We released the statistics on July 8, 2019, which have shown that 1,179 closestools have been installed, registering a finishing rate of 58%. We plan to basically complete the goal of 2,029 closestools by the end of this year, and fully complete the goal next year at latest. So, I think we should reach over 80% of the finishing rate this year anyhow.

Since last year, we have received 13 complaints about Jing'an District in total. In the follow-up research, we found most of them have been solved. At first, I want to inform District Mayor of a piece of good news. In our program last week, we again talked about a return visit to a complaint. Ms. Yang who lives in Kangde Apartment on Gonghexin Road reported that there was the water pipeline problem in her toilet last year. But the apartment she lives in is at the junction of Baoshan District and Jing'an District, which means that she lives in Jing'an District, but where the water pipeline blocked is at Baoshan District. You are right. Some thorny problems often emerge at the junction area of Baoshan District and Jing'an District. Besides Ms. Yang, Mr. Wu who lives in Longtan Residential Area on Hutai Road in Jing'an District reported that unlicensed taxis parked in the residential area. Moreover, there were many unlicensed taxis on Pingli Road/Lingshi Road nearby at night. As we know, Pingli Road is under the jurisdiction of traffic police division of Putuo District. After being informed of the problem of unlicensed taxi by Mr. Wu in the program, departments concerned in both districts coordinated and communicated with each other. In our return visit, Mr. Wu said that this problem has been effectively controlled and solved.

Last year, Ms. Jiang living in Quxi Village (pronunciation), Lane 1100, Qiujiang Road called us to inquire about the elevator installation problem District Mayor Yu and Haibo just talked about. She made this call as there are many elders in the residential area where she lives. In this sense, the elevator problem determines their convenience of going out of and returning home. When she saw that some residential areas were installed with new elevators, she thought about making a phone call to inquire about the installation schedule for her community. In our recent return visit, Ms. Jiang expressed that the sub-district and neighborhood committee are positively following and coordinating the problem, and residents are discussing the elevator maintenance in the days to come. All residents are looking forward to the day elevators have been installed as soon as possible.

Yu Yong:

The case is that it is very inconvenient for part of elders who live on the fifth or sixth floor to go upstairs and downstairs. Some elders are even at their eighties or nighties, so the situation is worse. All residents share a strong desire for beneficial policies.

 

Zhou Yining:

In addition, the problems concerning leakage in the house and disturbance to residents are most complained. Mr. Chen living in Lane 10, North Baoxing Road, and Mr. Yang living in Lane 850, Linfen Road reported last year that water leaked from the ceiling in their homes, but no one repaired it for them. Now, both of them have no worries about this problem anymore. Besides, Mr. Ge who complained to us about that the exhaust equipment in a restaurant at No. 1788, West Nanjing Road was disturbing residents, and Mr. Pan who reported the disturbance of sanitizers late at night on West Nanjing Road and North Shaanxi Road have told us that the situations have been greatly improved nowadays. For example, Mr. Ge has repetitiously reported the problem to us in the program of AJMIDE. Now, as the acoustic panels have been in place finally, the problem of disturbing residents has been solved at last.

 

Yu Yong:

Every department has due responsibilities. The key to solving those problems seeming difficult is that every department should fulfill well their own responsibilities.

 

Zhou Yining:

There are still two more cases about the disturbance to residents. One is that last April, Mr. Xu told us that Jiesheng Car Wash Shop on Shimen Road Number Two occupied the road, which disturbed residents. Despite the follow-up visit, the car wash shop still splashes sewage from car washing onto the sidewalk, and parks the washed cars on the non-motorized lane as it did before. Therefore, pedestrians have to pass through vehicles, which is very dangerous. At about 7 o'clock last night, I specially went to Jiesheng Car Wash Shop to check the spot. Maybe it was when the shop was about to be closed, inside and outside of the shop were relatively tidy. However, I still noticed that car washing tools were piled on the non-motorized lane, and the pavement was wet. It can be inferred that the car wash shop indeed occupied the road in its peak hours, bringing disturbance to residents.

 

Yu Yong:

I think long-term management is quite crucial for this problem. Otherwise, the phenomenon may resurge as long as the business flourishes that washed cars will again occupy the road.

