Reform Background

Located in Shanghai’s central urban area, Jing’an District was a significant area for the Communist Party of China (CPC) during its founding period. The district is home to a concentration of revolutionary sites, including locations tied to the Party’s founding, early organizations, the united front, and the labor movement. These resources bear witness to the key stages of the CPC’s development from its inception to maturity, serving as unique platforms for education on ideals and convictions.

During the 14th Five-Year Plan period, Shanghai implemented the “CPC’s Birthplace Exploration and Publicity Project”, which called for comprehensive planning, systematic protection, and revitalized use of revolutionary resources. The project set a construction goal of “one memorial hall and five sites,” with Jing’an District responsible for preparing three of the sites. With the combined efforts of the municipal and district governments, the three sites—the Former Site Memorial of the CPC Central Military Commission, the Former Secretariat Site of the CPC Central Committee, and the Memorial Hall of the Former Site of the Special Task Division of the Central Committee of the CPC—were completed and opened to the public during the 14th Five-Year Plan period.

However, practical work still faced challenges, including a limited talent pool, traditional communication methods, outdated intelligent exhibition and technological protection practices, and insufficient integration of revolutionary culture with tourism, commerce, and sports.

To address these bottlenecks, the Publicity Department of the CPC Jing’an District Committee, together with departments responsible for Party history research, culture and tourism, and education, conducted a comprehensive survey of the district’s revolutionary resources. This survey systematically reviewed the current distribution, protection status, and utilization effectiveness of revolutionary resources. They put forward an overall strategy centered on institutional and mechanism reforms, with digital empowerment and culture-tourism integration as key drivers. The plan identifies four focal areas for revolutionary resources—“Rooting Ideals and Shaping Souls”; “Discovery and Research”; “Collaborative Protection”;—and revolutionary culture—“Innovative Communication.” By coordinating resources, integrating strengths, and developing new platforms, the district aims to transform the strengths of its revolutionary culture into advantages for urban development. Through explorations undertaken in the early phase of the 14th Five-Year Plan, Jing’an District has achieved initial success in the survey and registration of revolutionary resources, construction of signature venues, institutional innovation, theoretical research, and brand building:

Important revolutionary sites have undergone systematic cataloging and graded protection. The influence of the revolutionary culture brand “Birthplace of the First Party Constitution” continues to grow, and “Fudeli” has emerged as a new signature IP for Jing’an’s revolutionary culture. By presenting the story of the Second National Congress of the CPC and the birth of the first Party Constitution from multiple perspectives, the visibility and influence of Jing’an’s revolutionary culture have been greatly enhanced.

In addition, leveraging the unique historical resource of the Second National Congress and the adoption of the first Party Constitution, Jing’an District and East China Normal University jointly established the Research Center for the Constitution of the Communist Party of China (launched in January 2024), dedicated to research on the history and theory of the Party Constitution. During the 14th Five-Year Plan period, Jing’an District completed several Party history research projects, including the Early Party Organs of the Chinese Communist Party in Jing’an. The district compiled and published a series of works, such as Revolutionary Jing’an—100 Stories about the Birthplace of the First Party Constitution and The History of the Second CPC National Congress. It has established systems for joint meetings and consultations, list-based management, supervision, and feedback, to comprehensively advance the construction of revolutionary venues, protection of revolutionary cultural relics, organization of educational activities, and development of cultural and tourism projects. The joint conference adheres to a combination of regular meetings and special coordination sessions, implementing project-based and list-based management for key initiatives. Focusing on the “CPC’s Birthplace Exploration and Publicity Project,” the district has formulated implementation plans and three-year action plans for the inheritance, promotion, protection, and utilization of revolutionary resources, with clear designations of key projects, timelines, and responsibilities. In 2025, the “Special Mechanism for Revolutionary Resource Protection and Utilization” was further improved, extending the workflow to the grassroots level and incorporating social organizations and enterprises. This has established a framework led by the government, with integrated collaboration across departments and active participation from society. By regularly reviewing special work reports at district-level venues such as the CPC Jing’an District Committee’s theoretical study sessions and the Jing’an District People’s Government executive meetings, revolutionary culture work has shifted from “localized promotion” to a “district-wide strategic approach.” It is now coordinated and assessed in tandem with initiatives to enhance urban functionality and quality, as well as regional industrial transformation. This provides strong organizational and institutional support for subsequent reforms, especially in effectively resolving bottlenecks that are difficult for individual grassroots departments to address, such as major project approvals, funding allocation, and land coordination.

