On June 10, a joint meeting on east-west cooperation between Jing'an District, Shanghai, and Wenshan Prefecture, Yunnan, was held. The meeting took place during an inspection and exchange visit led by Zhao Guoliang, Secretary of the Wenshan Prefecture Committee of the Communist Party of China (CPC), along with a delegation. The meeting was attended by Zhong Xiaoyong, Secretary of the CPC Jing'an District Committee, Zhai Lei, Deputy Secretary of the CPC Jing'an District Committee and District Mayor, Xu Jing, Deputy Secretary of the CPC Jing'an District Committee; Mo Liangjin, Member of the Standing Committee and Director of the Organization Department of the CPC Jing’an District Committee, Fu Jun, Member of the Standing Committee of the CPC Jing’an District Committee and Executive Deputy District Mayor, Li Jiansong, Deputy Secretary and Director of the United Front Work Department of the CPC Wenshan Prefecture Committee, Jiang Jun, Member of the Standing Committee and Secretary of the CPC Wenshan Municipal Committee, He Chang'e, Member of the Standing Committee and Secretary of the CPC Yanshan County Committee, Lu Bo, Deputy Governor, Feng Rui, Secretary of the CPC Malipo County Committee, and Pu Jianyong, Secretary of the CPC Guangnan County Committee.
The meeting was presided over by Zhai Lei. It began with a promotional video showcasing Wenshan. Following this, representatives from Wenshan Prefecture, Yanshan County, Malipo County, and Guangnan County presented updates on their regional development and the progress of east-west cooperation. Lu Bo introduced the economic and social development of Wenshan Prefecture, highlighting the effective coordination between achievements made in poverty alleviation and the extensive drive for rural vitalization. He also emphasized the assistance provided by Jing'an District to Wenshan. Fu Jun briefed the economic and social development of Jing'an District and the updates on east-west cooperation.
Zhao Guoliang expressed his sincere gratitude to Jing'an for its longstanding support and care for Wenshan Prefecture. He said that Jing'an District and Wenshan Prefecture have forged a profound friendship through paired assistance and east-west cooperation. Jing'an District has consistently treated Wenshan’s affairs as its own, offering strong support and invaluable assistance to Wenshan's economic and social development. This visit to Jing'an is a journey of learning, gratitude, and cooperation. Wenshan highly values this opportunity for cooperation and is committed to learning from the advanced experience and practices of Jing'an District. Wenshan will further strengthen communication, deepen partnership, and expand the scope of cooperation to maximize the impact. The aim is to achieve even greater outcomes in Shanghai-Wenshan cooperation and jointly pioneer a new chapter in east-west cooperation.
On behalf of the CPC Jing'an District Committee and Jing’an District People’s Government, Zhong Xiaoyong extended a warm welcome to the delegation from Wenshan Prefecture. He also expressed sincere gratitude to Wenshan for its continued support for Jing'an's initiatives and thoughtful care for cadres aiding Yunnan from Jing'an. Zhong Xiaoyong said that since Jing'an paired with Wenshan to offer assistance to it in 1996, they have engaged in pragmatic cooperation over the past 29 years. Their joint efforts in fields such as industrial development, social assistance, talent resources, and labor cooperation have contributed significantly to poverty alleviation. Currently, we are in the last year of the five-year transition period to consolidate and expand the achievements made in poverty alleviation in coordination with the extensive drive for rural revitalization. It also marks the last year of the "14th Five-Year Plan". The mission of east-west cooperation is both significant and far-reaching. Jing'an will fully implement President Xi Jinping's important guiding principles on deepening east-west cooperation and follow the policy decisions of the central government and the requirements of the CPC Shanghai Municipal Committee and Shanghai Municipal People's Government. As always, the district remains committed to strengthening bilateral cooperation and will further enhance collaboration in three key areas:
First, the district will strictly align with the requirements to fully deliver all tasks of paired cooperation. Implementing targeted assistance in the east-west cooperation is a major decision by the CPC Central Committee to promote regional coordinated development and common prosperity. The paired assistance for one city and three counties in Wenshan Prefecture is a glorious mission entrusted to Jing'an by the CPC Shanghai Municipal Committee and Shanghai Municipal People's Government. It also represents an unwavering political responsibility that Jing’an must fulfill. Guided by the principles of "securing the baseline, boosting momentum, and driving revitalization", Jing'an will develop innovative work plans and intensify efforts to advance the implementation of various tasks in annual work projects.
Second, the district will uphold the principle of tailoring measures to local conditions and make targeted efforts to enhance industrial cooperation. Focusing on Wenshan's leading industries such as green energy, biomedicine, and port economy, we will deepen cooperation in jointly developing digital industrial parks, facilitating matchmaking in the Panax Notoginseng industry, and expanding cultural tourism and healthcare initiatives. Leveraging Jing’an’s strengths in emerging sectors such as blockchain, ultra-high-definition audio-visual technology, and beauty and skincare, we will further explore opportunities for industrial collaboration. Together, we will develop a new five-year cooperation blueprint, aligning Wenshan’s needs with Jing’an’s capabilities to maximize the advantages of Jing’an’s platform and support Wenshan’s high-quality growth.
Third, concerted efforts will be made to chart a new vision for collaborative development between our two regions, grounded in win-win cooperation. Building on their strong partnership, the two sides will further enhance their collaborative framework and expand its scope. This includes increasing efforts to select and nurture talent in fields that improve people's well-being, such as education, healthcare, science and technology, and culture. Through innovative approaches, we will help paired regions build robust public service systems. Additionally, we will explore new opportunities to promote the integrated development of agriculture, culture, and tourism. By supporting Jing'an enterprises in achieving growth through cross-regional collaboration, we aim to fully leverage the opportunity of east-west cooperation to drive common development. This initiative will foster resource sharing, complementary strengths, and benefits for all.
Before the meeting, the delegation also visited the AI Experience Hall and Zhang Yuan at Shanghai Shibei High-tech Park to gain insights into Jing'an's advancements in sci-tech innovation, urban renewal, and fashion industries.
