In November 2015, a new Jing’an District was established after the “Merger of Two Districts” (the original Jing’an District and Zhabei District). With an area of 37 square kilometers, Jing’an enjoys obvious location advantages, strong economic strength, an elegant cultural environment, and an exquisite urban environment.

The CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government put forward a higher positioning for the new Jing’an, that is “a new benchmark in the central urban area and a new highlight in the development of Shanghai”, and a higher requirement “realizing new achievements and creating new situations”. We keep pace with the trend and highlight the vision of the “14th Five-Year Plan”—”International Jing’an: An Outstanding Urban Area”.

Over the years, we have been adhering to the development strategy of “One Axis, Three Belts”, achieving integrated development and comprehensive upgrade of its energy level. We have fully completed the objectives and tasks of the 13th Five-Year Plan and successfully achieved a good start for the 14th Five-Year Plan.

Strength:

Of full tenacity for economic development

 

No one will deny the fact that Jing’an is the most “international” urban area of Shanghai.

As early as more than 100 years ago, West Nanjing Road was a prosperous place. Now, in the business district of West Nanjing Road, you can see the brands of the world’s three major luxury groups—Louis Vuitton Moët Hennessy, Richemont Group, and Kering Group. Most of the world’s leading brands in Shanghai will set up flagship stores and exclusive shops in Jing’an.

At the beginning of July, the business district of West Nanjing Road saw new members. Maison Margiela, MARNI, JIL SANDER, and AMIRI, four pioneer fashion design brands under Italy’s luxury group OTB settled in JC Plaza at the same time, lending fresh impetus to the development of the unveiling economy in Jing’an.

In April 2019, Jing’an became one of the first batches of “Demonstration Zones for the Unveiling of Global New Products” in Shanghai. “Unveiling Economy” has become a shining label of business in Jing’an since 2021. In the first half of 2022, despite the impact of COVID-19, we still introduced 42 first stores of various brands (including four first-stores nationwide), accounting for nearly one-fifth of the total number of first stores introduced in the city. The business district of West Nanjing Road has ranked first in the number of “first-store” in Shanghai for many years.

The building economy of Jing’an is bucking the trend with the popularity of “first-store”. From January to August this year, we have “output” 62 buildings with tax revenue of RMB 100 million, thereinto there are nine buildings with tax revenue of RMB 100 million monthly. The total tax revenue of 200 key buildings in Jing’an was RMB 42.68 billion, accounting for 75.7% of the total tax revenue of Jing’an. Statistics from August show that the occupancy rate of key buildings on West Nanjing Road remained at a high level of 95%, ranking first in the central urban area, demonstrating its strong risk resistance capacity.

In the context of more than two months of “pause” in Shanghai, it is enough for such conspicuous data to prove the strong tenacity of Jing’an’s building economy, which is the “ballast stone” and “source of power” for the recovery and steady development of the regional economy.

It is worth mentioning that last year, the tax revenue of Plaza 66, which was opened in 2001, exceeded RMB 10 billion, becoming the first “RMB-10-billion building” in the central urban area of Shanghai. The building economy has formed an “endogenous virtuous circle” in Jing’an by turning “fixed buildings” into a “vigorous economy”.

The prosperous business and vibrant building ecosystem have become the “strong magnetic field” for high-quality development, attracting leading enterprises in all fields to set up their headquarters in Jing’an, and the headquarters economy is significantly satisfying. Statistics show that in 2021, the whole district saw 12 new regional headquarters of multinational companies, which hit a new high. From January to August this year, a total of eight regional headquarters of multinational corporations settled in. As a result, the district has seen a total of 108 regional headquarters of multinational corporations, with its growth rate, overall scale, and level of headquarters enterprises ranking among the top in Shanghai.

In Jing’an, there are many reasons for large-scale enterprises to stay—from optimizing the environment to “streamlining administration and delegating powers”, and from policy support to talent services. Jing’an will never cease to optimize its business environment.

At the same time, we have taken the leading of the industry as the breakthrough point, strengthened the introduction of regional headquarters of multinational companies and professional institutions of global service providers, and successfully implemented the “Global Service Provider Program”, “Headquarters Economy Enhancement Program” and “Asia-Pacific Operation Headquarters Support Program”. Focusing on the full life cycle of enterprises, we have provided exclusive support under the “One Policy for One Enterprise” and cultivated a number of high-quality enterprises that can gather and allocate resources in the Asia-Pacific region and even the world in terms of trade, investment, supply chain, and R&D.

It must also be pointed out that after the river-crossing governance, the new Jing’an ushers in a broader industrial space. The old Jing’an was of high costs in business, which made the industrial chain serving the headquarters economy hard to be implemented. After the merger of administrative regions, the previously “unaffordable” links of the industrial chain can “overflow” to the north, making the layout more optimized. At the beginning of August, the Asia-Pacific regional headquarters of PRETTL SWH Automobile Division of Germany Integrated Industrial Group was established in Shanghai Shibei High-tech Park, Jing’an District. We are familiar with the time-honored global supplier of auto parts from Germany, but it was the first time to set up an Asia-Pacific regional headquarters in China.

