Recently, in accordance with the Notice on Preparedness for Typhoon Bavi (the 9th Typhoon of This Year) from the Shanghai Water Authority and the flood safety inspection plan, the Municipal Support Center of Jing'an District carried out flood safety inspections of regional water conservancy facilities.
These inspections focused on the safety of key facilities across the district, including pump-gate stations, river flood-control walls, and maintenance sites. Inspectors conducted on-site checks at multiple locations in succession, namely the Xiachangpu River Cofferdam, Xiachangpu River Pump-Gate Station, Pengyuepu River Sanitation Wharf, river maintenance stations, Xujiazhai Pump-Gate Station, and Houzhao Pumping Station. They prioritized inspections of risk-prone flood-control wall sections, stockpiles of flood-control supplies, safe operation and maintenance of pump-gate station facilities, and implementation of various safety measures. In addition, safety checks were conducted on electrical setups, gas installations, and firefighting facilities at all relevant premises.
For issues identified during flood-control safety inspections, the responsible units were required to take prompt rectification measures. Relevant units were ordered to rigorously enforce the on-duty system during typhoon periods, maintain smooth communication channels, report all hazards in a timely manner, and ensure that flood-control emergency rescue teams and supplies were in place and kept on standby for rescue operations.
In the meantime, the Center kept a close eye on two priorities: under-bridge spaces and road excavation and repair construction sites. It promptly implemented the work arrangements issued by the municipal and district flood control headquarters, fully launched typhoon prevention work, and strengthened safeguards for safe urban operation.
Comprehensive inspections of under-bridge spaces were carried out to guard against waterlogging risks. The Center urged all responsible units to conduct full-coverage safety self-inspections of maintenance depots and parking lots under bridges, focusing on risk-prone spots such as clogged drainage outlets and damaged facilities. It established a register of potential hazards, implemented immediate rectification upon discovery, dredged drainage channels in advance, and took precautions against waterlogging risks caused by rainfall.
Risks at road excavation sites were rigorously mitigated, and wind-resistance precautions were duly enforced across the board. The Center issued typhoon prevention and control requirements to all road excavation and repair construction sites, requiring them to fully reinforce outdoor facilities such as construction hoardings, machinery, building materials, and steel plates, and to stow and sort out non-essential construction materials and temporary equipment to eliminate potential safety hazards from falling objects caused by strong winds.
