On February 19, Jing'an District's 2025 conference to advance business environment optimization was held at the office building of the district. The attendees included Zhong Xiaoyong, Secretary of the Jing'an District Committee of the Communist Party of China (CPC); Zhai Lei, Deputy Secretary of the CPC Jing'an District Committee and District Mayor; Liu Yun, Level II Bureau Rank Official of the Publicity Department of the CPC Shanghai Municipal Committee and Director of the Development and Reform Office; Lu Aiguo, Level II Bureau Rank Official of the Shanghai Municipal Development and Reform Commission and Director of the Business Office; Gu Yunhao, Director of the Standing Committee of the Jing'an District People's Congress; Ding Baoding, Chairman of the Jing'an District Committee of the Chinese People's Political Consultative Conference; Xu Jing, Deputy Secretary of the CPC Jing'an District Committee; Fu Jun, Member of the Standing Committee of the CPC Jing'an District Committee and Executive Deputy District Mayor; Mei Guangqing, Member of the Standing Committee of the CPC Jing'an District Committee and Deputy District Mayor; Xiao Yeying, Member of the Standing Committee of the CPC Jing'an District Committee and Director of the Publicity Department; Long Wanli, Deputy District Mayor; Jiang Jian, Deputy District Mayor; and Dong Xuehua, Chief Procurator of the Shanghai Jing'an District People's Procuratorate. In addition, key responsible officials from the district's committees, offices, bureaus, sub-districts (towns), functional areas, and state-owned enterprises within Jing'an District also attended the conference. The conference was presided over by Zhai Lei.

Zhong Xiaoyong emphasized the necessity to deeply implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and President Xi Jinping's significant remarks during his visit to Shanghai. He called for the execution of the arrangements made during the city's conference on optimizing the business environment, consistently driving new progress in business environment optimization to better serve high-quality development and modernization in Jing'an.

 

Continuously leading the way in resolutely advancing in-depth business environment optimization

 

Zhong Xiaoyong pointed out that, first, the sense of responsibility needs to be further reinforced. By continuously optimizing the business environment, Jing'an District should attract and gather more top-tier enterprises both domestically and internationally, better convey positive energies, and promote an optimistic outlook. Jing'an District should continuously stimulate the intrinsic motivation and potential of enterprises.

Second, the sense of benchmarking needs to be further strengthened. The relevant officials of Jing'an should thoroughly understand the essence of the city's 8.0 version action plan for optimizing the business environment, identify key focus areas and breakthrough points, and continuously enhance the relevance and effectiveness of its efforts. As a region with a high concentration of domestic and international enterprises, Jing'an District should closely align with The World Bank's B-Ready business environment evaluation system criteria, promptly address shortcomings, and make greater contributions to Shanghai and the nation.

Third, the sense of problems needs to be further enhanced. The relevant officials of Jing'an District should conduct a comprehensive review of existing problems in their work, creating a task list, timetable, and roadmap for addressing shortcomings. With an awareness of urgency, they should promptly rectify the shortcomings in all areas, driving further enhancements in Jing'an's business environment.

Zhong Xiaoyong emphasized that, first, the policies benefiting enterprises should be concise, clear, and efficiently delivered. The content of the policies should be practical for enterprises. In policy formation, common problems faced by enterprises should be promptly translated into general policies to enhance their "effectiveness" and "value". Policy releases should be easily understandable. There should be an emphasis on simplifying complex information and integrating it effectively, transforming "government documents" into "policy essentials". Policy implementation should ensure accessibility. Efforts should be made to promote "enjoying benefits without application", facilitating enterprises' quick access to favorable policies. Additionally, it is important to accelerate the construction of industrial policy service platforms, allowing enterprises to timely enjoy the benefits of policies.

Second, inspections related to enterprises should be coordinated and standardized to improve quality and efficiency. Jing'an District should put in greater effort to standardize administrative inspections concerning enterprises and strive to include more areas under comprehensive supervision. Practical measures should be taken to effectively utilize the "inspection code", continuously improve the "credit + risk" regulatory system, and increasingly promote non-contact inspections.

Third, supporting enterprise growth should involve thoughtful companionship and a focus on timeliness. Jing'an District should implement a "companion-style growth" plan, providing timely guidance and attentive assistance in areas such as market development, technological upgrading, enterprise financing, and ecosystem improvement for enterprises. Particularly when enterprises face significant challenges like M&A or listings, support should be available to alleviate their concerns and help them navigate difficulties. Additionally, efforts should be made to establish an international reputation and create comparative advantages.

Fourth, services for enterprises should combine focused efforts with comprehensive coverage of achieving tangible outcomes. Jing'an District should adopt a systematic approach, offering inclusive public services to various types of enterprises as a whole. Particularly in terms of government services, more "one-stop" reforms should be introduced and the "One-network-wide Handling" initiative should be continuously enhanced. Focused efforts should also be made to practically implement and optimize the "three-level and three-dimensional" service mechanism for different categories of enterprises. It is essential to maintain a sincere and clean relationship by engaging transparently with enterprises and entrepreneurs, helping enterprises resolve challenges and address their practical needs.

 

Placing strengthening cooperation across the district at the core, driving the effective implementation of various efforts to optimize the business environment

 

Zhong Xiaoyong stressed that optimizing the business environment is a major issue related to the overall development of the district and that it is important to firmly establish a mindset of "working as one", fostering a collaborative effort in relevant initiatives. The general leading unit should step up its efforts to study major issues, be bold in coordinating and advancing, and enhance follow-up supervision. Each leading unit should focus on plan formulation, implementation, and overall coordination. Relevant functional units should take proactive measures and actively engage with relevant units and officials. Each sub-district (town) and functional area should leverage its strengths, learn from and compete with one another, and, based on its specific function and industrial positioning, create diverse business brands to elevate the overall standard of the business environment in the district. The district should effectively tell the "Jing'an Story" regarding business services, promoting and interpreting it through various themes and stages. The launch of the "Business Environment-themed Tour in Jing'an" should be leveraged as an opportunity to highlight the Jing'an business brand and attract more enterprises to learn about, invest in, and settle in Jing'an. A greater emphasis should be placed on optimizing the business environment, with bold actions taken and a strong sense of responsibility upheld. Relentless efforts should be made to establish a first-class business environment.

Zhai Lei commented on the work done in the past year to optimize the business environment in the district. Regarding the implementation of the spirit of this conference, he noted that all units, departments, and sub-districts (towns) should swiftly disseminate and learn the content, ensure that all tasks are executed thoroughly with a strong sense of responsibility, mission, and urgency, strive to create a first-class business environment that is market-oriented, rule-of-law-based, and internationalized. Only through these efforts can the district foster a virtuous cycle that enhances the environment, boosts confidence, increases vitality, and drives further development, thereby advancing high-quality economic growth in Jing'an to new heights.

At the conference, Mei Guangqing outlined the key tasks for this year's key tasks concerning business environment. Representatives from the Market Supervision Administration of Jing'an District, Shanghai Jing'an District Human Resources and Social Security Bureau, West Nanjing Road Sub-district, and Shanghai Daning Asset Management (Group) Co. Ltd. shared their insights. Leaders at the conference presented certificates to the units recognized for their outstanding cases in the construction of the business environment in Jing'an District for 2024. The conference also launched the "Win in Jing'an" Business Environment-themed Tour in Jing'an.
