Hello, host and Secretary Zhai. My husband is a disabled person who resides in Baoshan but maintains his registered permanent residence at West Tianmu Road Sub-district, Jing'an District. When he applied for a "barrier-free home transformation" to replace the electronic toilet, he was denied access to home installation because he lives outside his place of household registration.
Zhai Lei:
There are 42,700 people with disabilities, which is a significant base. These people, along with the elderly, are groups to whom the government pays close attention. We must ensure their access to social assistance. In particular, the development achievements in Jing'an District must benefit these disabled people and no one should be left behind. For example, we should conduct a careful and thorough review of early applications and effectively coordinate and implement services for persons with disabilities who are registered in Jing'an but reside in sister districts, ensuring that no one is overlooked. Conversely, for disabled people residing in Jing'an District but having registered permanent residence outside Jing'an District, we should collaborate with sister districts to ensure effective coordination and implementation of relevant services. It's important to increase awareness of active and forward-looking services and implement the beneficial policies of the Party and government to support this group.

Hello, I am a disabled person who enjoys medical insurance for extremely poor people, allowing me to see a doctor free of charge. However, due to frequent network problems, I often have to pay fees for medical treatment and drugs in advance before seeking reimbursement in community hospitals, which is particularly troublesome.
Zhai Lei:
Vulnerable groups are precisely those we should love, care for, and pay the most attention to. In recent years, Jing'an District has taken the lead in creating the Jing'an Assistance Service brand featuring "comprehensive services at community affairs centers, nearby services in residential quarters, and door-to-door services for those in need" in Shanghai. The next step is to further enhance the brand to ensure better services to specific groups. Additionally, Jing'an conducts senior-friendly renovations and offers a subsidy of up to RMB 3,500 per year to special groups such as those living on subsistence allowances and low-income residents in the district. The renovation of 3,209 households has been completed so far. This year, we will continue our efforts to complete all renovation applications that meet the established requirements.

Hello, I live in the Fu'an Building. The elevators in this residential community have been in use for over 23 years, resulting in frequent button failures, elevator faults, and instances of residents getting trapped. During this "window period" of property management company handover, who is responsible for ensuring the safety of the elevators? The former property management company has withdrawn, but the selection and hiring of a new one have not yet been finalized. As a result, there is a "window period" for the replacement and maintenance of the elevators.
Zhai Lei:
When residential communities encounter problems such as elevator upgrades and follow-up maintenance, the owners' committee that operates in an orderly and compliant manner should play a vital role. The owners' committee should fully reflect residents' opinions and exercise its functions and powers according to law. To respond to the window period after the departure of the former property management company, the sub-district should collaborate with relevant departments to promptly develop a response plan in conjunction with the owners' committee. This plan should cover aspects ranging from fire safety and elevator safety to basic elevator maintenance. Furthermore, the sub-district should facilitate the introduction of a new property management company to ensure the normal operation of the owners' committee and the property management company, making residents feel at ease.

Community canteens are vital government initiatives that play a crucial role in supporting people's livelihoods. It is important to conduct balanced and scientific site selection and layout to maximize the coverage of permanent residents, ensure the quality of meals, and effectively enhance the dining satisfaction of residents in the district. Considering the current lack of a community canteen, the Civil Affairs Bureau of Jing'an District and the Sub-district are actively working to expand resources. They have initially identified 888 Changping Road as the location for the first community canteen in the Sub-district.

I didn't expect another 'healthcare club' to open now. It seems to induce the elderly to spend money."

I will request the Jing'an District Market Supervision Administration, the Greening and City Appearance Administration of Jing'an District, and the Sub-district to promptly verify the situation on the site, clarify the response plan, and fully communicate with Mr. Chen. If issues such as chaotic business formats and induced consumption truly exist, strict law enforcement must be implemented to protect the rights and interests of consumers, particularly the elderly. Additionally, to address the living needs of residents around the community, we will actively guide store owners to upgrade their business formats and standardize their business content to provide more convenient and high-quality services for residents in the district.

Hello, I'm a patient with a chronic disease. I hope that the community hospital will offer comprehensive fasting blood tests at weekends. The relevant person in charge of the Health Committee of Jing'an District responded that all Community Health Service Centers in the district offer extended services on weekends. These services mainly include outpatient prescription dispensing, prophylactic vaccination for children, traditional Chinese medicine rehabilitation services, and basic blood tests. I would like to receive more comprehensive blood test services.

In recent years, the software and hardware capabilities of Community Health Service Centers in Jing'an District have greatly improved. They have established a positive interaction and complementation with 11 Grade 3 Level A hospitals in the district. However, the allocation of medical staff remains a tight balance now, making it crucial to strike a balance between actual needs and resource allocation. The government will continue to focus on addressing the needs of residents and strive to enhance the quality of community health services to meet diversified health needs.

The road guardrail near Dayangqiao at the intersection of Jiaotong Road and Zhongxing Road is missing, resulting in traffic disorder in this area. The Shanghai Intercity Bus Terminal is located nearby and many buses illegally pick up passengers. Additionally, numerous private cars park on the sidewalk illegally, significantly affecting pedestrian safety.
Zhai Lei:
According to the Construction and Administration Commission of Jing'an District, this section of the guardrail was dismantled due to the previous project involving the relocation of overhead power lines underground and the Dayangqiao construction. It has not been restored after the completion of the project. Later, new guardrails will be installed when conditions permit to ensure pedestrian safety. The government will effectively address the practical problems raised by residents, especially those related to public safety. Additionally, to address environmental issues such as indiscriminate defecation in the green belt near the Terminal mentioned by Mr. Ma, signs will be installed to guide citizens to nearby public toilets. Meanwhile, monitoring and management efforts will be strengthened to improve the overall environment in the district.

After the opening of the North Cross Passage, when vehicles turn right from Wen'an Road into the passage, the traffic is seriously affected by vehicles entering and exiting the basement of Joy City due to parking in the lane.
Zhai Lei:
As a large commercial complex popular with young people, Joy City attracts a significant number of Generation Z consumers at night and on weekends, which objectively places some pressure on traffic. Many great ideas come from residents. We should seek the people's advice and needs, allowing them to assess our effectiveness. Ultimately, it is up to them to judge whether we have done a good job. While developing detailed plans for traffic optimization and organization, the relevant departments of Jing'an District should fully listen to the opinions of residents. Additionally, they should strengthen sub-district management and address the issues arising from the large flow of people. Local residents have personal feelings about everything here. Listening to their ideas is beneficial for further optimizing and improving the plan. In response to the concern that the exit passage of Pengpu Xincun Station on Metro Line 1 is too narrow and affects traffic, I will once again emphasize the importance of prioritizing the public's concerns while implementing our work.
