On August 28, the CPC Jing’an District Committee convened an expanded study session in the multifunction hall of the district government building. The session featured a keynote report by Mo Rong, member of the CPPCC National Committee’s Social and Legal Affairs Committee and chief expert at the Chinese Academy of Labor and Social Security, titled "Implementing President Xi Jinping’s Important Directives on Employment: Promoting High-Quality and Full Employment and Building a Talent Hub."
Zhong Xiaoyong, Secretary of the CPC Jing’an District Committee, chaired and addressed the meeting. The session was attended by the CPC Jing’an District Committee members, including Zhai Lei, Gu Yunhao, Ding Baoding, Xu Jing, Zhu Xiaozhong, Mo Liangjin, and Fu Jun.
Zhong Xiaoyong emphasized that employment serves as both a "barometer" of social welfare and a "cornerstone" of stability. It directly impacts people’s livelihoods, sustains healthy economic and social development, and ensures the nation’s long-term prosperity.
We must fully recognize the significance of promoting high-quality, full employment. Employment bridges social welfare and economic development. We must integrate high-quality employment initiatives with regional economic growth, foster a virtuous cycle linking jobs, incomes, and consumption, and thoroughly implement the CPC Shanghai Municipal Committee’s directives for Jing’an District.
We must thoroughly understand the evolving dynamics in advancing high-quality and full employment. The employment landscape transformation driven by shifting growth engines and digital technologies presents both challenges and opportunities. We must proactively respond to emerging industry demands, accurately comprehend the essence of quality employment, and dedicate ourselves to achieving these objectives.
We must fully understand the imperative of fostering high-quality and full employment. The key to effective employment initiatives lies in targeted policies and precise implementation. Industrial development should drive employment growth, with new business models continuously creating fresh job opportunities. Priority should be given to key demographics like university graduates by refining support policies, implementing tailored assistance programs, and expanding market-based employment channels. Addressing structural employment challenges requires aligning educational offerings with labor market needs, ensuring skills development consistent with industry demands. We will enhance our precision-oriented public employment service system, accelerate the development of 15-minute employment service zones, and achieve both qualitative and quantitative employment growth to support Jing’an’s leadership ambitions.
Mo Rong delivered a systematic interpretation of President Xi Jinping’s important discourse on employment, which outlined new ideas, perspectives, conclusions, and requirements. By integrating theory with practice and presenting comprehensive data and illustrative cases, the report provided valuable guidance for advancing employment initiatives across the district, fostering high-quality and full employment, and developing specialized human resources industries.
Fu Jun and Chen Qihua shared their insights on the study topic, linking theoretical understanding with practical work experiences.
