On the afternoon of January 7, the Presidium for the Sixth Session of the Second People's Congress of Jing'an District convened for its inaugural meeting following the preparatory meeting.

During this meeting, Zhong Xiaoyong, Gu Yunhao, Xu Jing, Yang Zhijian, Sun Mingli, Lin Xiaojue, Zhou Wei, and Jiang Tianxi were elected as standing chairpersons of the presidium. The meeting also elected executive chairpersons of the plenary session of the congress and appointed Ma Shiwei, Wang Min, Hua Jierong, and Ke Qi as deputy secretaries-general of the congress.

The meeting approved the congress agenda and set the deadline for representatives to submit their proposals. It received an explanation of the draft by-election procedures and reports from delegations on their discussions about the draft. And it reviewed the draft and decided to submit it for a vote in the congress.

Furthermore, the meeting examined and endorsed the draft voting method for projects aimed at benefiting the people.

The meeting received a report on candidate projects from the Jing'an District People's Government in 2025 and decided to submit the draft projects to the delegations for further deliberation.
