On May 29, the Fourth Meeting of the Second Presidium of the Jing'an District Disabled Persons' Federation convened. Xu Jing, Deputy Secretary of the CPC Jing'an District Committee and Honorary Chair of the Second Presidium of the District Disabled Persons' Federation, attended and addressed the meeting. Fu Jun, Member of the Standing Committee of the CPC Jing'an District Committee, Executive Deputy District Mayor, and Chair of the Second Presidium of the District Disabled Persons' Federation, presided over the meeting. Chen Qihua, Vice Chair of the CPPCC Jing'an District Committee and Honorary Vice Chair of the Second Presidium of the District Disabled Persons' Federation, attended the meeting.

Xu Jing proposed three recommendations for advancing work for people with disabilities this year:

First, strengthen political guidance by consistently integrating the Party's leadership throughout all aspects and stages of disability work. We must enhance theoretical grounding, consistently employing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify hearts and minds. We should deeply comprehend the General Secretary’s significant insights on disability causes, guiding disabled individuals to grasp the truth and practical applications of the Party's innovative theories. We must firmly commit to ensuring that disabled individuals follow the instructions and guidance of the Party and feel gratitude toward the Party. We should advance the advocacy and implementation of contemporary disability philosophies, promoting humanitarianism and modern societal views on disabilities. We must encourage ideas of equality, participation, inclusiveness, and integration, and effectively narrate exemplary tales of support for and self-reliance among disabled individuals. We should promote exemplary figures to foster positivity, cultivating a societal atmosphere and environment of understanding, respect, and assistance for individuals with disabilities.

Second, uphold responsibilities and continuously enhance the quality and efficiency of social security and care services for individuals with disabilities. We must continue optimizing service provision and expanding service offerings. We should deliver high-quality, multi-level, and comprehensive services through systematic arrangements of universal and special benefits, general provisions, and specialized projects. We must innovatively advance service approaches, emphasizing inclusive development for individuals with and without disabilities. We should leverage technological empowerment to enhance the disabled community's foundation for a good life. We must mobilize widespread forces, improving mechanisms involving CPC leadership, governmental responsibility, societal participation, and the active role of disabled individuals' organizations. We should encourage all societal sectors to contribute to this cause. We must develop a high-quality "Fifteenth Five-Year Plan," embedding the protection of equal rights for individuals with disabilities into policy enhancement and enforcement. We should establish a strong foundation for this cause's advancement.

Third, prioritize strengthening core foundations by enhancing the self-improvement of the Disabled Persons' Federation. We must enhance organizational development. We should consolidate the development achievements of village-level associations for persons with disabilities and promote exemplary cultivation practices. We must refine the grassroots organizational system of the Disabled Persons' Federation and improve service effectiveness and organizational inclusivity. We should strengthen team building. We must educate and guide disabled persons' federations and personnel across the district to uphold high standards of professional ethics. We should enhance their skills in supporting individuals with disabilities, earnestly address practical needs, thoughtfully handle concerns, and genuinely serve as close allies for the disabled. We must continue to strengthen conduct improvement. We should regularly conduct visits to communities and families of individuals with disabilities to understand their needs, address challenges, and safeguard their vital interests effectively and sustainably.

The Executive Board of the Disabled Persons' Federation of the District reported to the Presidium on the 2024 work progress and budget execution for people with disabilities, as well as the priorities set for 2025.