In recent years, a large number of domestic and foreign enterprises in the automobile industry have gathered in Shanghai Shibei High-tech Park. Jing’an, with a larger area and more diversified layers, has drawn an industrial blueprint of “One Axis, Three Belts”. In 2021, the “Three Belts” realized a total tax revenue of RMB 53.58 billion, contributing 63.65% of the region’s totals, making Jing’an the region with the highest energy level and the most intensive factors. A full sense of gain and happiness for residents

     

Shikumen (literally stone gate), retro cars, camping tents... On the morning of September 24, with the transformation of North Maoming Road into a time-limited pedestrian street on weekends, a trendy market was also unveiled in front of Zhang Garden. Citizens either stopped to admire, wandered, or held up their mobile phones to take photos of the trendy under Shikumen, enjoying the outdoor leisure of the autumn on weekends.

The reporter noticed that the fence on one side of Zhang Garden had also been removed, and the simple and unsophisticated Shikumen was decorated with many green plants and flowers. Through the introduction of experiential and leading fashion consumption, Zhang Garden Historical Landscape Conservation Area has been endowed with brand-new commercial functions and business forms.

From the old Jing’an to the new one, the region has expanded, and its strength has been enhanced. However, the refined temperament and innovative spirit have been inherited, especially reflected in the warmth of projects for people’s livelihood.

Jing’an is the central urban area of Shanghai, but it was also one of the urban areas with dense shanty houses in Shanghai. After “The Merger of Two Districts”, the renovation project was regarded as the largest livelihood of the new Jing’an District.

On January 22, 2019, in the renovation and expropriation base of Zhang Garden in Jing’an, residents were excited when the words “The land of Zhang Garden officially enters into force” appeared on the screen. The resident’s dream of a new residence in Zhang Garden came true, and the century-old Zhang Garden has also ushered in the protective renovation.

Zhang Garden, known as the “No.1 Garden on the Sea”, is a residence in Shikumen lane with up to 28 different architectural styles, carrying precious urban historical and cultural heritage resources. However, overload and destructive use have seriously damaged buildings, poor living environments, and low quality of life.

Inheriting the red gene and telling red stories

Through the overall construction of the Party, people are united, inspired, and led to draw a beautiful picture of building a people’s city.

As the core area of the Party’s early activities in Shanghai, Jing’an is of abundant red resources. While building an outstanding urban area, Jing’an has always been committed to telling red stories and inheriting the red gene.

At No. 30, Lane 7, Old North Chengdu Road, two rows of century-old Shikumen buildings stand firmly in the green space. This is the Memorial Site of the Second National Congress of the CPC, formerly known as No. 625 of Fudeli. From July 16 to 23, 1922, the Second CPC National Congress was held here to discuss and study a series of major issues in the early stage of the founding of the CPC.

This year marks the 100th anniversary of the Second National Congress of the Communist Party of China and the adoption of the first Party Constitution of the Communist Party of China. Nowadays, many touching red stories are told at the Memorial Site of the Second National Congress of the CPC.

With the Memorial Site of the Second National Congress of the CPC as the center, revolutionary landmarks are scattered all over Jing’an, including Mao Zedong’s Former Residence Exhibition Gallery in Shanghai, the Former Site Memorial of the CPC Central Military Commission, the Former Secretariat Site of the CPC Central Committee and the Former Site of the Office of the CPC Central Intelligence Agency… Currently, there are 105 historical sites and former sites of red resources in Jing’an, ranking among the top in Shanghai. On the occasion of celebrating the centenary of the founding of the CPC, Jing’an has set up monuments for the first batch of important revolutionary resources, including 11 monuments and four commemorative plates.

Jing’an has been attaching great importance to these precious revolutionary resources. Since July 2019, Jing’an has launched three major actions of “red heritage protection, red gene inheritance, and red brand building” to promote the construction of the red cultural brand. From exhibitions to venues and from books to routes, the red gene of Jing’an will be more carefully guarded to get a deeper inheritance.

In 2021, Jing’an created Fudeli, a non-fiction drama about the history of the Second CPC National Congress, which has finished the tour in ten cities of five provinces and gained numerous fans. The young audience was deeply moved and felt the passionate life and sincerity in the history of the Party through the form of art and music.

In addition, in recent years, we have successfully created Track·Red Prelude - Cradle of the Starting Point, Mark·Cyan Dream, Imprint·Red Mission, Footprint·Red Dawn, and other immersive and innovative situational Party lessons, which were staged in Exhibition Hall of the Old Site of China Labor Union Secretariat Department, Mao Zedong’s Former Residence Exhibition Gallery, Exhibition Hall of CPC Struggle History of Underground Organizations in Shanghai and Liu Changsheng’s Former Residence, and Historical Memorial Hall of the Central Bureau after the Third CPC National Congress on the spot, making red pursuit turn into the model of admiring, experiencing and educating.

As one of the birthplaces of Party building in buildings in Shanghai, we always adhere to the concept of “leading, developing, serving and cohesion” in order to make the power of faith inherited in the red hot land of Jing’an. We have planted the foundation for Party building among the most active economic channels and the most dynamic people in the city, tightened the organizational system, highlighted the political function, and activated the strong red productivity with high-quality Party building.

Now, the Party organizations of new economic organizations and new social organizations in Plaza 66, a 10-billion-building, have been upgraded into the Building Joint Party Committee. Besides, the Building Affairs Committee has been set up to help the governance of business communities and blocks. The community service center stands at the “Viewing Platform” on the 22nd floor of Plaza 66. A mutually symbiotic relationship has been established between the Party building carried out for the workers in buildings and the building economy, which becomes a “gilded signboard” for attracting, securing, and stabilizing investment. At the end of May this year, Plaza 66 took the lead in opening the offline business, thanks to the coordination and assistance of the Building Joint Party Committee and the Party Working Committee of West Nanjing Road Sub-district.
