We must make greater efforts to stabilize foreign trade and investment, expedite the landing of major projects and leading enterprises, and actively nurture local enterprises. We must make comprehensive strategies and deployments to drive technological innovation and strive to forge a new path for transformation and development.
Addressing gaps in livelihood and public safety, we must accelerate efforts, expedite urban renewal, and continuously enhance the quality and competitiveness of the district. A sharper focus on precision management is crucial, particularly for active construction sites. For persistent issues like excessive dust pollution, we must implement targeted controls, establish clear protocols, and apply these solutions systematically across similar challenges. Safety management requires rigorous execution. We must strengthen accountability frameworks and enforce strict oversight to enhance the governance level of the district.
Addressing the need to further motivate some officials to demonstrate greater initiative and drive, we must guide all Party members and officials in adopting and practicing the right performance mindset to actively serve both the people and the grassroots, continuously reducing burdens for grassroots organizations and enhancing their capabilities. We must energize our officials across the district, vigorously promoting the "young tiger" spirit of daring to act, compete, and excel. Our goal is to cultivate a team of "four-capacity" officials who have a vision, grasp realities, possess solutions, and show dynamism.

We must lead by example and intensify our efforts in setting the benchmark. As key leaders of our district, members of the Standing Committee must take the lead in integrating learning, inspection, and rectification, strictly implement the requirements of the Central Committee and the CPC Shanghai Municipal Committee, and complete mandated tasks to higher standards.
