On November 19, Yu Yong, Secretary of the CPC Jing'an District Committee, visited the Civil Affairs Bureau of Jing'an District (the Bureau). During the visit, he conducted a survey, heard work reports, and outlined work requirements.
In his speech, Yu Yong commended the work of the Bureau. He emphasized that the Bureau focused on the central tasks of CPC Jing'an District Committee and Jing'an District People's Government. By prioritizing the needs of the people, the Bureau effectively fulfilled its responsibilities in areas such as basic livelihood security, grassroots social governance, and essential social services, making significant efforts to ensure and enhance the livelihoods of residents. The Bureau has gradually established a hierarchically and separately structured social assistance service system known as Jing'an Public Welfare, an elderly-targeted inclusive and balanced community meal service system named Jing'an Restaurant, and a high-quality and efficient personal government service system referred to as Jing'an Assistance Service. These initiatives have contributed to the high-quality development of civil affairs.
Moving forward, Yu Yong stressed that civil affairs are intrinsically linked to people's livelihoods and resonate deeply with their hearts. He described them as fundamental tasks in social development. The Bureau should strive to establish a civil affairs service guarantee system that aligns with the title of "International Jing'an". Moreover, it should continue to secure public support, implement practical projects, and make persistent efforts to enhance the sense of attainment, happiness and security of the individuals it serves, ensuring these feelings are stronger, more reliable, and more sustainable.
The Bureau should continue to prioritize the protection of people's livelihoods and ensure the prompt delivery of the care of the Party and government to those in need. It must enhance elderly care services by strengthening the elderly care service system and further improving the quality of services provided to seniors. The Bureau should also focus on delivering basic public services in civil affairs, aiming to meet the community's needs for a good life. Besides, it has to emphasize the development and management of social organizations and promote the high-quality development of these organizations in Jing'an District.
The Bureau needs to continue to prioritize Party building and the construction of the official teams. It must firmly adhere to ideological principles, facilitate talent echelon development, and stimulate an internal motivation to drive the advancement of civil affairs. This will enable the Bureau to provide high-quality services that ensure people's well-being.