 

Zhou Yining:

I agree. So, the regular supervision should be well done to car wash shops, especially those in the central urban area by departments concerned. After checking Jiesheng Car Wash Shop last night, I went to another spot being complained, that is New Factories on Haifang Road. The complainant Ms. Zhu told us that since there are some bars and restaurants open all night, drunken guests often shout and sing loudly on Yuyao Road, Xikang Road and Haifang Road nearby at 2:00 a.m. or 3:00 a.m. This situation has been lasted for over a decade. It is worse in every summer. Now, Ms. Zhu will be awakened by the sudden singing and crying in almost every early morning. At around 8 o'clock last night, I saw some bars just started the business in New Factories. Maybe, they will be open till 4:00 a.m. or even 5:00 a.m. When I wandered there, I found that New Factories is a triangle zone, which is adjacent to the business districts of Changshou Road and Jing'an Temple, making it very popular. Coincidentally, there are some residential areas surrounding, such as Jing'an Jinding Home (pronunciation) on Yuyao Road and Da'an Jinyuan (pronunciation) on Haifang Road that are nearly on the opposite of New Factories. Therefore, if someone cries loudly on the road at late-night, residents living in buildings close to the road will be greatly impacted. In addition, I saw the terminal control room of 765 Bus Station separated from New Factories by a wall. A few households are living above the control room. Yesterday, Ms. Zhu told me that those households are affected more seriously by the noises, and they even called the police before. I think the balance between the harmonious and tranquil environment of neighboring residents and the maintenance of present business forms in New Factories should be together faced and discussed by departments concerned.

I think the topic Zhou Yining proposes is really good. District Mayor Yu, coinciding with what Zhou Yining proposes, Jiefang Daily and Shanghai Observer hope me to propose a topic to you. Nowadays, the business forms like night markets, night restaurants and bars actually make Shanghai especially charming at night. The colorful night life in urban Shanghai has lightened this city. So, we hear a buzzword called "nighttime economy". Our audience is quite interested in its development course. We still face a dilemma that the nighttime economy may bring some disturbance to residents nearby. How can we handle this? Reporter from Jiefang Daily told me that reporters of our program came to the bars on Jiangning Road, while their reporters to those at the intersections of Wuding Road-Jiaozhou Road and Hengfeng Road-Hanzhong Road, and at No. 688 on North Shaanxi Road, which were all complained by citizens. The complaints include that bars occupy the road outside with tables and chairs due to the limited store area; drunken guests shout loudly on roads when they leave the bars, which was just mentioned by our reporter; and some guests even defecate in public places, sing, cry and whistle. This phenomenon I think involves multiple problems regarding urban management, public security, environmental protection and countless others. Is the only available option for us to solve this problem through persuasion that cannot gain a basic effect? So, how can we create a peaceful living environment at night for residents while developing a booming nighttime economy to manifest the glamour of Shanghai?

Night life can definitely be colorful, but it should also cause no disturbance to residents. This challenges the governance capability of our government. So, let's listen to the opinion of Ms. Zhu. Hello, Ms. Zhu. We wonder what disturbance does the night life cause to you?

 

Ms. Zhu:

People who have the night life often entertain at late-night. Almost every summer, they, especially the young people, drink a lot late at night, and then they stay on the road for a long period as it is quite cool at that time in summer. This happens less in the winter since it is cold outside, and even if they stay on the road, it won't last for long. They stay at the juncture of Xikang Road and Yuyao Road. But we residents here are not the poorest victims. In the building at No. 559 on Haifang Road, where one of my colleagues lives, residents often call the police. Archive inspectors also call the police often, so does my colleague living there. It should have been a public lawn as planned before. As far as I know, ten years ago, relevant departments obtaining no approval of the planning department arbitrarily converted the land usage and building purpose. They constructed a large number of KTVs, bars and restaurants here. Data should be kept by the public security system to suggest that fights and even four death incidents took place here years ago. This populated area with dense dwellings hides serious hazards.

I have just heard about the disturbance bars bring to residents. It is the duty of our Cultural Law Enforcement Squad affiliated to Jing'an District Bureau of Culture and Tourism to supervise the bars not to allow juveniles to enter. We surely have found some situations of disturbance to residents in our routine supervision. In terms of cultural law enforcement, some conditions out of supervision should also be reported to other departments in Jing'an District timely for their disposal in time. Director General You, as I consider, since this situation is relatively complex, Jing'an District Bureau of Culture and Tourism solely maybe cannot achieve a sound effect of management. It still calls for the cooperation with other departments. From my perspective, it is advantageous that nighttime economy booms in Shanghai. But on how to enhance the city's charm, I think we should make breakthrough from two aspects. On the one hand, we should bring the role of Party building into play to guide social governance. And in the process, the sub-district office should offer a hand.

Yan Jing:

Hello, Haibo! I just heard about what Ms. Zhu reported. Indeed, the phenomenon of disturbance to residents exists in bars in New Factories after guests get drunk. We have received plentiful complaints. The Sub-district Office has taken the lead to collaborate with the department of police station and urban management sector to conduct the joint law enforcement. Still, we have talked to bar operators in order to enhance according education. Meanwhile, we sometimes dispatch personnel to station the surrounding areas during this period of time. This is contributed by our urban management body. We have also dispatched the third-party stationary personnel.

 

Yu Yong:

Director Yan, law enforcement is certainly important. But the Sub-district Office should also cooperate with operators to play their roles in the civilized operation.

