Jing'an has always prioritized stable employment as a key focus for the CPC Jing'an District Committee and Jing'an District People's Government, weaving a robust "Jing'an Neighborhood Employment" service network to ensure a safety net for people's livelihoods. Could you please share with us the specific measures being taken to optimize public employment services and promote high-quality, full employment?

Sure. Prioritizing employment is crucial for maintaining a safety net and stability. To this end, Jing'an District has revised and implemented employment promotion policies, continually optimizing public employment services, and enhancing collaboration among communities, parks, and campuses. We are transitioning from a model where "people seek policies" to one where "policies seek people". By expanding policy coverage through both online and offline methods, we aim to promote high-quality, full employment. We are also actively focusing on key groups like recent graduates and are committed to the "Three 100% Guarantees" (100% establishing a personal file for each individual, 100% providing personalized services, and 100% recommending suitable positions), ensuring that no college graduate is left behind.

We have noted that, leveraging the advantages of the national-level human resources service industry cluster within the district, you have established Shanghai's first "Employment Alliance of Human Resources Service Agencies to Support College Students' Employment". This alliance creates a unique employment service model that combines job recommendations with specialized services such as employment lectures, personalized guidance, career assessments, and live job opportunities.

Yes. We will continue to strengthen our focus on the employment needs of key enterprises and enhance service connections. We are establishing and expanding the "Employment Service Specialist" program, which provides dedicated support for each enterprise through an "one enterprise, one file" system, implementing tailored assistance for each enterprise. The Human Resources and Social Security Bureau of Jing'an District also collaborates with universities as "points", organizes activities as "lines", engages in industrial parks as "planes", and operates at the sub-district and town level as the "body" to create platforms for showcasing results, facilitating interaction, and connecting resources. This approach aims to support the entrepreneurial dreams of college graduates. Besides, we are working to build a collaborative vocational training system, continually expanding the "reservoir" of high-skilled talent. We organize high-skilled talent selection and vocational skill competitions to identify top performers on the "racing field", promoting a spirit of craftsmanship and empowering the development of new quality productive forces through skill enhancement.

The original mission of pursuing entrepreneurship cannot be separated from the guidance of Party building. To this end, the Human Resources and Social Security Bureau of Jing'an District has explored creating the "Jing'an Neighborhood Employment" Party building project, establishing a "15-Minute Employment Service Circle" to enhance employment services at "your doorstep" and "building entrance". Currently, there are 15 "Jing'an Neighborhood" employment service stations established throughout the district. These service stations focus on standardizing service processes, strengthening digital empowerment, and connecting with the "Shanghai Public Employment Recruitment New Platform". The goal is to effectively link the government's "visible hand" with the market's "invisible hand" so that the unemployed can find work, those with jobs can become more skilled, skilled workers can enjoy their professions, and those who enjoy their work can start their businesses, thereby driving employment through entrepreneurship.

Yes. Jing'an is the location of China's first national-level human resources service industry park—the main park of China Shanghai Human Resources Service Industry Park. This park is leading the way in the international development of the human resources service industry. It has gathered 470 human resources service enterprises, covering the entire industry chain. From January to June of this year, the district's large-scale human resources service enterprises achieved total revenue of RMB 27.291 billion, representing a year-on-year growth of 15.3%. In the recently released list of quality human resources service agencies in Shanghai, Jing'an has 39 agencies recognized, ranking first in Shanghai and accounting for about one-quarter of the total approved agencies in Shanghai.

The CPC Jing'an District Committee and the Jing'an District People's Government have always placed a high priority on the development of the human resources service industry. We focus on the construction of "International Jing'an: An Outstanding Urban Area", viewing human resources services as a new driving force to enhance the city's core competitiveness. Initiatives such as the "Global Service Provider—Human Resources Special Program" and the Jing'an Elite Global Partner Program have been launched, making Jing'an one of the first areas in China to achieve international development in the human resources service industry. We have seen that the Human Resources and Social Security Bureau of Jing'an District keeps optimizing the business environment, improves the "service package" policies for developing the human resources service industry, strengthens brand exchange platforms like "Meiyuan Talk" and "Meiyuan Academy", and promotes deep cooperation between human resources service agencies and industries such as artificial intelligence and fintech, creating an innovative ecosystem with global competitiveness.

We will always regard "aligning with the wishes of the people" as the guiding goal for the development of human resources and social security services. We will consistently treat "respecting people's creativity" as the intrinsic support for our development and "concentrating people's wisdom" as the source of strength for advancing our work. We will focus on "employment", the largest people's livelihood project, optimize the ecosystem for human resources development in Jing'an, and build harmonious labor relations. Through the high-quality development of human resources and social security services, we will contribute to making Jing'an a model for modern urban areas with Chinese characteristics.
