The global launch ceremony for the Pilot Zone for Jing'an Foreign-related Legal Services was held on October 17.
The event was guided by the Shanghai Municipal Bureau of Justice, hosted by the Jing'an District People's Government, and co-organized by the Justice Bureau of Jing'an District and the Working Committee of Jing'an Lawyers of Shanghai Bar Association. The event was attended by about 150 participants, including Zhou Hanmin, Member of the Standing Committee of the CPPCC National Committee and President of the Shanghai Public Diplomacy Association, Zhong Xiaoyong, Secretary of the CPC Jing'an District Committee, Zhai Lei, Deputy Secretary of the CPC Jing'an District Committee and District Mayor, Zhou Wenjie, Deputy Secretary of the CPC Committee of the Shanghai Municipal Bureau of Justice, Wang Xiang, Member of the Standing Committee of the CPC Jing'an District Committee and Secretary of the Politics and Law Committee, Fu Jun, Member of the Standing Committee of the CPC Jing'an District Committee and Executive Deputy District Mayor, heads of relevant municipal departments, and representatives from Chinese and foreign legal service institutions, business associations, colleges and universities, and enterprises. Zhou Hanmin and Zhai Lei addressed the event.
The event released "10 Measures to Accelerate Jing'an District's Development as a Pilot Zone for Jing'an Foreign-related Legal Services". Through targeted measures spanning enterprise recruitment, platform development, legal-tech integration, and talent growth, the district aims to enhance its ecosystem for foreign-related legal services, marking a shift toward systematic, institutionalized, and agentic governance in legal services.
Attending officials inaugurated the "Jing'an Foreign-related Legal Services Alliance (JFLSA)" and presented accreditation to its partners, alongside the think tank and collaborative training base.
JFLSA member representatives signed the "Alliance Consensus", committing to strengthening cooperation in information sharing, business collaboration, talent cultivation, and international exchanges.
JFLSA was established under the guidance of the Jing'an District People's Government and the leadership of the Justice Bureau of Jing'an District. Its members cover multiple entities such as Chinese and foreign law firms, arbitration, mediation, and notary agencies, and judicial appraisal centers. Additionally, it collaborates with the think tank and collaborative training base and its partners to offer comprehensive legal services. JFLSA is committed to establishing a pan-legal service cooperation system for introducing overseas enterprises and assisting Chinese enterprises in global expansion, providing full-chain, one-stop services. By leveraging platforms such as Jing'an Global Connect and the Global Service Provider "One-Stop" Overseas Service Center, it aims to strengthen international exchanges and achieve win-win cooperation.
The event also launched the "zero time lag swift chain & smart sharing" service package. This package integrates three core resources to deliver one-stop, grid-based, and all-weather legal support to enterprises.
"Jing'an District Foreign-related Legal Services·Global Chain Points" provides a panoramic view of overseas legal service contact points, initially spanning key regions including Asia, Europe, North America, South America, Africa, and Oceania. With access to 105 global legal service outlets, it enables enterprises to swiftly access professional support in penetrating target markets. The "Jing'an District Global Legal Escort Directory" features top foreign-related law firms and notary agencies in the district, highlighting their specialties and service fields to facilitate precise matchmaking for legal needs. Jing'an District's "Foreign-related+" legal service list offers tailored solutions to enterprises throughout their overseas expansion journey.
Witnessed by all attendees, participating officials unveiled the Pilot Zone for Jing'an Foreign-related Legal Services. The launch marks the transition of the Pilot Zone for Jing'an Foreign-related Legal Services from blueprint to full implementation. It represents a concrete stride toward international legal standards convergence, embodying an ecosystem transformation from physical clustering to functional influence and from local focus to global engagement.
During the keynote speech session, Zhou Hanmin held in-depth discussions with four distinguished guests on the frontiers of foreign-related legal services. The guests included Chan Chak-ming, former President of the Law Society of Hong Kong, Lawyer in the Guangdong-Hong Kong-Macao Greater Bay Area, and Justice of the Peace, Ma Yi, Vice Chairman of the Council for the Promotion of International Trade Shanghai and Deputy Director of Shanghai International Arbitration Center, and Ji Nuo, Deputy to Shanghai Municipal People's Congress and Director of Fangda Partners. Their insights provided valuable intellectual support for the development of the Pilot Zone for Jing'an Foreign-related Legal Services.
Leveraging this initiative as a strategic pivot, Jing'an District will pioneer reforms in ecological development, factor markets, digital intelligence, and mechanisms. These efforts aim to establish a model zone for Chinese-style foreign-related legal governance, continuously optimize the international business environment, foster global service capabilities, support Shanghai's legal service hub development, and facilitate high-quality overseas expansion of Chinese enterprises with Jing'an's distinctive contribution.
