On September 9, the Expanded Meeting of the Standing Committee of the Jing’an District Committee of the Communist Party of China (CPC) and the Meeting of the Leading Group for Party Building of the CPC Jing’an District Committee were held. The meetings deeply studied and implemented General Secretary Xi Jinping’s important instructions on improving Party conduct; conveyed the spirit of meetings attended by the leading groups for Party building of the CPC Central Committee and the CPC Shanghai Municipal Committee; summarized Jing’an District’s learning and educational initiatives for thoroughly implementing the spirit of the Eight-Point Decision on Improving Party and Government Conduct; researched and deployed measures to consolidate and expand the achievements of the initiatives; persistently executed the spirit of the Eight-Point Decision on Improving Party and Government Conduct; and promoted conduct improvement in a normalized and sustainable manner. Zhong Xiaoyong, Secretary of the CPC Jing’an District Committee and Head of the Leading Group for Party Building of the CPC Jing’an District Committee, presided over the meetings and delivered remarks.

The meetings noted that Party organizations across the district had focused on the theme, systematically planned, and meticulously organized, coordinated, and advanced learning and education. They consistently integrated theoretical learning throughout the process, prioritized problem-solving, maintained a strict atmosphere, and emphasized responsibilities. By simultaneously advancing study, inspection, and rectification, they further purified the political ecosystem, enhanced the atmosphere for work and entrepreneurship, and transformed the outcomes of learning and educational initiatives into high-quality development in Jing’an District.

The meetings emphasized the need to resolutely implement General Secretary Xi Jinping’s important directives and the deployments from the CPC Central Committee and the CPC Shanghai Municipal Committee. Starting from learning and educational initiatives, we should persistently uphold the spirit of the Eight-Point Decision on Improving Party and Government Conduct, advance all-round strict Party discipline with a thorough self-revolutionary spirit, and gather strength and fulfill responsibilities through good conduct. This will provide a strong guarantee for Jing’an to firmly take the lead in the construction of Shanghai’s “five centers” and achieve even greater accomplishments.

The meetings also underscored the importance of solidifying ideological foundations through deep learning and understanding. We should grasp the rich connotations and core significance of General Secretary Xi Jinping’s important statements on improving Party conduct, fully comprehend the decisive significance of the “Two Establishes”, consistently uphold the Party’s political discipline and rules, and resolutely practice the “Two Upholds”.

The meetings require that we: First, continuously rectify persistent issues in conduct through systematic measures. We should maintain a simultaneous focus on Party spirit, conduct, and discipline. The issues of misconduct and corruption should be rigorously punished through simultaneous investigation, while the common root causes of both issues should be addressed through simultaneous governance. Efforts should be made to improve Party conduct alongside the Party’s ideological building, organizational construction, and institutional establishment, as well as anti-corruption initiatives, creating a synergetic effect.

Second, promote normalization and sustainability in institutional establishment. We should further enhance our capacity for establishing regulations and addressing both symptoms and root causes. This includes thoroughly identifying weaknesses in the enforcement of regulations, risk points in the exercise of power, and gaps in supervision and management. By consolidating the regulatory framework, we can shift from solving individual problems to tackling categories of issues.

Third, pursue our original aspiration and fulfill our mission through a change in conduct. We should closely align the implementation of the CPC Shanghai Committee’s requirements with the improvement of Party conduct and dare to fight, compete, and lead. We should firmly establish a correct view of official achievements, deeply embrace the concept of a people-centered city, and carefully plan a new batch of public-support projects in conjunction with the formulation of the “15th Five-Year Plan”, to effectively address each of the people’s concerns, worries, and troubles.

Fourth, foster a sound political ecosystem through the implementation of responsibilities. We should effectively enforce the primary responsibility for managing and governing the Party, the supervision responsibility, the responsibilities of the first persons responsible, and the “dual duty on one position” system at every Party organization and leadership role. Efforts should be made to uphold strict discipline, maintain a practical work style, and adhere to integrity to collectively create and maintain a clean and upright political environment.