(III) Developing Exemplary Venue Clusters to Establish High-Quality Revolutionary Education Bases

Taking pride in being the “birthplace of the first Party Constitution,” Jing’an District has promoted the evolution of revolutionary venue construction from isolated individual sites to integrated, clustered groups. Since the start of the 14th Five-Year Plan period, a series of key venues have been successively built, renovated, and upgraded, such as the Memorial Site of the Second CPC National Congress, the Former Site Memorial of the CPC Central Military Commission, the Former Secretariat Site of the CPC Central Committee, and the Memorial Hall of the Former Site of the Special Task Division of the Central Committee of the CPC. In scenario-based Party courses and revolutionary-themed dramas, docents embody historical figures and, through elements such as dialogues across time, role-playing, and interactive games—integrated with intangible cultural heritage arts such as shadow puppetry and woodblock printing—bring to life the moving stories behind old photographs and family letters. During the 14th Five-Year Plan period, major revolutionary venues in Jing’an cumulatively received 2.568 million visits, establishing themselves as important sites for Party spirit education for Party members and cadres, and for citizens and tourists to study Party history and experience revolutionary culture.

By leveraging revolutionary culture to enlighten and inspire, enrich minds, and strengthen the spiritual foundation of young people, the district ensured that revolutionary ideals take root in the hearts of its youth. These efforts seek to develop practical, exemplary, and replicable experiences through the “Jing’an Revolution Classroom,” thereby establishing a holistic revolutionary education system.

First, at the mechanism level, Jing’an District enhanced innovation and collaboration by taking the lead in the city to release relevant pilot program implementation plans and establish an alliance for integrating revolutionary resources into the great ideological and political theory courses. Relying on specialized working mechanisms and the Integrated Ideological and Political Education Research Center, the district has created an education system involving government, schools, venues, and the wider community. Through a dual-driven approach of “curriculum development plus expansion of practical learning spaces,” it has established a normalized education platform.

At the same time, youth-focused publications such as comic books, study guides, and revolution-themed educational maps were developed to expand the brand’s influence and attract the attention of young people.

On the one hand, channels for talent recruitment were broadened by aligning venue construction with institutional reform. Professionals specializing in Party history, cultural relics, and museology are recruited periodically. Efforts simultaneously included exploring joint training programs with universities and launching targeted recruitment initiatives for venues, gradually attracting a multidisciplinary cohort skilled in Party history, exhibition curation, and public engagement. The appeal of positions was enhanced through optimized job structures and improvements in compensation, benefits, and career advancement pathways. These initiatives aim to cultivate a well-rounded team combining historical and cultural knowledge, technical expertise, and a global perspective. Jing’an District has consistently hosted popular “Double Top Ten” revolutionary events, revolutionary docent competitions, and professional skill contests favored by the public. The district has selected “Outstanding Docents” and “Outstanding Revolutionary Culture Promotion Projects,” linking award results with professional title evaluations and excellence recognitions. This effectively stimulates the team’s intrinsic motivation to deepen their expertise and innovate in their presentations. Venues such as the Memorial Site of the Second CPC National Congress have collaborated with universities to establish internship and practice bases, attracting graduate students and young volunteers to participate in tasks like archival research and bilingual interpretation. By strengthening training in political awareness, professional skills, and service orientation, the overall professionalism and sense of honor among revolutionary culture teams have been noticeably enhanced. A politically steadfast, professionally competent, and well-structured team of revolutionary culture professionals is emerging, providing sustainable talent support for the “Jing’an Model.”

(VI) Deeply Cultivating Revolutionary IP to Promote the Integrated Development of Cultural Tourism and International Communication

Leveraging its unique identity as the “birthplace of the first Party Constitution,” Jing’an District systematically developed its signature revolutionary culture IP centered around “Fudeli.” Focusing on key symbols such as the Second National Congress of the CPC, the first Party Constitution, and the labor movement, it launched a series of commemorative activities, original stage plays, and documentaries. At the same time, emphasis is placed on evaluating the outcomes of innovative practices and conducting systematic experience reviews, resulting in a range of replicable and promotable technical solutions and operational guidelines for other regions to reference. The combination of “authentic content and innovative format” has become Jing’an’s proven approach for telling compelling revolutionary stories. This also inspires us: the more precious the spiritual legacy, the greater the need for modern methods to disseminate it. Only by keeping pace with the times can revolutionary history continuously captivate future generations and illuminate the way forward.
