On January 31, 200 private cars collectively departed from Weining Yi, Hui, and Miao Autonomous County in Guizhou Province, marking the official start of organized labor export in Weining in 2025.
Weining, a major county for human resources in Guizhou, has capitalized on the peak period of Spring Festival labor mobility. From January 31 to February 13, the county has provided subsidies for workers returning to work by plane, high-speed rail, train, bus, and self-driving, known as the "Five Batches" approach. It offers "point-to-point, door-to-door" one-stop services, concentrating on transporting migrant workers to Guangdong, Zhejiang, Jiangsu, Fujian, and other places for employment, to boost income and wealth for the workers.
Returning worker Li Shicong expressed, "We are very happy to receive the government subsidies, feeling warm in our hearts." As of February 3, more than 1,100 people in Weining have enjoyed government subsidies and embarked on their journey back to work.

The Fuzhou Municipal Human Resources and Social Security Bureau, in conjunction with the Fujian Provincial Labor and Employment Service Bureau, started on February 2 arranging four chartered planes, one chartered train, 12 chartered vehicles from Kunming, Guiyang, Guyuan, Dingxi, and Chenzhou. This point-to-point charter service transports workers from labor cooperation bases outside the province back to their jobs, ensuring human resource support for striving to achieve a stable and prosperous start in the first quarter.

The Human Resources and Social Security Bureau of Wenshan Zhuang and Miao Autonomous Prefecture in Yunnan Province collaborated with the Human Resources and Social Security Departments of Jing'an District and Hongkou District in Shanghai to plan actively. They conducted the promotion of return-to-work employment services, organized migrant workers to take flights, coordinated with enterprises to arrange airport pickups and accommodations, and ensured the safe and smooth return to work of migrant workers by accurately identifying their return-to-work intentions and setting appropriate times and locations.
Yang Shangcheng is one of over 60 migrant workers from Wenshan, Yunnan, who were among the first to take a free flight to Shanghai to return to work. He stated, "Having this opportunity for free return-to-work flights has eased our financial burden."
