To thoroughly study and implement the spirit of President Xi Jinping’s important speech during his inspection of Shanghai, further advance the campaign of Studying the Guiding Principles, Strengthening Party Conduct, and Making New Contributions, and continuously inspire young Party members and cadres to foster an enterprising spirit and develop practical skills through grassroots practice, the Jing’an District convened a work meeting on September 24 to launch the second batch of the “100 Young Party Members Empowering Grid-based Governance” special initiative within district-level government systems. Mo Liangjin, Member of the Standing Committee and Director of the Organization Department of the CPC Jing’an District Committee, attended the meeting and delivered a speech.
The meeting highlighted the importance of further deepening and expanding the successful experiences and practices of the first batch of the Young Party Members Empowering Grid-based Governance. Continued efforts are needed to strengthen the distinctive Jing’an model of integrating government Party members into community grids to empower grassroots governance. Throughout the initiative, the first 116 young Party members remained steadfast at the grassroots level, closely aligning their work with the needs of the people. They demonstrated a strong sense of responsibility and dedication, achieving significant results in serving the grassroots and earning unanimous praise and a warm welcome from grassroots officials and the public. The young Party members served as bridges to continuously dismantle information barriers across departments and regions, efficiently allocate resources, and pool collective efforts to explore the establishment of effective systems.
The meeting emphasized the need to uphold an enterprising spirit and a commitment to achieving practical results, urging ongoing efforts to enrich and enhance both the substance and effectiveness of the initiative for empowering grid-based governance. The young Party members should elevate their political stance and consciously align their actions with the major decisions and deployments of the CPC Shanghai Municipal Committee and the CPC Jing’an District Committee. They should integrate their personal development goals into the broader context of regional development, striving to closely connect concepts, resources, and methods with the needs at the grassroots level. They should also adopt a problem-oriented approach and start with small and concrete initiatives to conduct thorough investigations and research. It is imperative to implement the “one Party branch for one practical matter” project and establish an open competition mechanism for key tasks. By doing so, they can continually broaden their perspectives at the grassroots level and enhance their practical skills. Moreover, they should continue to enhance their professional expertise and foster a pragmatic work style, integrating the genuine capabilities and robust work ethic demonstrated by young Party members and officials in Jing’an into the grassroots grid-based governance. Guided by public satisfaction, they strive to deliver tangible results and earn a solid reputation.
The meeting underscored the necessity of training and enhanced management to continuously expand the entire chain for the growth, development, and reserve of outstanding young officials. All departments and sub-districts should strengthen coordination and collaboration to enhance support, care, and educational development for young Party members and continuously refine and improve the mechanisms for tracking, assessment, and comprehensive evaluation. These efforts will ensure that young Party members remain committed to grassroots governance, deliver excellent performance, and achieve high evaluations. Guided by the special initiative for empowering grid-based governance, efforts should be intensified to deepen and advance mechanisms such as “Dual Reporting, Dual Registration” and “Double-paired Work for Double Promotion” to yield concrete and practical results in district-level government systems.
The district-level Party Working Committee summarized the “100 Young Party Members Empowering Grid-based Governance” special initiative and made arrangements for its further implementation. Representatives of young Party members from the Landscaping and City Appearance Administrative Bureau of Jing’an District, the Health Committee of Jing’an District, and the CPC Committee of the Jing’an District Market Supervision Administration delivered exchange speeches.
At the meeting, a series of “one Party branch for one practical matter” demonstration projects were announced and adopted by representatives of young Party members. These projects focus on key tasks, including achieving full coverage of the Party’s organizational system in emerging sectors, advancing and enhancing grid-based governance through Party building, and implementing the three-year action plan for a quality leap in Jing’an property management.
The meeting was attended by responsible officials from the Organization Department of the CPC Jing’an District Committee and the district-level Party Working Committee, heads of grassroots Party organizations within district-level government systems, sub-district and township officials, as well as representatives of both the first and second batches of young Party members.
