To enhance the supervision and management of sewage outlets to rivers and effectively control pollutant discharge, the Bureau of Ecological Environment of Jing'an District (the bureau) recently conducted thorough inspections on sewage outlets along 29.31 kilometers of riverways. Based on the district's specific conditions, this initiative focused on inspections and water quality monitoring of both rectified and newly discovered sewage outlets. The bureau ensured that every outlet was inspected, tested, and, where possible, treated. This effort further consolidated the achievements of inspection and rectification actions regarding sewage outlets.

Perform routine inspections and monitor real-time conditions

The bureau deepened its collaboration with the Water Authority of Jing'an District and Jing'an District's river way office. A long-term mechanism for routine inspections of sewage outlets to rivers was established and enhanced, relying on routine inspections and cleanup operations of the riverways. This approach helped to promptly identify and address potential environmental pollution hazards.

Building on routine inspections, special inspections were conducted from October to November. A new round of comprehensive self-inspection took place along 10 riverways and in eight water bodies within six parks in Jing'an District. The bureau cooperated with the district's river way office to conduct self-inspections on key rivers and lakes in the district. These efforts will enable the bureau to dynamically update sewage outlet data throughout the year and gain a comprehensive understanding of the distribution, quantity, type, and pollutant discharge of sewage outlets to rivers in the district.

In this round of self-inspection, it was found that Shanghai Shibei High-tech Park has numerous sewage outlets to rivers and involves various stakeholders. Given this, the bureau, in collaboration with the park's management committee, conducted a thorough self-inspection on these sewage outlets. They clarified the responsible parties through on-site verification, inspection, and tracing.

Provide guidance and assistance to enhance information completion

The bureau concentrated its inspections on key areas and riverways in the district, including sewage outlets to Dongjiaojing River-Pengyuepu River, Zoumatang River, and Xisitang River-Yujingpu River-Hongkou Port. It carried out related tasks such as classification, identification, inspection, traceability, and information system updates. Additionally, the bureau guided relevant enterprises to enhance their daily management of sewage outlets to rivers.

Enhance data support and improve management and monitoring processes

The bureau closely monitored pollutant discharge data from sewage outlets and regularly conducted airborne water quality assessments near these outlets. It tracked the production and operation of discharging units, effectively consolidating the inspection and traceability of sewage outlets to rivers. These efforts established a solid foundation for the long-term management of sewage outlets.

In the future, the bureau will further deepen its cooperation with the Water Authority of Jing'an District and the district's river way office. It plans to conduct regular joint inspections, continuously enhance sewage outlet records, and strictly combat illegal sewage discharges. Simultaneously, the bureau will strengthen its publicity efforts to raise awareness of river protection among enterprises located along the rivers, thereby continuously improving the water quality in the district's rivers.