In recent years, we have received a pile of complaints about the nighttime disturbance to residents, some caused by bars. The site that mentioned by Ms. Zhu has never been complained before. But this kind of situation isn't rare. In this regard, our bureau is responsible for the law enforcement in two fields. One is to affirm whether there is "doorway business" and "roadside stall business" or not. Another is to reduce the social noises on roads. The social noises here are caused by guests of bars, who cry or do something else on roads after drinking. The two situations are within the law enforcement scope of urban inspectors. And for "doorway business" and "roadside stall business", we will follow the common practices and bases. Once we find out a substandard business, we will ban its operation without hesitation, order it to be rectified or educate and punish it accordingly. As for the noise disturbance for social life, we mainly deal with it according to the Measures of Shanghai Municipality on Prevention and Control of Noise Pollution from Social Life, and the provisions of Shanghai normative documents. First, we find out the violations through inspection. Then, we mainly take the dissuasive and deterrent approaches. It works in general. So as for these points, including Jiangning Sub-district and several sub-districts nearby, we often encounter such situations there because our team members patrol the streets repeatedly. Because these violations happen relatively late in the night, usually at two or three in the morning, we should admit that sometimes in the process of inspection, we can't discover these phenomena timely.

Well, according to the exchange of our Local Police Station of Jiangning Road, we are under pressure to answer alarms, as the operating duration of New Factories extends, especially in summer. For the management of this area, first of all, as a public security department, we should ensure the legal operation of these bars. We should carry out inspections on their employees, hardware and software. Second, we are required to send out night patrol teams, because in addition to the police on duty, our police station also needs to arrange the 24-hour patrol forces. As you can see, our police station also considers these areas around the New Factories as the focus of patrols. In addition to the noise disturbance, there are some other aspects, which may cause some negative impacts on the society.

If the law enforcement is strict, there will be a big deterrent to merchants, which may be that if you continue to do the business and earn the profits at the cost of noise disturbance, your business may be shut down. Yes, there are two ways of management. One is the autonomous and co-governance business alliance, with the self-discipline of merchants. The other is the connected law enforcement strengthened by several departments. The leading departments are Jing'an District Bureau of Ecological Environment, Jing'an District Bureau of Culture and Tourism and Jing'an District Commission of Commerce, and Jing’an Public Security Sub-bureau, Jing'an District City Management & Administration Execution Bureau and other several departments still need to strengthen the linkage cooperation. For those incorrigible businesses, we should shut them down and strengthen the law enforcement.

District Mayor Yu, I am now interviewing in Shendi Park Community, Lane 588, Liuying Road. The community residents reported four consecutive high toss acts since last week. Two windshields of vehicles were smashed and residents were nearly hit in two other incidents. Although there was no injury, the residents are also very scared.

I asked the property management office to send me this picture of the smashed windshields. The biggest fear now is not the smashed windshield, but the safety of residents.

Lu Lanting:

The residents in this Community guess that the bottles fell from the No.2 Building, which is 22 floors high and has six households on each floor. Residents who were nearly hit said that they were talking while passing by the south window of the No.2 Building, and there happened to be a bottle full of water fell from the sky, hitting on the ground in the middle of them. If the bottle was slightly off, one out of them would be bound to get hit. And when the bottle of water smashed on the ground, its location was just in between the two of them. In addition, it was said yesterday that there was one or two people who were nearly hit, and today there were also two old people nearly hit, on the Friday night. The two old men were walking this way, while almost hit by the bottle of the same kind. And the next day, the same incident happened, with the same brand of bottle.

This is a really bad behavior.

 

Lu Lanting:

Yes, now residents are trying not to go this way. The places hit are similar to those where the two cars and two residents were hit. Today, when the property management office was on patrol, the personnel found a bottle full of water in the grass once again. See, one of the bottles was broken, because it hit the concrete floor, and the residents were nearly hit. The other one in the photo I took was filled with water, you can see it, right? The bottle with water was found in the grass, and there are also children toys. You saw the Legos, right? And a couple of newspapers. Now, they can basically start with this clue to determine who did it. Here is the thing, this phenomenon really happens in Shanghai. In my previous interview, the residents were really scared, because we were standing on the position of being hit, while I was interviewing the residents. From this point of view, as the Housing Administration Bureau, we should do more to urge the property management office to fulfill its responsibilities. That is to say, the property management office is directly connected with the residents. We live in Jiangning Road near Hua'an Road. There was a spare garbage can at this junction. After the implementation of waste sorting on July 1, a garbage bin was placed at this junction. Since there is no dumpster for houses along the street, we used to put the garbage in the spare garbage can. After the implementation of waste sorting on July 1, a bin for wet garbage was placed next to the spare garbage can from 7:00 to 8:00 respectively in the morning and evening. Residents implemented the waste sorting well, and threw the wet garbage in the bin for wet garbage placed here.
