Jing'an District has consistently committed to creating a market-oriented, law-based, and internationalized business environment. Its emphasis on internationalization and branding has effectively become its distinctive symbol and brand identity. The West Nanjing Road area is home to over 2,800 world-renowned brands and serves as the regional headquarters for numerous multinational companies.

Yes. With the high concentration, efficient flow, and high-frequency interactions of various factors such as capital, talent, information, and data in Jing'an District, the West Nanjing Road area has become the prime location for business, living, and investment. It offers the lowest institutional costs, the most convenient access to factors, the most active trading opportunities, the most complete industrial chain, and the most abundant life scenarios.

The GaWC175 list, released by the Globalization and World Cities Study Group and Network (GaWC), features top-tier professional service institutions globally, with 80% establishing a presence in China. Among those settling in Shanghai, over one-third have chosen Jing'an District, making the West Nanjing Road area the preferred choice for office locations. The agglomeration of these high-caliber global service institutions further solidifies Jing'an's strategic goal of becoming a "hub for global resources and high-end professional services". This also bolsters the "Global Service Provider Program" in advancing the ambitious vision that is centered in Jing'an, based in Shanghai, serving globally, and connecting the world

Since the launch of the "Global Service Provider Program" in 2019, the Development and Reform Commission of Jing'an District has been advancing the program by concentrating on the two core tasks of "agglomeration" and "influence". Could you please introduce them to us?

Regarding "agglomeration", the number of service institutions listed in the "Global Service Provider Program" has risen from the initial 48 to 92 now. They get involved in traditional service sectors, such as finance, consulting, accounting, and legal services, as well as emerging service sectors that facilitate the development of new industries, including digitalization, information, and technical services. The 92 service institutions come from various sectors and need to frequently convene to exchange business insights and generate innovative ideas. To this end, the Development and Reform Commission of Jing'an District has allocated nearly 300 square meters in the vibrant and culturally rich central area of West Nanjing Road to establish a salon for the Council for Global Service Provider Program. The aim is to foster communication through this platform, unlock new market opportunities, inspire innovative service models, stimulate fresh development concepts, promote multi-industry integrated development, reduce transaction costs for all parties involved, and provide one-stop, full-chain, and full-process service solutions for enterprises.

Regarding "influence", the Development and Reform Commission of Jing'an District actively supports the integration of the Global Service Provider Program into the high-quality economic development of the Yangtze River Delta. It organizes member units of the program to engage with key cities in the Yangtze River Delta, fostering connections with enterprises and industrial parks and delivering one-stop specialized solutions in various segments. Last year, the Development and Reform Commission of Jing'an District released the Service Manual for Global Service Providers Supporting Enterprises in Going Global, introducing professional service vouchers to support the advancement of sci-tech innovation in the professional service industry. This year, it will launch the White Paper on Global Service Providers Assisting Chinese Enterprises in Going Global to further enhance its brand influence in serving enterprises that expand internationally.

In 2023, the "Global Service Provider Program" was incorporated into the documents of the Party Central Committee and the State Council to support Shanghai's development of the "five centers". This program serves as a crucial strategy for Shanghai to enhance its international competitiveness in the professional service sector. This acknowledges the successes the program has achieved over the past five years and outlines a clear path for its future growth.

Yes. The Jing'an District Committee of the Communist Party of China (CPC) and the Jing’an District People’s Government place considerable emphasis on the "Global Service Provider Program". They have established a dedicated public institution to facilitate the program's progress and upgrades. In accordance with directives from the CPC Jing'an District Committee and the Jing’an District People’s Government, the Development and Reform Commission of Jing'an District has introduced new guidelines for implementing the "Global Service Provider Program", marking the initiation of its version 2.0 development.

This year, the Development and Reform Commission of Jing'an District will implement the guiding principles of the Third Plenary Session of the 20th CPC Central Committee, effectively transforming major reform plans into tangible outcomes for high-quality development. It will strategically leverage the "Global Service Provider Program" as a key strategic measure to achieve substantial advancements in assisting enterprises in going global, empowering sci-tech innovation, formulating rules and regulations in the professional service sector, and nurturing local professional institutions. These efforts aim to foster the high-quality development of Shanghai's professional service industry, enhance its international competitiveness, and contribute significantly to the development of Shanghai's "five centers".
