On April 3, Jing’an District held an intensive commencement ceremony for major projects in the second quarter. The four major projects that intensively commenced construction are all urban renewal projects, including one key industrial project, two residential construction projects, and one cultural facility project. These projects are the Shibei Bailian Innovative Sci-Tech Industrial Center Project, the 240 Hongnanshanzhai Neighborhood Construction Project, the Film Technology Studio Plot (Zhongxing Community C070202 Unit 321-01 Plot Project), and the Jufu China Chic Cultural Center Project, respectively.

Building Future Industrial Innovation Corridor along the Zoumatang River
The main venue of the intensive commencement ceremony was the site of the Shibei Bailian Innovative Sci-Tech Industrial Center Project. Three projects, namely the 240 Hongnanshanzhai Neighborhood Construction Project, the Film Technology Studio Plot, and Jufu China Chic Cultural Center Project, participate via video link.
At the ceremony, Yu Yong announced the intensive commencement of major projects in the Jing’an District in the second quarter. Leaders present at the ceremony jointly started the project by pushing a lever.
The Shibei Bailian Innovative Sci-Tech Industrial Center Project is located in the Shibei High-Tech Park, and it is the first joint transformation and construction project to commence within the entire transformation zone along the Zoumatang River.
The project stretches from Jiangchang Third Road in the east to Pengyuepu Greenbelt in the west and from Zoumatang Greenbelt in the north to Jiangchang West Road in the south. It covers an area of 14,000 m2 and has a total construction area of 73,750 m2. The total investment for the project is RMB 1.15 billion.
The project is a joint development and construction effort by the Bailian Group and Shibei High-tech Group. The two state-owned enterprises at the city and district levels have fully leveraged their respective strengths and efficiently utilized land resources to build a corridor for future industrial innovation with the entire transformation zone along the Zoumatang River in Shibei High-Tech Park at the core.
The reporter learned that this project’s formats and functions fit the industrial positioning of the Shibei High-tech Park. It will introduce advantageous industry clusters such as headquarters economy, digital intelligence economy, and sci-tech innovation economy to build a high-quality, high-standard, and high-level sci-tech innovation research and development center, thereby contributing to the vision of “International Jing’an: An Outstanding Urban Area”.
“This project is the first joint venture developed by Shanghai Bailian Asset Holding Co., Ltd. and Shanghai Shibei Hi-Tech (Group) Co., Ltd. It mainly aims at developing a headquarters economy, a digital intelligence economy, and a sci-tech innovation economy, as well as industries such as supporting industries and intelligent manufacturing in the surrounding areas. We will use the riverside space of the Zoumatang River to create a fashionable sci-tech innovation community that combines landscape and design research and development,” said Lu Honghua, Board Chair of Shanghai Bailian Asset Holding Co., Ltd.

Jufu China Chic Cultural Center to be Unveiled Next Year
As a cultural facility project among the four intensively commenced projects of Jing’an District in the second quarter, the Jufu China Chic Cultural Center Project has attracted much attention. As is learned, the Jufu China Chic Cultural Center Project is located west of Fumin Road, north of Julu Road, south of Yan’an Elevated Road, and east of Guanghuali Residential Community. It was developed and constructed by the Culture and Tourism Bureau of Jing’an District. The project has a total investment of RMB 512.1665 million and covers an area of 1,484 m2 with a total construction area of 3,260 m2. The newly constructed building consists of two floors above ground and two floors below ground, with a height of 9.9 m. Inside the building, there is a preserved traditional Sanheyuan-style residence.
“Once the project is completed, the Jufu China Chic Cultural Center will become a landmark of the Jing’an Modern Drama Valley, a popular destination for drama professionals, and a hub for the public culture of Shanghai citizens.” Chen Hong, Director of the Culture and Tourism Bureau of Jing’an District, said, “The construction will be completed by October 2024, according to the overall construction schedule requirements.”
According to reports, upon the project’s completion, outdoor seating will be installed along Fumin Road for residents’ leisure, and sunken courtyards with cultural amenities will be included, which will create a diverse semi-public space. These community-friendly spaces aim to contribute to the urban space and enrich community life.
Achieving a Good Start and Running a Good Acceleration
So Far, the Project Has Seen an Operation of 490,000 m2
Among the major projects of Jing’an District in the second quarter intensively commenced today, the 240 Hongnanshanzhai Neighborhood Construction Project and the Film Technology Studio Project are residential construction projects.
The 240 Hongnanshanzhai Neighborhood Construction Project is situated in Zhijiang West Road Sub-district, eastwards to the newly built National Fitness Center and school, westwards to Gonghexin Road, southwards to Zhonghuaxin Road, and northwards to Nanshan Road. The development and construction of this project are being undertaken by Shanghai Jing’an Urban Renewal Investment and Development Co., Ltd., a state-owned enterprise under Jing’an District. The project covers an area of 31,300 m2 with a total construction area of 152,800 m2. The total investment for the project is approximately RMB 11.5 billion.
The 240 Hongnanshanzhai Neighborhood, built in 1964, was once a renowned shanty area in the old Zhabei. The houses were dilapidated, poorly lit, and damp. In early 2019, the project to expropriate the area was launched, with investment from Shanghai Land Group and Shanghai Beifang Enterprise (Group) Co., Ltd. This marked the establishment of a new urban renewal mechanism that involved collaboration between the city and district and cooperation between government and enterprises, with a focus on the district. The commencement of this project has also opened up a new path for urban renewal in Jing’an.
As another reconstruction of old areas and plot expropriation project, the Film Technology Studio Plot Project is located on the south side of Zhijiang Middle Road, the north side of Tiantong’an Road, the west side of Dongbaoxing Road, and the east side of Baotong Road. It was developed and constructed by Shanghai Xingcheng Real Estate Development Co., Ltd. The project covers an area of 24,800 m2, with a total construction area of 96,800 m2. The total investment for the project is approximately RMB 6.5 billion. The project is focused on residential reconstruction. With modern Shanghai-style high-rise architecture as its main style, the project fully respects and uncovers the cultural value of existing buildings to renovate and reconstruct cultural relics-protected and history-protected buildings, thereby enabling the coexistence of the exquisite and the weight of the history of the neighborhood. This project aims to enhance product performance and create high-quality residential communities while implementing near-zero energy design requirements.
“Today, there are a total of four projects that have commenced intensively in Jing’an District, with a total construction area of 320,000 m2 and a total investment of RMB 19.6 billion,” said Zhu Linli, Deputy Head of the Construction and Management Committee of Jing’an District. Since the beginning of this year, major project construction in Jing’an District has run a good acceleration and achieved a “good start”. “As of now, we have begun construction on a total of 490,000 m2 and completed nearly 170,000 m2 in the entire district. We plan to leverage this intensive commencement ceremony to further optimize the approval system reform in the field of engineering construction, enhance the business environment, implement the accelerated growth plan for major projects initiated by the CPC Jing’an District Committee, and support high-quality economic and social development in the region.”
