Having a home to live in and enjoying secure housing are crucial foundations for a happy life for the people. The Housing Security and Real Estate Management Bureau of Jing'an District adheres to a people-centered approach and works to improve residents' living conditions and create a new model of a high-quality life. Today, we will explore how the "Crafting a New Chapter in Ensuring Housing Security" initiative is implemented from three aspects.
Host:
First, the Bureau promotes both of housing rental and purchase, guarantees supply and stability, and advances housing accessibility with high standards. Having a home to live in is a prerequisite for living and working in peace and contentment. In recent years, the Bureau has upheld the main principle of "housing is for living, not for speculation" and reinforced a housing system that supports both rental and purchase to meet residents' housing needs through multiple channels and at multiple layers. Could you please share with us the specific measures that have been taken?
Li Qing:
First, the development of indemnificatory rental housing showcases a city's commitment to caring for its residents. In this regard, we have been dedicated to the targets outlined in the 14th Five-Year Plan and have been striving to exceed expectations. So far, we have secured funding for 19,003 housing units (81% of the target) and provided 11,025 units (88% of the target), thus further implementing the tiered strategy of "a bed, a room, and a home". Especially in advancing work related to the Home for Urban Builders and Managers of the New Era, we have sought to address the housing challenges faced by urban builders in central urban areas and continuously enhanced funding for housing resources, matching of supply and demand, and supporting services. The recently launched Lianyu Apartment is the largest benchmark project in central urban areas, offering 1,310 beds and 196 housing units. With its prime location, convenient commuting options, and comprehensive amenities, the project is already operational and aims to further ensure that frontline workers can "access Jing'an and settle, enjoy secure housing, and pursue better careers in Jing'an".
Li Qing:
Second, the supply of commercial housing is stable, healthy, and orderly. In the first half of the year, we launched five projects with over 1,100 housing units, and sales have been robust. Going forward, we will continue to implement a combination of measures, including policy study and judgment, transaction standardization, public opinion early warning, and advance guidance to ensure timely housing delivery, improve people's livelihoods, and maintain stability.

Good. Additionally, the Bureau has focused on overcoming challenges, renewing, and enhancing quality, making significant strides toward the target of "all people having livable homes to live in". Improving old housing is both a key and challenging aspect of creating a high-quality life. Since the beginning of this year, the Bureau has concentrated on the priorities, tackled difficulties, and diligently pursued progress to significantly improve old housing and benefit more residents. What measures have been taken?
Li Qing:
First, we have linked work at selected spots with that in entire areas to advance the renovation of "Two Olds" (old areas and old housing). Since advancing the comprehensive renovation of old housing in 2005, Jing'an has courageously pursued exploration, innovation, and practice, completing the renovation of 19 projects, benefiting over 6,000 households. By resolving a category of issues through an individual project, Jing'an has gained valuable experience for the city's overall renovation efforts. The case titled "Fanguanong Residential Community Accelerates the Comprehensive Renovation Process in Jing'an District" was included in the "2023 World Cities Day Urban Construction and Development Case Exhibition". This year, the Bureau has expedited the seven non-comprehensive housing renovation projects while strengthening the supervision of carry-over projects to ensure that key projects, such as the Pengyi Community and Fanguanong, progress in an orderly manner as scheduled.

Second, we have improved ourselves both internally and externally to create "Beautiful Homes". Jing'an is an advocate and pioneer for the city's "Beautiful Home" initiative. Since 2015, it has completed construction totaling 18.54 million square meters, benefiting 206,000 households. This year, the Bureau has sped up the construction of one million square meters of "Beautiful Homes". It has focused on demand and implemented targeted policies to create a new model for green, digital, intelligent, and livable communities.

Third, we have combined construction and management efforts to facilitate the installation of elevators. To address the issue of old multi-storey residential buildings without elevators, Jing'an has taken the lead in launching a project of elevator installation for existing multi-storey residential buildings and introduced a large-scale elevator installation model. For three consecutive years, the district has achieved the highest completion rate of installation projects in the city so that over 19,000 families in old housing now have elevators to use. This year, the Bureau is also focused on implementing the "black and white list" mechanism for the design of the above-said elevators, housing inspections, and geological surveys, as well as the elevator installation insurance system and the funds trusteeship model. The aim is to ensure that the elevators are installed properly and used effectively and to continue to create a new benchmark for elevator installation projects in Jing'an.

Great. Finally, the Bureau has upheld the leadership of Party building and empowerment through good governance, which leads to significant progress in achieving comfortable living for people. You have emphasized the leadership of Party building. Could you please share with us the specific measures taken?
Li Qing:
First, we have enhanced the "Jingling Property Management" brand across the entire district. Leveraging the brand, we have deepened the management of property under Party building leadership and established a new paradigm of joint development and shared management characterized by "Party building leadership, government guidance, social participation, resident autonomy, and corporate responsibility". In recent years, the comprehensive management level and effectiveness of residential communities in Jing'an have consistently outperformed the rest of the city. This year, we will continue to use the brand to accelerate the comprehensive construction of electric bicycle charging facilities, actively address bottlenecks in residential community management, and consistently enhance residents' happiness and satisfaction in Jing'an.

Second, we have fostered a clean and positive environment based on our realities. We have seized the opportunity of Party discipline education to reinforce Party spirit, conduct, and discipline, strengthen our commitment to regulation observation and legal compliance, boost determination and enthusiasm for significant progress, and elevate housing management to new heights.

As urban areas develop with high quality, people's aspiration for a high-quality life will not diminish; instead, it will only continue to strengthen. Similarly, the attention from all sectors of society towards housing will not fade but will become increasingly focused. Looking ahead, what plans do you have?
Li Qing:
In the new era, the demands of the people are significant and diverse. Moving forward, we will earnestly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the important speeches made by General Secretary Xi Jinping during his inspection in Shanghai. We will integrate the concept of a people-centered city into our housing management work and strive to create a model of a high-quality life. In short, we will "craft a new chapter in ensuring housing security".
