Theme Activities of "Practicing the Party Constitution to Strengthen the Foundation and Pressing Ahead with Perseverance to Embark on a New Journey" Held to Commemorate the 103rd Anniversary of the Adoption of the First CPC Party Constitution

On July 22, the theme activities of "Practicing the Party Constitution to Strengthen the Foundation and Pressing Ahead with Perseverance to Embark on a New Journey" were held at the Memorial Site of the Second National Congress of the Communist Party of China (CPC) to commemorate the 103rd anniversary of the adoption of the first CPC Party Constitution. Xiao Yeying, Member of the Standing Committee of the CPC Jing’an District Committee and Head of the Publicity Department of Jing'an District, and Meng Zhongjie, Deputy Secretary of the CPC Committee of East China Normal University and President of the School of Marxism, attended the event and delivered speeches.

During the event, the book Stars at the Dark Night—the Stories about the Original Aspiration at the Birthplace of the Party Constitution was officially launched, and college student representatives were presented with new books. This book is a Party history book tailored for teenagers. It has been jointly launched by the Memorial Site of the Second CPC National Congress, along with the Research Center for the Constitution of the Communist Party of China and East China Normal University. Through storytelling and narrative techniques, the book introduces historical events and heroic deeds associated with the Memorial Site of the Second CPC National Congress, the Former Site Memorial of the CPC Central Military Commission, the Former Secretariat Site of the CPC Central Committee, and the Memorial Hall of the Former Site of the Special Task Division of the Central Committee of the CPC. In the future, this book will be utilized to enhance collaborative education between the Memorial Sites and institutions of higher education, contributing to the development of a high-quality model for the pilot program that deeply integrates revolutionary resources with great ideological and political theory courses in Jing'an District.

To solidly promote the in-depth implementation of the central Party leadership’s eight-point decision on improving conduct, the Memorial Site of the Second CPC National Congress conducted a special exhibition themed "Moral Integrity Fills the Universe" focused on improving Party conduct outlined in the Party Constitution. This exhibition led to the development of the "Special Exhibition Learning Package on Improving Party Conduct Outlined in the Party Constitution". Representatives of Party members working in emerging fields, as well as college student Party member representatives, in Jing'an District received the learning package. The learning package includes the Learning Handbook for Improving Party Conduct in the Party Constitution, micro-Party class videos, electronic exhibitions, and other instructional resources. The aim is to help Party members learn and understand President Xi Jinping's key insights on improving Party conduct and the spirit of the central Party leadership’s eight-point decision on improving conduct.

A theoretical seminar themed "Deeply Implementing the Spirit of the Central Party Leadership’s Eight-Point Decision on Improving Conduct and Making Consistent and Sustained Efforts to Improve Party Conduct" was also held on the same day. Six experts specializing in Party history and Party building delivered keynote speeches centered on the theme.

In his speech entitled "Making Consistent and Sustained Efforts to Improve Party Conduct", Li Zhongjie, Member of the Central Marxist Theory Research and Construction Project Advisory Committee, Vice President of the Chinese Society of History of Communist Party of China, and former Deputy Director of the Party History Research Center of the CPC Central Committee, emphasized that improving Party conduct requires consistent and sustained efforts. He highlighted the importance of enhancing systems, standardizing the power structure, addressing work conduct issues in a targeted manner, ensuring steadfast implementation, and fostering a healthy and dynamic political ecosystem.

Feng Xiaomin, Former Deputy Director and Research Fellow of the Organization Department of CPC Shanghai Municipal Committee and Executive Vice President of the Shanghai Party Building Research Association, emphasized in his speech entitled "Strengthening Adherence to Faith through Behavioral Norms" that the Party Constitution serves as the fundamental behavioral norm for Party members. He explained that the key to improving Party conduct lies in translating principles into actions. By upholding the Party Constitution and related systems, it is essential to preserve the Party's advanced nature and integrity, refine the beliefs of Party members, and achieve sustained and effective improvement in Party conduct

Qi Weiping, a tenured professor at East China Normal University, elaborated on the relationship between implementing the spirit of the central Party leadership’s eight-point decision on improving conduct and the effort to strengthen Party conduct. He emphasized the importance of persistently implementing the spirit of the central Party leadership’s eight-point decision on improving conduct and addressing the underlying issues behind unhealthy practices. Furthermore, it is essential to continuously reinforce enduring and systematic efforts to strengthen Party conduct, foster the Party's advanced nature and integrity, and meet the expectations of the people.

In his speech entitled "The Eight-point Decision Modernizes National Governance", Liu Jingbei, Former Vice President of China Executive Leadership Academy Pudong and Professor at East China Normal University, analyzed how the eight-point decision on improving conduct contributes to the modernization of national governance. By forging core leadership, strengthening spiritual foundations, solidifying public support, and creating a healthy political environment, the eight-point decision continues to serve as a robust foundation and enduring driving force for advancing the modernization of national governance.

Professor Zhou Jingqing, Director of the Research Center for the Constitution of the Communist Party of China of East China Normal University—the Memorial Site of the Second CPC National Congress, delivered a speech analyzing the internal mechanism for working in concert to enhance Party consciousness, improve Party conduct, and tighten Party discipline. She emphasized that the three aspects must be advanced in an integrated manner, with Party consciousness serving as the foundation, Party conduct as the expression, and Party discipline as the safeguard. Efforts to strengthen Party building should be pursued systematically, with a focus on highlighting the exemplary role of leading cadres, establishing a consistent and long-term mechanism, and embracing self-revolution to enhance the Party's advanced nature and integrity.

Zhang Zhiyuan, Executive Vice President and Professor at the School of Discipline Inspection and Supervision at East China University of Political Science and Law, elaborated on the recently revised Regulations on Promoting Frugality and Opposing Extravagance in Party and Government Organs. He proposed understanding the regulations from the perspective of comprehensive coverage, full-process oversight, and full-cycle management. Moreover, he emphasized the importance of adhering to rules, disciplines, and laws while underscoring a strict prohibition of misconduct, rigorous enforcement, and serious implementation. He further highlighted the need to strengthen institutional management to ensure that Party and government organs take the lead in tightening their belts.

At the end, the guests and audience on site also visited the special exhibition themed "Moral Integrity Fills the Universe", which focused on improving Party conduct outlined in the Party Constitution, guided by a tour guide.

The Memorial Site of the Second CPC National Congress emphasized its role as the birthplace of the first Party Constitution and its commitment to building upon its strong foundation of collaboration with East China Normal University in jointly establishing the Research Center for the Constitution of the Communist Party of China. The site aims to continue advancing academic research, public awareness, and ideological and political education centered on the Party Constitution. By leveraging the resources of the Party Constitution, it seeks to empower social development, explore the contemporary value and practical significance of the century-old document, and further integrate revolutionary culture into the lives of the people and the fabric of the city.
