of small and medium-sized enterprises, and the annual inspection on foreign-invested enterprises in Jing’an District.

(II)      Directly Subordinate Public Institutions

1  Service Center of Accounting Management

The center is responsible for the management and implementation of the qualifications certificates of accounting personnel, technical title exams, professional knowledge trainings and continuation of education, and information gathering & arrangement of accounting personnel in Jing’an District.

2  National Treasury Payment Center

The responsibilities of the center include: approving and replying to district-level administrative institutions on the budget plan; handling, reviewing and releasing the direct payment and application by the National Treasury on the budgetary fund of district-level administrative institutions; conducting the accounting calculation, information management and account reconciliation of the national treasury payment.
